OAN 94/2018 - GROUND INVESTIGATION SURVEYS

1.0 SUMMARY
A series of ground investigation and Ground Penetrating Radar (GPR) surveys will be taking place at locations on Stands 2‐8 and Taxiways Bravo, Alpha and Delta. The surveys are required in advance of imminent pavement reconstruction projects. The surveys on the manoeuvring area will take place at night, with surveys located on apron areas taking place during the day. Local stand/ taxiway closures will be required whilst survey work is in progress.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Sunday 23rd September and be completed by Friday 28th September 2018.
2.2 Work on the manoeuvring area will take place at night, and work on apron areas will take place during the day.
2.3 Nominal working hours for the night‐time work will be 23:00 – 04:30L, subject to operational requirements, with day time working taking place between 11:00 and 17:00L.
2.4 The prescribed order of work will be as follows;
 Sunday 23rd September (HN) – Taxiway Bravo in the vicinity of Intermediate Holding Point (IHP) B2.
 Monday 24th September (HN) – Taxiway Delta, in the vicinity of IHP D5.
 Tuesday 25th September (HN) – Taxiway Alpha at IHP A4.
 Thursday 27th September (HJ) – Stands 2 and 4.
 Friday 28th September (HJ) – Stand 6 and 8.
4.0 OPERATIONAL IMPLICATIONS
4.1 Daytime closures of Stands 2‐8 will be required between approximately 11:00 and 17:00L. Work will take place on one stand at a time, in accordance with the schedule listed at paragraph 2.4.
4.2 Local, night‐time taxiway closures will be required, as follows;
 Sunday 23rd September – Taxiway Bravo closed at IHP B2.
 Monday 24th September – Taxiway Delta will be closed at IHPs D4 and D5. A closure of Taxiway Quebec will also be required.
 Tuesday 25th September – Taxiway Alpha closed at IHP A4.
4.3 The required night‐time taxiway closures will be coordinated with the ongoing MAN‐TP pavement construction works on Taxiway Bravo (OAN 49/2018 refers) and simultaneous MAN‐TP taxiway surveys (OAN 93‐2018 refers), to ensure that at least one taxiway route is available past the works areas.
 
OAN 95 / 2018 – MAN -TP FUEL MAIN DIVERSION - STAND 211

1.0 SUMMARY
1.1 As part of the Manchester Transformation Programme, Stand 211 will be closed for 10 weeks to facilitate the fuel main diversion for the new Pier 2. A fuel hydrant shutdown will be required to connect the new valve chamber to the hydrant system. This will be promulgated in a separate OAN.
2.0 PROGRAMME
2.1 Overall: Monday 1st October until Friday 7th December 2018.
2.2 Working hours 07:00‐19:00L
3.0 SCOPE & LOCATION OF WORKS
3.1 Works will be located on Stand 211.
3.2 Overall, scope of works as follows:
 Enclose the works areas with water filled red and white blocks and lit Herras type fencing with secure gated access.
 Concrete cutting and excavation.
 Construction of a new valve chamber and associated trench works.
 Reinstatement of the surrounding concrete.
 Reinstatement of any affected stand paint markings.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand 211 will be closed for the duration of the works.
4.2 PRM and crew transfers from Stand 212 will not be affected by the works.
4.3 Stand 211 will be used as a passenger transfer bussing gate.
 
The trigger notam that I referred to in Post #40 has now been cancelled and the implementation of new taxiway designations is delayed until approximately March 2019. This would seem to tie-in with the opening of the new Pier on T2, together with new taxiways Kilo & Lima - this will mean that the current taxiway Kilo will also need renaming!

As promised I am attaching a copy of the chart that would have been effective on 11th October.

