The only item of great importance is the use of single runway operations until 1st February at 2230 and non-acceptance of diversions until 10th February at 2359. These restrictions are likely to be extended beyond those dates.


Various reasons have been offered for the no-divs policy including staff shortages, lack of parking space, airfield works. By 10 Feb, it will have been in force for nearly 8 weeks. Is there any indication of when MAN might get back to operating like other major airports as presumably the CAA would expect? Or is this likely to be a semi-permanent feature of doing things the Manchester Way?
 
Looks as if Manchester will be very busy this year so things have to be made ready in the last couple of months before summer season starts.

Only airport in the UK to issues the no div NOTAM. Even STN, in the same group, doesn't follow this policy.

Debated much but until the policy, or person/board who has implemented this policy, changes then we're stuck with this unhelpful stance, which is not the "Manchester Way".

Or did Tony Wilson, when saying "we do things differently here" really mean "we don't take diversions, go elsewhere"?
 
Seems to me that there are a lot of works going on so maybe they just want to keep it clear until the work is done i:e runway, taxiway and also hydrant work and airbridges so sounds to me logical especially if they don`t have a lot of staff yet.
 
Certainly MAN are doing a lot of advertising for staff via Twitter -I do however wonder whether they are having problems filling the vacancies>
 
I do believe there are problems filling the security vacancies. There are heavily advertising and have had 2 job fairs this month.
I certainly hope they are successful soon in filling these positions…I dread to think of the security queues in peak times come the summer…

@mullion most of the works that have been and are on-going are normal maintenance, so I personally don’t think these works have any influence on the infamous no diversion NOTAM…but time will tell.

1.0 SUMMARY
A programme of up to two weeks’ work to carry out numerous minor repairs to pavement areas on the northside taxiway system and several aircraft parking stands. For the most part, the work will be managed tactically around aircraft movements, however the work on aircraft parking stands will require some temporary stand closures.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Monday 21st February and will be completed by Friday 4th March 2022.
2.2 The majority of work will take place during daylight hours, with nominal working times of 08:00 – 17:00L.
2.3 Within the overall programme of work there will be 2 x night‐working shifts, with nominal working times of 22:30 – 05:30L.
3.0 SCOPE & LOCATION OF WORKS
3.1 The scope of work will be numerous minor pavement repairs at multiple locations on the northside taxiway system and several aircraft parking stands. The types of repair will include maxicrete, maxiflex, and rout and seal epoxy repairs.
3.2 Repairs will be required in the following areas:
 Terminal 1, Pier B Stands 1, 5, 7, 9, 11, 12 & 15.
 Terminal 1, Pier C Stands 26, 28, 29 & 31.
 Terminal 2 Stands 110, 202, 204, 210L.
 Taxiways Charlie, Echo, Lima, Romeo, November‐Alpha, November‐Charlie & Zulu.
3.3 The vast majority of work will be carried out during the daytime with the exception of that on Taxiway Lima which will be carried out at night.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 The majority of the pavement repairs (epoxy and rout & seal) on the manoeuvring area will be carried out during daylight hours between aircraft movements. Some maxicrete repairs may require short‐term, localised closures of portions of taxiway which will be coordinated to minimise operational disruption.
4.1.2 To facilitate numerous repairs in close proximity to each other on Taxiway Lima, those repairs will be carried out at night during 2 x local closures of Taxiway Lima from Intermediate Holding Point (IHP) L1 to abeam Stand 4.
4.1.3 Night‐time work on Taxiway Lima will not commence until night‐stopping aircraft have docked on Stands 4, 6, 8, 10 and 12.
4.2 Stand Closures
4.2.1 To facilitate the repairs on those stands listed at Paragraph 3.2, a programme of temporary stand closures will be required. As far as practicable, the stand closures will be managed tactically around the flight schedule to avoid operational disruption.
4.3 Aircraft Pushbacks
4.3.1 Whilst night‐time work is in progress on Taxiway Lima, it will not be possible for aircraft to be pushed back from Stands 4, 6, 8, 10 and 12 until completion of pavement repair work the following morning.
4.3.2 In the event of a requirement to push an aircraft back off Stands 2, 21 or 23 whilst night‐time work is in progress on Taxiway Lima, a non‐standard manoeuvre will be required as directed by ATC.
5.0 WORK AREA DEMARCATION
5.1 The nightly closed portion of Taxiway Lima will be demarked by lit mobile barriers and extinguished taxiway centreline lighting.
5.2 Any localised taxiway closures taking place during the daytime will be demarked by lit mobile barriers.
6.0 LOW VISIBILITY PROCEDURES (LVP)
6.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.

