Last winter Ryanair did say they would look favourably on airports that came forward with good incentives as the industry began to fight its way out of the pandemic effects. It seems that the CWL senior management and owners have taken heed. It remains to be seen whether other routes will also be incentivised to Ryanair's liking (or any other airline for that matter).Interesting line.
"We have worked closely with Cardiff Airport to deliver this new route, made possible by the necessary incentives to secure connectivity as airlines and airports recover from the impact of the Covid-19 pandemic."

I can't remember Ryanair or anyone else being so publicly explicit about a route being possible because of incentives. Perhaps it's a way of encouraging other airports.
It's good news for CWL users whichever way the route was secured.