OAN 96 / 2018 – MAN-TP MAJOR TAXIWAY SURVEYS (PP04) PHASE 3

1.0 SUMMARY In advance of works to construct the new Taxiway Echo, a third phase of surveys will take place which require taxiways and stands to be temporarily closed or restricted over a 6‐week programme.
2.0 PROGRAMME
2.1 Overall: 09/10/2018 to 20/11/2018.
2.2 Working days and times: Sunday to Thursday, working hours nights only (20:00‐06:00).
2.3 Works in individual areas are to be determined on a shift‐by‐shift basis within the overall programme. Sufficient taxiways and stands will always be kept available in order to maintain the flying programme.
3.0 SCOPE & LOCATION OF WORKS
3.1 The survey works are required along the length of the proposed Taxiway Echo, from the Western Maintenance Area entrance, extending as far as Stand 72 and across Taxiway November from Stand 69 through Stands 82 and 83 to Stands 210 and 211.
3.1.1 The areas are generally bounded by taxiway strips and the edges of stands.
3.2 The scope of works is:  Ground Penetrating Radar (GPR) survey of all areas.  Topographical survey  CCTV inspection of the drainage  Excavating trial pits to examine ground conditions at depth.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Closures and restrictions
4.1.1 Stand closures will be required but will be managed tactically to reduce their impact on the operation.
4.2 Taxiway closures and restrictions
4.2.1 Sections of Taxiways Delta, Quebec and November will be closed individually for several overnight shifts, returning to service by 0600 hours.
4.2.2 Access to stands served from closed taxiways will require a 10‐minute warning to the contractors and be coordinated through Airfield Control.
 
OAN 98-2018 MAN-TP CHANGES TO TERMINAL 2 BUSSING TRANSFERS

1.0 SUMMARY Changes to the Terminal 2 transfer bussing operation and relocation of ground service equipment (GSE) from parking bay 211.
2.0 PROGRAMME
2.1 The pick-up and drop-off points of the of the Terminal 2 (T2) transfer bus will change on Monday 1 st October 2018 at 06:00hrs local. 2.2 Gate 300 will close from Thursday 1 st November 2018, affecting the current staff walking route.
3.0 OPERATIONAL IMPLICATIONS
3.1 Bussing Operations
3.1.1 For inbound passengers, the passenger transfer operation will cease to take place at Gate 300 and will relocate back to the original Bus Transfer Lounge.
3.1.2 For outbound passengers, the passenger transfer operation will move to Gate 213.
3.2 Staff Walking Route 3.2.1 The temporary staff walking route that currently passes round the back of Gate 300 will return to the head of stand road from 1 st November 2018.
4.0 Ground Service Equipment
4.1 Parking bay 211 will close permanently to make way for the transfer bus to pick- up and manoeuvre on Stand 211.
4.2 As of 06:00L on Monday 1st October 2018, any vehicles or equipment left unattended in the ‘Transfer Coaches Only’ bay on Stand 211 will be subject to the Manchester Airport Airside Infringement Scheme.
 
OAN 100 / 2018 – RUNWAY OPERATING HOURS (WINTER 2018/19)

1.0 SUMMARY
1.1 During the winter season dual-runway operating hours will revert to seasonal winter operating hours.
2.0 PROGRAMME
2.1 Commencing 00:01 Monday 29th October 2018 for the winter season.

OAN 101/2018 MAN-TP PP03 AGL DUCT INSTALLATION STANDS 73R & 74 AND TAXIWAY NOVEMBER

1.0 SUMMARY
1.1 As part of the MAN-TP transformation, an eight-week programme of works will be carried out to install ducts for the new Taxiway Lima and L1 Intermediate Holding Point (IHP) Aeronautical Ground Lights (AGLs).
2.0 PROGRAMME
2.1 The overall programme of work will be from Monday 29 th October 2018 until Wednesday 9th January 2019. (The programme allows for the Christmas holiday period.)
2.2 Night working, Sunday to Thursday, the nominal working hours will be 20:00 – 06:00L. Day-time working, Monday to Friday, the nominal working hours will be 08:00-18:00L.
3.0 LOCATION & SCOPE OF WORKS
3.1 All work will be located on Taxiway November, from abeam stand 73C, and on Stand 73R and Stand 74. The work site is 24m north of Stand 73L centreline and crosses Taxiway November to Stand 85.
3.2 The overall scope of works will involve the following tasks:
• Excavation of 3m wide trench within a 13m wide site on Taxiway November and installation of AGL duct.
• Excavation of 4m wide trench within a 20m wide site on Stands 73 & 74 and installation of AGL duct.
• Installation of red/white melba blocks lit with red ob lights to delineate the WIP site across Taxiway November.
• Installation of red/white water filled blocks and lit Heras fencing to delineate the WIP site across Stands 73 and 74.
• Installation of AGL pots, for the new Taxiway Lima on Stands 73 & 74 and for the new IHP L1 on Taxiway November.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Closures
4.1.1 From Monday 29th October 2018 Stands 73R, 73C, 74R, 74C and 74L will be closed.
4.2 Taxiway Closures
4.2.1 Taxiway November will be closed abeam Stand 73 from Monday 29th October 2018. The excavation across the taxiway will be left open and in a sterile condition with red and white lit melba logs enclosing it.
4.3 Pushback Procedures
4.3.1 Non-standard pushback procedures will be instructed by ATC when required from Stands 73L and 72 (L, R&C). Aircraft pushed back and facing the runway must be pulled forwards so that the aircraft nose wheel is abeam Stand 71R centreline before starting engines, to avoid any jet blast hazard to the work in progress. Aircraft may also be pushed back into Taxilane November-Alpha at times.
 