2.0 PROGRAMME
2.1 Dual runway operating hours will commence on Tuesday 5th April 2022 and will be extended from Wednesday 1st June 2022.
3.0 EXTENDED DUAL RUNWAY OPERATING HOURS
3.1 Tuesday 5th April from 06:30hrs until 20:00hrs on Tuesday 31st May 2022 3.1.1
Monday to Sunday (inclusive) Runway 05L/23R and 05R/23L will be in operation between 06:30hrs - 10:00hrs and 15:00hrs – 20:00hrs. Runway 05L/23R will be in operation as a single runway at all other times.
3.2 Wednesday 1st June 2022 from 06:30 onwards.
3.2.1 Monday to Sunday (inclusive) Runway 05L/23R and 05R/23L will be in operation between 06:30hrs – 20:00hrs. Runway 05L/23R will be in operation as a single runway at all other times. All times quoted in this Operational Advice Notice are local.

1.1 Eight night-time shutdowns of the aircraft fuel hydrant system serving all Terminals is required to facilitate essential maintenance work at the MASHCo fuel farm. The timing of the shutdowns will be coordinated to avoid any operational disruption. This work was previously cancelled due to Covid.
2.0 PROGRAMME
2.1 The work will start on Monday 4th April and be completed by the morning of Friday 15th April 2022, working Monday to Thursday nights inclusive.
2.2 Nominally, the work will be carried out between the hours of 23:00L and 04:00L each night.
3.0 SCOPE & LOCATION OF WORKS
3.1 The scope of work will be essential electrical maintenance and pipe replacements within the fuel farm switch rooms.
3.2 All work will take place within the MASHCo Fuel Farm.
4.0 OPERATIONAL IMPLICATIONS
4.1 The aircraft fuel hydrant system serving all Terminals will be shut down between the hours of 23:00L each night and be reinstated by 04:00L each morning.
4.2 The work has been coordinated to avoid operational disruption, and therefore, will not commence until the final aircraft departure (prior to first wave) requiring hydrant fuelling has been served. In the event of the final aircraft departure being delayed, the start of work will also be delayed, as required.
4.3 Outside of the aforementioned times, the aircraft fuel hydrant system will be operating as normal.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 Overall, the work will have no effect on the airport’s ability to operate during periods of low visibility.
5.2 Work may continue during periods of low visibility due to there being no requirement for the works party to enter the airfield.
 
OAN 016/2022 – AIRFIELD PAVEMENT BAY REPLACEMENTS – AIRCRAFT PARKING STANDS AND NORTHSIDE TAXIWAYS.

