1.0 SUMMARY
A programme of up to four months work to reconstruct areas of pavement on Stands 2, 4, 6 and 8. All existing asphalt surfaces will be reconstructed using pavement quality concrete. Work will take place on one stand at a time, requiring a rolling sequence of single stand closures moving progressively from Stand 8 to Stand 2.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Monday 14th January 2019.
2.2 The scheduled works completion date is Friday 17th May 2019.
2.3 The work will take place Monday to Friday each week, with daily working times of 08:00 ‐ 18:00L.
2.4 During the working programme on each stand, there will be a period of circa ten days when no works activity will take place. This is to allow the newly laid concrete to cure and gain weight bearing strength.
3.0 SCOPE & LOCATION OF WORKS
3.1 All work will be located with the footprint of Stands 2, 4, 6 and 8.
3.2 Demarked work areas will be erected on one stand at a time, starting on Stand 8, moving progressively to Stand 2.
3.3 The overall scope of work incorporates the removal of the existing asphalt surfaces and replacement with pavement quality concrete.
4.0 OPERATIONAL IMPLICATION
4.1 Stand Closures
4.1.1 Stands 2 – 8 will be closed as shown on the below schedule;
 Stand 8 – Monday 14th January until Friday 22nd February.
 Stand 6 – Monday 25th February until Friday 22nd March.
 Stand 4 – Monday 25th March until Friday 19th April.
 Stand 2 – Monday 22nd April until Friday 17th May.
4.2 Parking of Ground Service Equipment
4.2.1 As work progresses from Stand 8 to Stand 2, it will be necessary to temporarily displace some parked vehicles/ equipment from Bays 10, 8A, 8, 6, 2 and 2A.
4.2.2 Any displaced vehicles/ equipment may be parked on the closed stands. Available parking areas for displaced vehicles/ equipment are shown on the attached drawings (depicted by magenta hatching).
4.3 Apron Road System
4.3.1 The individual fenced work areas will each protrude into apron road at the rear of Stands 2‐8, therefore, a small portion of the road abeam the area of work in progress will be reduced to a single operational lane.
4.3.2 Temporary traffic lights will be in place to control vehicular movement
 
OAN 132-2018 – INSPECTION OF SERVICE PIT AND SURROUNDING STRUCTURE LOCATED ON APRON ROAD NEXT TO STD 100

1.0 SUMMARY
1.1 A programme of one-night shift and one-day shift to inspect and clear the service pit and its surrounding structure located on the apron road system next to Stand 100. The location of the pit, within Taxiway Delta strip, will require a one-night closure and a two-hour day closure of Taxiway Delta. Night-time closure of Stand 100 will also be required.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Thursday 10th January and be completed by the afternoon of Friday 11th January 2019.
2.2 Thursday 10th January nights nominal working hours will be 22:00-05:30hrs local.
2.3 Friday 11th January days nominal working hours will be 12:00-14:30hrs local.
3.0 SCOPE & LOCATION OF WORKS
3.1 All work will be located on the apron road system next to Stand 100.
3.2 The overall scope of work comprises;
• Removal of pit lids.
• Drain water from pit.
• Remove wood and scaffold poles from pit.
• Inspection of pit and surround.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 Taxiway Delta will be closed between A5, D4 and the junction of Taxiway Delta and Lima during the times listed at paragraphs 2.2 and 2.3.
4.2 Stand Restrictions
4.2.1 During the times listed at paragraph 2.2 Stand 100 will be occupied by a night stopping aircraft.
4.3 Apron Road System
4.3.1 The apron road system running between Stands 6 and 61 is closed and will remain so until the inspection has been completed and the integrity of the pit has been confirmed by the Project Manager.
4.4 Western Maintenance Area
4.4.1 Access to the Western Maintenance Area will be available throughout the closure.
5.0 LOW VISIBILITY PROCEDURES (LVP)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
5.2 In the event of forecast low visibility, the planned night works will be cancelled.
6.0 FURTHER INFORMATION
6.1 A NOTAM promulgating the closures of Taxiway Delta will be issued prior to the start of works.
 