OAN 102/2018 – AIRFIELD SIGNAGE RENEWALS

1.0 SUMMARY
1.1 A programme of up to two-weeks work to replace 22 of the airfields mandatory and information signs with new, EASA compliant, energy efficient LED signs. To avoid operational disruption, all work will be carried out at night.
2.0 PROGRAMME
2.1 Overall, Sunday 4th November to Sunday 18th November 2018, working Sunday to Thursday nights.
2.2 Nightly working hours 20:00 to 06:00hrs local.
2.3 In the event of works being cancelled due to forecast low visibility or poor weather, the nights of Monday 19th November to Thursday 22nd November will held as contingency shifts.
3.0 SCOPE & LOCATION OF WORKS
3.1 Replacement of 22 signs at various locations around the airfield.
3.2. Duct installation at VA1.
4.0 OPERATIONAL IMPLICATIONS
4.1 South side and 05R/23L signage replacement will be carried out during the night time closure of Runway 2 between the hours of 20:00 and 06:00, and as such should have no operational impact.
4.2 Runway 05L/23R signage replacement will be carried out during the planned Runway 1 closures in November.
4.3 Any taxiway signage replacements that require taxiway closures will be arranged through the ADM & ATC to minimise any operational impact.
 
OAN 103/2018 AIRBAND RADIO 8.33kHz FREQUENCY CHANGES

1.0 SUMMARY
1.1 On Thursday 8th November 2018 the Manchester air traffic control VHF frequencies will be changed to allow 8.33kHz working.
2.0 PROGRAMME
2.1 The change will become effective at 00:01hrs on Thursday 8th November 2018.
2.2 Please note: This change does not affect UHF tug and vehicle radios that use channels 1, 3 and 5. UHF radios will continue to work as normal and will be unaffected by the 8.33 kHz change.

OAN 104 / 2018 – STEPS PRE-POSITIONING TRIAL STAND 6 OAN REF:‐ 104/2018

1.0 SUMMARY Stand 6 has been identified for a trial of new step pre‐positioning areas. The purpose of these new step pre‐positioning bays are to improve turnaround efficiency and the ease of placing steps onto the aircraft doors.
2.0 USAGE
2.1 The steps pre‐positioning areas are to be used solely for the short‐term parking of aircraft steps prior to an imminent aircraft arrival on stand.
2.2 Step pre‐positioning areas will not be allocated to any individual companies and must be kept clear whilst no aircraft turnaround activity is taking place.
2.3 Steps may be assembled within a pre‐positioning area no more than 10 minutes prior to the latest ETA time as shown on Chroma and must be removed no later than 5 minutes after off‐chocks time.
3.0 GROUND MARKINGS
3.1 Steps pre‐positioning bays will be demarked by a thickly painted white line on the corners of the area identified for safe step pre‐positioning.
4.0 TRIAL DURATION
4.1 The trial will be conducted for a period of circa two weeks. Usage of pre‐positioning bays will be closely monitored by Airfield Operations.
4.2 The pre‐positioning areas are to be painted in temporary markings for the duration of the trial, and if the trial is deemed a success shall be painted in as a permanent feature.
4.3 If at the end of the trial it is concluded that the pre‐positioning areas are being used in compliance with section 2, the trial may be extended to other stands on Pier B where the apron configuration permits.
 
