Taken from a news piece in GTP News (Greek Travel Pages) the EU seems to have found a new way of earning money from tourists. If passed by the relevant authorities non Schengen citizens will need to apply online for an authorization prior to travel. This will cost €7 a go and could last for up to 3 years. Link to article here https://news.gtp.gr/2018/04/25/etias-advanced-checks-7-euro-travel-fee-non-eu-visitors-schengen/

When and if this will come in is still unknown but it seems to me that it is just tourist tax but under another name. APIS (which is free) under another name.