1.0 SUMMARY A programme of up to ten working shifts to carry out numerous PQX pavement bay replacements and maxicrete repairs to areas on the northside taxiway system and two aircraft parking stands. The work will require a programme of localised, temporary night‐time taxiway closures and temporary, daytime stand closures.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Monday 25th April and will be completed by Friday 13th May 2022. This programme includes contingency shifts in the event of poor weather hampering progress.
2.2 The programme will consist of 5 x shifts of daytime working and 5 x shifts of night‐time working. Work on the manoeuvring area will take place at night, and work on apron areas will take place during daytime hours.
2.3 Work will take place Monday ‐ Friday, with daytime working hours of 08:00 ‐ 17:00L and night‐time working hours of 23:30 ‐ 05:30L (subject to aircraft movements).
3.0 SCOPE & LOCATION OF WORKS
3.1 The scope of work will entail the replacement of 7 x failed concrete pavement bays and several minor maxicrete pavement repairs. The bay replacements will be undertaken using rapid setting (PQX) concrete.
3.2 Night‐time pavement bay replacements will take place week commencing Monday 25th April, as follows:
 1 x bay on the edge of Taxiway Lima abeam Stand 8 (1 x shift).
 2 x bays on the rear of stand road system between Stands 4 and 6. (2 x shifts).
 1 x bay on Taxiway Echo abeam Stand 82. (2 x shifts).
3.3 Daytime pavement bay replacements will take place week commencing Monday 2nd May, as follows:
 2 x bays on Stand 4 (2 x shifts)
 1 x bay on Stand 210L (1 x shift)
3.4 Within the overall programme there will be 2 x daytime shifts during which multiple maxicrete repairs will take place on apron areas.
3.5 Multiple maxicrete repairs will take place on Taxiway Lima simultaneously with the night‐time pavement bay replacement.
4.0 OPERATIONAL IMPLICATIONS
4.1 Night‐time Works on Taxiway Lima
4.1.1 Whilst night‐time work is in progress on Taxiway Lima, the taxiway will be closed between Intermediate Holding Point (IHP) L1 and abeam Stand 6. 4.1.2 Work will not commence on Taxiway Lima until night‐stopping aircraft have docked onto Stands 6, 8 and 10.

4.2.1 Whilst night‐time work is in progress on the rear of stand road between Stand 4 and 6, Taxiway Lima will be closed abeam Stands 4 and 6 (the required working area will infringe on Taxiway Lima).
4.2.2 Work will not commence on the rear of stand road until night‐stopping aircraft have docked onto Stands 4 and 6.
4.2.3 Whilst night‐time work is in progress on the rear of stand road, aircraft pushbacks will not be possible from Stands 4 & 6 until completion of work the following morning.
4.2.4 In the event of an aircraft pushback being required from Stands 21 or 23 whilst night‐time work is in progress on the rear of stand road, a non‐standard manoeuvre will be required, as directed by ATC.
4.2.5 Whilst night‐time work is in progress on the rear of stand road the following stand aircraft capacity restrictions will apply:
 Stand 4 will be downgraded to maximum aircraft size A320,
 Stand 6 will be downgraded to maximum aircraft size B737‐800.
4.2.6 To facilitate the work, a portion of the rear of stand road between Stands 4 and 6 will be temporarily diverted acrossthe rear of those same stands. The diversion will be demarked by heavyweight, reflective cones.
4.2.7 Outside of the nightly working times, the apron road system abeam Stand 4 and 6 will be available for use, as normal.
4.3 Night‐time Works on Taxiway Echo
4.3.1 Whilst night‐time work is in progress on Taxiway Echo, the taxiway will be closed abeam Stand 82.
4.3.2 Work will not commence on Taxiway Echo until night‐stopping aircraft have been docked on Stands 68 or 68R, 69L and 82 (if applicable).
4.3.3 Whilst work is in progress on Taxiway Echo, aircraft pushbacks from Stands 68, 68R, 69L and 82 will not be possible until the completion of works the following morning.
4.3.4 In the event of an aircraft pushback being required from Stands 67, 68L, 69, 69R, 70, 71, 72, 80, 81 and 84, whilst work is in progress on Taxiway Echo, a non‐standard manoeuvre will be required, as directed by ATC.
4.3.5 Outside of the nightly working times, Taxiway Echo will be fully operational.
4.4 Daytime works on Stands 4 and 210L
4.4.1 Whilst daytime work is in progress on Stand 4, the stand is to be closed and vacant.
4.4.2 Whilst daytime work is in progress on Stand 210L, both Stands 210L and 210 are to be closed and vacant.
4.4.3 Outside of the daily working times, Stands 4, 210L and 210 will be fully operational.
4.5 Daytime Maxicrete Repair Works
4.5.1 The 2 x days of maxicrete repair works will take place on apron or apron road areas only and will be managed tactically by the contractor and Airfield Duty Manager to minimise any operational disruption.
5.0 WORK AREA DEMARCATION
5.1 Nightly closed portions of taxiway will be demarked by lit mobile barriers and extinguished taxiway centreline lighting leading to/through the area of work in progress.
5.2 Areas of working on aircraft parking stands and the apron road system will be demarked heavyweight, reflective cones.
6.0 LOW VISIBILITY PROCEDURES (LVP)
6.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
6.2 In the event of forecast low visibility, any work scheduled to take place on the manoeuvring area and apron road system will be cancelled.