OAN 105/2018 – TAXIWAY BRAVO PAVEMENT BAY REPLACEMENTS & EXTENSION OF NEW TAXIWAY ECHO CONSTRUCTION WORKS AREA.
OAN REF:‐ 105/2018 DATE OF ISSUE:‐ 24/10/18 EFFECTIVE DATE:‐ 11/11/18 EXPIRY DATE:‐ 21/12/18
1.0 SUMMARY A programme of up to six weeks work to replace failed concrete pavement bays on a section of Taxiway Bravo between Intermediate Holding Points (IHP) B2 and B3. Furthermore, adjacent pavement construction works as part of MAN‐TP will simultaneously expand onto a portion of Taxiway Kilo. Whilst work is in progress there will be H24 closures of portions of Taxiways Bravo, Kilo and Charlie.
2.0 PROGRAMME
2.1 The overall programme of work will commence on the night of Sunday 11th November 2018.
2.2 The work will be completed by the morning of Friday 21st December 2018.
2.3 Overall, the work will take place Sunday to Thursday nights (inclusive) each week, with nightly working hours of 20:00 – 06:00L.
2.4 The pavement bay replacement work on Taxiway Bravo will consist of four weeks of construction work, followed by a period of up to two weeks to allow for concrete curing.
3.0 SCOPE & LOCATION OF WORKS
3.1 The overall scope and location of work will be as follows;
 Replacement of 43 x concrete pavement bays on Taxiway Bravo, between IHPs B2 and B3.
 Extension of MAN‐TP taxiway construction works southwards onto Taxiway Kilo, between IHPs K4 and K5 to construct new pavement that will form part of the new Taxiway Echo.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 The following taxiway closures will be in effect H24 from 20:00L on Sunday 11th November until 06:00L on the morning of Friday 21st December 2018;
 Taxiway Bravo between IHPs B2 and B3.
 Taxiway Charlie at IHP C1.
 Taxiway Kilo at IHP K4. 4.2 Northside Taxiways ‐ Aircraft Manoeuvring Restrictions
4.2.1 For the duration of the works, aircraft will be routed around the works area using a combination of Taxiway Alpha (via IHP A4), Taxiway Charlie (via IHP C2) and Taxiway Delta (via IHP D3), as required.
4.2.2 Flight crews should be aware that the turn between IHPs C2 and D3 has an unlit painted taxiway centreline and blue taxiway edge lighting.
4.2.3 Furthermore, the turn between IHPs C2 and D3 is restricted in terms of permitted aircraft size, as follows;
 C2 to D3 (right turn) – Maximum A330‐300.
 D3 to C2 (left turn) – Maximum B757‐300.
4.2.4 Aircraft larger than those specified above that cannot taxi past the works area using the turn between IHPs C2 and D3 will be required to either;
 Take a diverted taxiway route via Taxiways Lima and Delta.
 Backtrack Runway 05L‐23R, as directed by ATC.
4.3 Implications for manoeuvring of ICAO Code F (A380) Aircraft
4.3.1 For the duration of the works, Taxiway Alpha, via IHP A4, will be available for use by ICAO Code F (A380) aircraft. The route provides an ICAO Code F ASTL strip width of 47.5m.
4.3.2 A380 aircraft, taxiing inbound following a Runway 23R arrival will be met at IHP A3 by an Airfield Operations Follow‐Me vehicle, and guided along Taxiway Alpha via IHP A4, thence onwards through Taxiway Charlie via IHP C2 (for docking on Stand 12). 4.3.3 A380 flight crews may require the use of judgemental oversteer techniques due to main gear to pavement edge clearance dropping to a minimum of 2m along a portion of the sweeping turn heading eastwards towards IHP A4.
4.3.4 For a Runway 05L departure, it will be necessary for ICAO Code F (A380) aircraft to backtrack Runway 05L‐23R, as directed by ATC, for the duration of the works programme on Taxiways Bravo and Kilo.
4.3.5 Standard A380 taxi routes following a Runway 05L or 05R arrival and for a Runway 23L or 23R departure will be unaffected.
4.4 Aircraft Engine Testing
4.4.1 The Engine Test Bay will be available for use throughout the programme of works, with some limitations, as described below. 4.4.2 Due to the interface between the Engine Test Bay and the adjacent (active) Taxiway Alpha, there may be timing restrictions put in place for Engine Test Bay bookings for the following aircraft types;
 B747, A340‐500, A350‐900.
4.4.3 No aircraft will be permitted within the Engine Test Bay when an ICAO Code F (A380) aircraft is scheduled to taxi along Taxiway Alpha via IHP A4.
4.4.4 The designated open‐field engine testing location on Taxiway Kilo will be unavailable for the duration of the works. Depending on the prevailing runway operating mode, open‐field testing locations will be tactically determined by the Airfield Duty Manager and will take into account any operational impact such engine testing may have on the airfield.
4.4.5 Further information regarding aircraft engine testing can be obtained from the Airfield Duty Manager. NB: Due to local authority agreements and government planning conditions, open field engine tests are subject to extensive restrictions and therefore significant delays to the commencement of engine tests on the open airfield may occur during this phase of development work.
5.0 LOW VISIBILITY PROCEDURES (LVP)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.

2.0 PROGRAMME
2.1 The overall programme of work will commence on Thursday 25th October until Tuesday 19th February 2019. Day shifts will be Monday to Friday, unless otherwise indicated in the programme, working 07:00- 18:00; night shift will be Sunday to Thursday working hours 22:00-06:00 local.

3.0 LOCATION & SCOPE OF WORKS
3.1 All works will be located around Stand 100, in the UKPNS compounds on Stands 101 and 61, in the grass in front of the Air Traffic Control (ATC) tower and across the entrance into the Western Maintenance Area (WMA).
3.2 The overall scope of works will involve the following tasks:
• Install marker posts at 40m from Taxiway (TWY) Delta and Lima centrelines.
• Excavation of launch and receive pits Stand 61 & Stand 101.
• Directional drilling from Stand 61 to Stand 101.
• Excavation and installation of pits.
• Excavation of trenches and installation of ducts.
• Excavation and connection to existing pit in TWY Lima strip.
• Cable pull.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Closures and Restrictions
4.1.1 Stand 101 will be closed for the duration of the works. Access to the B1d substation will be maintained for engineering staff.
4.1.2 Stand 100 will be closed for the concrete excavation/reinstatement across the mouth of the stand. It may be possible to park aircraft on Stand 100 by pushing them into the stand via TWY Lima.
4.1.3 The access road from Stand 61 to 100 will be closed for one night while the duct is excavated from DP12. See item 2 of night shift programme.
4.2 Taxiway closures and Restrictions
4.2.1 TWY Lima will be closed for three nights between Stands 6 and 21 for the excavation of a duct route and connection to an existing pit. Night stopping aircraft will be parked on Stands 21, 2 & 4. See item 3 of night shift programme.
4.2.2 TWY Delta, between D4 and D5 will be downgraded to a Code E Taxilane (ASTL) (40m from centreline to object) at times. This does not affect the pushback of the A380 from Stand 12 towards D4. See items 1, 2, 4 & 8 of night shift programme. NB. The downgrading of TWY Delta may be delayed if any Code F aircraft require to taxi through D5.
4.2.3 The drilling contractor is required to walk out across the taxiway from Stand 61 to Stand 101 whilst the directional drilling pilot holes are carried out for each duct. This will require a ten-minute closure of Taxiway Delta three or four times for each pilot drill and will be coordinated through the ADM and ATC for each run. There will be four runs carried out between 29th October and 1st December.
4.3 Western Maintenance Area
4.3.1 Access/egress for aircraft to the WMA will not be available from 1st November 2018 for three days whilst the taxiway is excavated to install HV ducts. All affected parties will be notified by the Jacobs Project Manager. Emergency vehicle access will be maintained throughout the work.
4.3.2 Aircraft under tow to and from the WMA, whilst the excavation for HV cabling in the soft next to the WMA taxiway is underway, must advise Airfield Control 20 minutes before the tow takes place to allow them time to request an ASCO to attend the area to move the contractors and any equipment away. See item 5 of day shift programme.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.