1.0 SUMMARY Like all airports across the world, Manchester Airport experienced a significant fall in passenger volumes because of the Covid-19 pandemic. Following the removal of travel restrictions on 11th February, passenger numbers continue to grow. Having reviewed forecasted volumes, as well as the existing capacity of Terminals One and Two, it is clear we need to increase our terminal capacity. Therefore, from Sunday 27th March 2022, we will be reopening Terminal Three (T3). The following airlines will relocate their flights back to Terminal 3 (T3):

▪ Loganair
▪ Iberia Express
▪ Ryanair

2.0 OVERVIEW
2.1 Terminal Three will come into operation from 00.01 on Sunday 27th March 2022. Prior to its opening trials, testing and familiarisation tours will take place.
3.0 FACILITIES AVAILABLE IN TERMINAL 3
3.1 DEPARTURES
3.1.1 From Sunday 27th March until Friday 22nd April 2022, check in to all T3 flights and security screening will remain via Terminal 1 (T1), as it is at present.
3.1.2 Once through the security search area into the Terminal 1 departure lounge, signage and Flight Information Display Screens (FIDS) will direct passengers to their gate.
3.1.3 British Airways, Iberia Express, Ryanair and Vueling passengers will be directed to gates in Terminal 3.
3.1.4 Aurigny, Blue Islands, Eastern Airways and Loganair passengers will be directed to the Southern Front gates (16, 17 & 18).
3.1.5 T3 aircraft, arriving in to T1 on Saturday 26th March, will be relocated to T3 overnight in preparation for the first wave of departures.
3.1.6 From Saturday 23rd April check-in for all flights and security screening will move to Terminal 3.
3.2 ARRIVALS
3.2.1 From Sunday 27th March 2022, all Terminal 3 arrivals will arrive and be processed through Terminal 3 only.
3.3 TRANSFERS
3.3.1 The transfer facility will be available toward the end of July 2022. Until this service becomes available, on arrival at Manchester, transfer passengers must collect their baggage from the baggage carousel, clear customs and proceed to the relevant check-in desk, landside, for their onward flight. The route from Terminal 3 to Terminals 1 & 2 are clearly signed and walkable. If assistance is required, this can be arranged through the airlines handling agent.
3.4 PASSENGERS WITH REDUCED MOBILITY (PRM)
3.4.1 Special Assistance is provided by ABM. Their airside reception centre will be available from Sunday 27th March 2022. Their landside operation will open from Saturday 23rd April in line with the T3 check-in desks reopening.
3.5 CTA ARRIVALS (Republic of Ireland, Channel Islands and Isle of Man Common Channel Arrivals)
3.5.1 All CTA arrivals will be processed through the CTA channel which is located at the head of Stand 51 and leads into the T3 International Baggage Reclaim Hall.
3.6 RETAIL 3.6.1 A range of airside and landside food, drink and retail options will be open for passengers to use in T3. These are listed below:

3.7 LOUNGES
3.7.1 Terminal 3 Escape Lounge will be open Sunday to Friday between the hours of 04:00-19:45L and Saturday 04:00-17:30L.
3.8 STAFF/CREW SECURITY ACCESS
3.8.1 Staff/Crew access to Terminal 3, unless escorting passengers, will be via T1 Departure B Staff Chanel, Lane 15 (formerly Jet 2 Ground Level check-in) until such time that T3 Service Yard is confirmed as reopen as an access/egress facility for staff, deliveries and waste away. Staff escorting passengers will use the priority lane through the T1 passenger search area.
3.9 SERVICE YARD
3.9.1 Terminal 3 Service Yard is scheduled to reopen at the end of April 2022. Further communication will be sent out giving the exact date closer to the time.
3.10 DELIVERIES AND WASTE MANAGEMENT
3.10.1 Until Service Yard T3 is fully open it will be available for waste removal only between the hours of 03:30 and 22:00L. All deliveries will be via the Central Consolidation Centre.
3.11 RUNWAY OPERATIONS
3.11.1 To allow for the additional flight movements, the airport will reopen its second runway from Tuesday 5th April 2022. A separate OAN (OAN 013-2022) has been published advising of the daily dual runway operating hours.
3.12 RESCUE AND FIRE FIGHTING COVER
3.12.1 Cover remains single runway CAT 10 operations, 24 hours a day. On 2nd April 2022 scheduled dual runway operations will come into force. CAT 10 operations will then cover both runways.
3.13 TAXIWAY MANOEUVRING RESTRICTIONS
3.13.1 A reminder to Airline staff and Pushback Crews: Taxiway Golf - Max wingspan 60 m (B787/A330). No aircraft on Taxiway Golf if Code F aircraft on Taxiway Juliet between J2 & J4. G3 (East) max wingspan 36m (B737- 800).
3.14 PUSHBACK PROCEDURES
3.14.1 The existing pushback procedures can be accessed using this link: https://www.manchesterairport.co.uk/aviation-professionals/pushback-procedures/ for anyone who may require a refresher or is new to Terminal 3 procedures.
3.15 EQUIPMENT PARKING
3.15.1 Equipment parking will remain as published in the Airfield Equipment Parking Plan. However, this may be subject to review dependant on airline and handling agent requirements to reflect the companies now operating from Terminal 3. 3.16 AIRFIELD SECURITY
3.16.1 North Gate will remain closed leaving West Gate as the only airfield vehicle access point.
3.16.2 Any external emergency response to T3 will be provided with an Airfield Operations Safety and Compliance Officer (ASCO) escort from West Gate across the airfield to ensure no delay in response times.

1.0 SUMMARY A programme of up to three weeks’ work to replace seven failed concrete pavement bays located at the rear of Stand 15 and the edge of Taxiway Juliet‐Echo. Stand 15 will be closed for the duration of the work. During the nightly working hours, Taxiway Juliet‐Echo will be closed abeam Stand 15, Taxiway Bravo will be closed between Intermediate Holding Points (IHP) B4 and B6 and Taxiway Foxtrot will be closed at IHP F2.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Sunday 10th and be completed by Friday 29th April 2022 (including one week of concrete curing time).
2.2 Work will take place on Sunday to Thursday nights with working hours of 22:30 – 05:30L.
3.0 SCOPE & LOCATION OF WORKS
3.1 The scope of work will be the replacement of 7 x failed concrete pavement bays located at the rear of Stand 15 and edge of Taxiways Bravo and Juliet‐Echo.
3.2 The bays will be replaced using Pavement Quality (PQ) concrete; as such there will be an allowance for a period of material curing built into the end of the overall programme of works.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 During the nightly working times, the following taxiway closures will be required:
 Taxiway Juliet‐Echo abeam Stand 15.
 Taxiway Bravo between IHPs B4 and B6.
 Taxiway Foxtrot at IHP F2.
4.1.2 Outside of the nightly working times Taxiways Juliet‐Echo, Bravo and Foxtrot will be fully operational.
4.2 Stand Closures/ Restrictions
4.2.1 Stand 15 will be closed H24 for the duration of the programme of works.
4.3 Aircraft Pushbacks
4.3.1 Whilst night‐time work is in progress at the rear of Stand 15 and edge of Taxiway Juliet‐Echo:
 Aircraft may dock on Stand 11 however subsequent aircraft pushback will not be possible until the completion of works the following morning.
 Aircraft pushbacks from Stands 1, 5, 7, 9 and 16 will require a non‐standard manoeuvre as directed by ATC ‐ Push to face north (towards terminal building) and taxi outbound via Taxiway Juliet‐Foxtrot.
4.3.2 Outside of the nightly working times, aircraft pushbacks for the above stands will revert to the standard procedures.
5.0 WORK AREA DEMARCATION
5.1 During the nightly working hours, the overall area of work will be demarked by:
 Lit, low‐level, alternate red/white sleepers (secured to the pavement).
 Lit mobile barriers.
 Reflective heavyweight cones.
 Extinguished taxiway centreline lighting leading to/through the area of work in progress.
 Illuminated stopbars at IHPs F2, B4 and B6.
5.2 Outside of the nightly working hours, a reduced, sterile works area will remain in‐situ, demarked by low level, alternate red/white sleepers, lit by a combination of blue edge lighting and low intensity red obstacle lighting, as appropriate.
5.2.1 The reduced work area will lie within the ICAO Code C taxiway strip for Taxiway Juliet‐Echo but will be outside of the required 12.5m Cleared & Graded strip. As such, the wingtips of some aircraft types (ICAO Code C aircraft such as A320/ B737) will pass over the low‐level works area demarcation when transiting into/ out of Taxiway Juliet‐Echo.
5.2.2 The reduced work area will lie within the ICAO Code E taxiway strip for Taxiway Bravo but will be outside of the required 19m Cleared & Graded strip. As such, the wingtips of ICAO Code E aircraft (A330 and larger) will pass over the low‐level works area demarcation when transiting between IHPs B5 and B6.
5.2.3 Aircraft engines will not pass over the low‐level works area demarcation in any scenario.
6.0 LOW VISIBILITY PROCEDURES (LVP)
6.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
6.2 In the event of forecast low visibility, the night work will be cancelled.
 