1.1 Works are continuing airside to construct new aprons and taxi-lanes and to reconfigure existing airside areas to form the new Terminal 2 Pier 1 and Remote Aprons.
2.0 PROGRAMME
2.1 Overall: Friday 29th October to Friday 30th November 2018.
2.2 Working hours
2.2.1 Day time working within the main site will be Monday to Friday 08:00-06:00L the next day.
2.2.2 Night time working alongside the main site and bordering Taxiway November-Alpha (NA) and Delta (D) will be Sunday to Thursday 22:00-06:00L.
2.2.3 See attached drawing for exact locations of day and night time
• Installation of aeronautical ground lighting (AGL).
• Removal of existing head of stand services.
• Removal and application of surface markings.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Closures
4.1.1 Stands 85, 86, 217, 218, 245 and 247 will be closed throughout this programme.
4.2 Taxiway closures and restrictions
4.2.1 The stub of Taxiway D abeam Stand 245 will be closed to aircraft H24. The Tug Release Point 216 (TRP216) will be unavailable. 4.2.2 If any aircraft are required to park or be removed from Stands 216 or 216L they must shut down engines and be towed from abeam Stand 215 past the works area. The ADM must inform Galliford Try to move aside whilst an aircraft is towed past the works as the wing may overhang the site. An ASCO should be dispatched to oversee this procedure.
4.2.3 Taxiway NA will be closed 2200-0600 Local Time, Sunday to Thursday.
4.2.4 Taxiway NA will be available by day 0600-2200 hours Local time. There will be an area of excavations within the Code E (B747 / A330) taxiway strip of taxiway NA on the north-western side. The works will not be active during the day time when NA is open to aircraft operations. The low-level blocks referred to in paragraph 3.1.2. will be placed at 24 metres from the centreline of NA (outside the graded portion of the strip). Wingtips of aircraft using NA will overhang the excavated area, which will be cleared of any upstanding objects or loose materials.
4.3 Aircraft washing
4.3.1 The aircraft washing facility at Stand 86 will no longer be available. An alternative facility is available at Stand 61.
4.4 Ground Service Equipment (GSE) parking areas
4.4.1 ULD racking/GSE/bus parking areas will be provided on sections of Stands 217, 218, 247 and across the closed section of Taxiway D. Alternative GSE/bus parking may become available on a small section of closed stands. The Jacobs PM will advise all parties affected.
4.5 Pushback Procedures
4.5.1 Due to the closure of TRP 216, pushbacks from Stands 214, 215, 216 and 216L will be to TRP NA. Pushbacks from Stand 243 will be Aircraft nose wheel abeam Stand 214, facing the runways.
4.5.2 Between 22:00 and 06:00 hours, when Taxiway NA is closed, pushbacks from Stands 214, 215, 216 and 216L will be to TRP NA and then pull forward to abeam Stand 213 before starting engines. N.B. Airfield Ops must advise works party to move aside and temporarily remove closure barriers prior to any pushback taking place.
4.5.3 The above pushback procedures are listed in the MA Aircraft Pushback Procedures, Revision Whiskey which was published on 3rd July 2018.
4.6 Airside roads
4.6.1 The works do not affect airside roads to any stands remaining in service. Access to the GSE areas on Stands 217, 218, 247 and 903 will be maintained.
4.6.2 Airside drivers should note that there will be an access road crossing Taxiway November (N) from Stand 74L to the closed Stand 86. This road is for access to the works compound and to Stands 901 and 903 only. There is no through route to Terminal 2.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 The works will have no effect on Low Visibility Procedures. The night-time closure of Taxiway NA will be cancelled in the event of LVP. 5.2 Work may continue within the main site during periods of low visibility at the ADM’s discretion.

OAN 108/2018 – SCHEDULED RUNWAY 05L-23R NIGHT-TIME MAINTENANCE.
OAN REF:‐ 108/2018 DATE OF ISSUE:‐ 26/10/18 EFFECTIVE DATE:‐ 06/11/18 DATE:‐ 09/11/18
1.0 SUMMARY
1.1 Runway 05L‐23R will be closed for three consecutive nights in early November 2018 to allow for essential maintenance works on the runway and within its associated strip. All flight operations will take place on Runway 05R‐23L whilst work is in progress.
2.0 PROGRAMME
2.1 Work will take place on the nights of Tuesday 6th to Thursday 8th November 2018, inclusive.
2.2 The nightly working hours will be 22:30 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1  Drainage CCTV surveys along Runway 05L‐23R between Links Alpha and Foxtrot.
 Routine maintenance tasks including maintenance of painted runway markings, runway surface friction assessments and aeronautical ground lighting (AGL) repairs/ replacements and bolt inspections.
 Reinstatement of 1 x taxiway centreline AGL fitting at the junction of Taxiways Alpha and Bravo.
4.0 OPERATIONAL IMPLICATIONS
4.1 Runway Operations
4.1.1 During the Runway 05L‐23R closure periods (22:30‐06:00L) all flight operations will take place on Runway 05R‐23L.
4.2 Taxiway Restrictions
4.2.1 Within the overall programme of works, there will be a single night closure of Taxiway Alpha, at its junction with Taxiway Bravo, to facilitate the reinstatement of 1 x taxiway centreline AGL fitting.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the night works will be cancelled and Runway 05L‐23R will remain open.
5.2 In the event of un‐forecast reduced visibility conditions (minima of IRVR 800m or Cloud Ceiling 300ft) during the Runway 05L‐23R closure period when work has begun, the aerodrome will close to flight operations whilst the runway is recovered. An ‘AD Closed’ NOTAM will be issued in such circumstances.
 
OAN 109/2018 MAN-TP PP03 DUCT INSTALLATION TAXIWAY NOVEMBER
This OAN replaces OAN 83 with immediate effect.

1.0 SUMMARY
1.1 As part of the MAN-TP transformation, a thirteen-week programme of works will be carried out to install ducts for the new Taxiway Kilo Aeronautical Ground Lights (AGLs).
2.0 PROGRAMME
2.1 The overall programme of work will be from Monday 3 rd September until Friday 30th November 2018.
2.1.1 Planned programme Area Operational implications 3/9/18 – 30/11/18 Areas 1 & 3 Stand 903 closed. 1/10/18 – 30/11/18 Area 2 Stand 85 closed & decommissioned.
2.2 Nightly working hours will be 22:00 – 06:00L; working Sunday to Thursday nights.
3.0 LOCATION & SCOPE OF WORKS
3.1 All work will be located on Taxiway November; from its junction with Taxiway November-Alpha. The work site is 20m from the Taxiway November centreline; outside of the Aircraft Stand Taxilane (ASTL) graded area for Code E(19m) aircraft. The excavation will be left open and in a sterile condition with red and white lit melba logs enclosing it.
3.2 The overall scope of works will involve the following tasks:
• Excavation of 3m wide trench within a 10m wide site and installation of AGL duct.
• Installation of red/white melba blocks lit with red ob lights to delineate the WIP site.
• Decommissioning/removal of high mast lights, FEGP and paint markings from Stand 85.
• Installation of AGL pots, for the new Taxiway Kilo, on Stands 85 and 245.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Closures and Restrictions
4.1.1 From 3rd September until 1st October 2018, during the times listed at paragraph 2.2, Stands 73, 74 and 85 (Stand 901 if applicable) will be occupied by night stopping aircraft.
4.1.2 From 1st October until 30th November 2018, during the times listed at paragraph 2.2, Stands 72, 73 and 74 (Stands 901 and 903 if applicable) will be occupied by night stopping aircraft.
4.1.3 From 1st October 2018 Stand 85 will be closed permanently in preparation for the opening of the new taxiway.
4.2 Taxiway Closures
4.2.1 Taxiway November will be closed abeam Stand 72 from 22:00-06:00 on the dates listed at paragraph 4.1.2
4.2.2 Taxiway November will be closed abeam Stand 73C from Monday 29th October 2018. The excavation across the taxiway will be left open and in a sterile condition with red and white lit melba logs enclosing it. (See OAN 101-2018).
4.2.3 Taxiway November Alpha will be closed Sunday to Thursday 22:00-06:00hrs local. (See OAN 85-2018)
4.2.4 Taxiway November will be available by day (0600-2200hrs) for aircraft accessing Stands 72 and 73L. There will be an area of excavations within the Code E (B747 / A330) Taxilane strip (ASTL) of taxiway November (N) on the north side. The works will not be active during the day time when TWY N is open to aircraft operations. The low-level blocks referred to in paragraph 3.2. will be placed at 20 metres from the centreline of TWY N (outside the graded portion of the strip) and secured to the concrete. Wingtips of aircraft using TWY N will overhang the excavated area, which will be cleared of any upstanding objects or loose materials.
4.3 Pushback Procedures
4.3.1 During the times and dayslisted at paragraph 2.2, when the Taxiway November cul-de-sac is closed, nonstandard pushback procedures will be instructed by ATC when required from Stands 70, 71, 72, 83 & 84. Aircraft needing to taxi out of November must not be stopped closer to the works than aircraft nose wheel abeam Stand 70 centreline before starting engines, to avoid any jet blast hazard to the work in progress.
4.4 Ground Servicing Equipment
4.4.1 The taxiway crossing from Stand 74 to 86 may be locally reconfigured to ensure access to Stands 85, 901 and 903 remains available.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
5.2 Work may continue during periods of low visibility at the ADM’s discretion.