OAN 020/2022 FIBRE OPTIC CABLE INSTALLATION OAN REF:- 020/2022

PLEASE ENSURE THIS INFORMATION IS PROMULGATED TO ALL STAFF
1.0 SUMMARY A one-night programme of works to complete the upgrade to the fibre optic cabling between R Sub Station and Stand 206, to improve network resilience within Terminal 2. This will involve accessing the existing pit and ducted system between the two locations to carry out the installation of new cables.
2.0 PROGRAMME 2.1 Work will be carried overnight on Monday 25th April 2022. Tuesday 26th April will be reserved as a contingency night.
2.2 Nominally, the work will be carried out between the hours of 23:00L and 05:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1 The work originates at R Sub Station and crosses Taxiway Echo, the grassed areas beside Taxiway November Bravo (NB) and then Taxiway November Charlie (NC) on to Stand 205, where it terminates in Coms Room 2006 at the head of Stand 206 (location 12 on drawing). The cable installation from Pit 2 to Pit 8 has been completed.
3.2 The remaining two installations will be from Pit 2 into R Sub Station and from Pit 8 into Room 2006.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand 66L and 66C to be closed. Stand 66R will remain available for aircraft parking.
4.2 Stand 206 will be closed and unavailable for aircraft during the working times listed at paragraph 2.2.
4.3 A section of Stand 205 equipment area will be barriered off and cleared of equipment to enable access to the pit.
4.4 Taxiway NC will be closed abeam Stand 205. Taxiway Holding Point (THP) NC2 Stop bar is to be illuminated.
4.5 The contractor will vacate the work area under ASCO guidance for any aircraft needing to manoeuvre along NC to or from Taxiway Romeo (R).
4.6 NC2 will not be available as a TRP for the working times listed at paragraph
2.2. Non-standard push backs required from Stands 22, 202, 204, 206, 207,208, 209, 210, 231, 235, 237, 241, 243. 4.7
Taxiway November-Bravo (NB) is to remain closed as a taxiway throughout the working times.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1. Overall, the work will have no effect on the airport’s ability to operate during periods of low visibility.
 
Thanks Scottie. It seems there is a fair amount of airfield maintenance and upgrades going on over the next few weeks.

Incidentally, among the 8 current notams, I don't see the infamous 'no-divs' appearing at present. Mind you, I'm sure certain handling agents would refuse requests anyway, if not the airport itself, in the present circumstances.