ARMISTICE DAY, REMEMBRANCE SUNDAY

1.0 SUMMARY In keeping with previous years, Manchester Airport is to observe a two-minute silence on Armistice Day, Sunday 11th November 2018. Suspension of airport operations for 2 minutes’ silence on this day will occur.
2.0 PROCEDURE Sunday 11th November 2018- 1100-1102 (local) During the times specified no aircraft shall land or take-off, start or test engines. Aircraft will however be permitted to taxi. The 2-minute restriction will not apply to aircraft that have declared an emergency.
 
OAN 113/ 2018 – MAN -TP PIER 2 LOUNGE CONSTRUCTION

1.0 SUMMARY
1.1 The next phase of work for the Manchester Transformation Programme (MAN-TP) will remove Stands 213, 214, 215 & 216 to build the lounge for the new Pier 2.
2.0 PROGRAMME
2.1 Monday 26th November until Friday 18th January 2019.
2.2. Core working hours Monday to Friday 0800-1800 hours (local), and at other times as required by programme and advised to MAG Operations.
3.0 SCOPE & LOCATION OF WORKS
3.1 Stands 213 - 215
• Red/white Rhino water filled blocks to be placed around the edge of all three stands at 5m gaps.
• Doors from gate 212 on to walkway to be removed from Access Control. • New bussing gate created on to Stand 213
• Installation of Hesco fence to Critical Part standard around Stands 213-215.
• Strip out and remove covered walkway from Stand 212 lounge to Stand 215.
• Remove painted designators on Taxiway Delta for Stands 213-215.
3.2 Stands 216
• Remove stand painted designator, centreline and aircraft designators for Stand 216.
• Remove/cover Stand 216 Stand Notice Identification Board (SNIB)
• Install Heras fence with red/white base boards around walkout corridor 1m from walkway.
• Strip out and remove covered walkway from head of stand.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Closures
4.1.1 Stands 213, 214, 215 and 216 will be permanently withdrawn from service.
4.1.2. Stand 216L will be available for ‘tow on dead aircraft’ only due to no turn-round or walkout facilities being available.
4.2. Airside road traffic
4.2.1. The site boundary will be 1.5m from the rear of stand road on Stands 213, 214 & 215. It will be delineated by red and white water filled blocks while the Hesco fence is installed. Access to the site will be from the rear of stand road. Following Security Compliance approval, the site will become landside.
4.3. Ground Service Equipment (GSE) parking
4.3.1 GSE parking areas at Stands 213, 214 and 215 will be withdrawn from use. Allocated users will be advised of changes to their GSE parking areas individually by the Project Manager.
5.0 LOW VISIBILITY OPERATIONS (LVO) 5.1 The works has no effect on existing Low Visibility Procedures.