OAN 133 / 2018 – PP03 - RECONFIGURATION OF TAXIWAY NOVEMBER CUL-DE-SAC TO CODE C ASTL

1.0 SUMMARY
1.1 As part of the MAN-Transformation Project, from Sunday 13th January 2019 at 20:00hrs local the Taxiway November (TWY N) cul-de-sac, abeam Stand 73, is to be downgraded to a Code C Aircraft Stand Taxi Lane (ASTL). Furthermore, on Tuesday 22nd January 2019 the new Pier 1 becomes an airside construction site.
2.0 PROGRAMME
2.1 Overall, Sunday 13th January until Friday 1st March 2019.
2.2 The reconfiguration of Taxiway November will take place between 13th and 16th January 2019 with nominal working hours of 20:00-06:00hrs local. (The works is expected to take no longer than 4 shifts to complete however it is highly weather dependent, and the stated programme may be subject to extension).
2.3 The daily working hours for Pier 1 will be 06:00 – 17:00hrs local, however there may be a need for night works; nominally the nightly working hours will be 20:00-06:00hrs.
3.0 SCOPE & LOCATION OF WORKS
3.1 All works are located on TWY N, Stands 73, 74, 901, 903 & within the compound around Pier 1.
3.2 The scope of works is as follows:
• Core out and install AGLs on TWY N and Stands 901 & 903.
• Paint in the relocated road across TWY N from Stand 74 to the new Pier 1.
• Remove existing road across TWY N, in-between Stands 73 and 74.
• Reinstate Stand 74L centreline, aircraft and stand designators.
• Paint in new GSE area next to Stand 74L.
• Remove Stand 74C & 74R designators and centre lines.
• Remove B744, B748, A346 and B773 aircraft designators from 73C.
• Paint in new double white taxiway edge markings behind Stands 73 & 74.
• Remove old double white taxiway edge markings behind Stands 73 & 74.
• Paint in new style stand designators on TWY N.
• Paint in TWY N centreline in its new location.
• Remove existing TWY N centreline from Stand 901 to Stand 72.
• Paint in new double white taxiway edge markings for Pier 1.
• Install full height lit Heras fencing with red/white base boards around Pier 1 airside construction site. See attached drawing.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand closures
4.1.1 Stands 74C, 74R, 901 & 903 closed and permanently removed from service.
4.1.2 Stand 74L reinstated following the removal of the road system between Stands 73 and 74.
4.2 Stand Restrictions
4.2.1 Stand 73C restricted to maximum A333/B789/B772. (60m span limit)
4.2.2 From 13th until 16th January 2019, Code C night stopping aircraft to be parked on Stands 73L, 73R and 74L to allow painting to take place.
4.3 Taxiway Closures
4.3.1 TWY N closed from 22:00hrs to 06:00hrs local each night from abeam Stand 72 from 13th – 16th January.
4.3.2 Taxiway November-Alpha (TWY NA) closed from 22:00hrs to 06:00hrs each night from 13th - 16th January.
4.4 Aircraft Pushback Procedures
4.4.1 Pushback from Stands 72C and 73C on to ASTL NA or on to TWY N aircraft nose wheel abeam Stand 71 centreline facing north. Changes to Aircraft Pushback Procedures will be included in the next publication, Yankee.
4.4.2 Pushbacks from Stands 72L, 72R, 73L, 73R and 74L remain the same i.e. aircraft nose wheel abeam Stand 73R facing runways.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 The work will have no effect on the airport’s ability to operate during periods of low visibility.
5.2 In the event of forecast low visibility, the planned night works will be cancelled.
6.0 FURTHER INFORMATION

OAN 01/2019 – SCHEDULED RUNWAY 05L-23R NIGHT-TIME MAINTENANCE.

1.0 SUMMARY
1.1 Runway 05L‐23R will be closed for three consecutive nights in early January to allow for essential maintenance works on the runway and within its associated strip. All flight operations will take place on Runway 05R‐23L whilst work is in progress.
2.0 PROGRAMME
2.1 Work will take place on the nights of Tuesday 15th to Thursday 17th January 2019, inclusive.
2.2 The nightly working hours will be 22:30 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1  Drainage manhole GPS surveys.
 Routine maintenance tasks including maintenance of painted runway markings, runway surface friction assessments and aeronautical ground lighting (AGL) repairs/ replacements and bolt inspections.
 Asphalt pavement repairs on Taxiway Alpha between Intermediate Holding Points (IHP) A2 and A3.
 Operation of a lit crane within the MAN‐TP Taxiway Echo construction site, located on Taxiways Bravo and Kilo (Tall Equipment Permit TE‐00254 refers).
 Borehole survey work, south of Runway 05L‐23R within the Runway 23R ILS Glideslope Critical Area and within the grass area abeam Runway Holding Point (RHP) A1 (MWB 33/2018 refers).
 PQX pavement bay replacements at RHP A1 and several maxicrete and asphalt pavement repairs on Taxiway Juliet between IHPs J3 and J4 (OAN 129/2018 refers).
4.0 OPERATIONAL IMPLICATIONS
4.1 Runway Operations
4.1.1 During the Runway 05L‐23R closure periods (22:30‐06:00L) all flight operations will take place on Runway 05R‐23L.
4.2 Taxiway Restrictions
4.2.1 Taxiway Alpha, between IHPs A2 and A3 will be closed each night that work takes place.
4.2.2 Additionally, there will be night‐time closures of Taxiways Alpha (at RHP A1) and Juliet (between IHPs J3 and J4) during the overall night works programme.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the night works will be cancelled and Runway 05L‐23R will remain open.
5.2 In the event of un‐forecast reduced visibility conditions (minima of IRVR 800m or Cloud Ceiling 300ft) during the Runway 05L‐23R closure period when work has begun, the aerodrome will close to flight operations whilst the runway is recovered. An ‘AD Closed’ NOTAM will be issued in such circumstances.
 
OAN 02/2019 – MAN-TP T2 FUEL HYDRANT SHUTDOWN-Phase 1

1.0 SUMMARY
1.1 A three-night programme to enable tie in works to be completed between the existing fuel hydrant and the new fuel hydrant system for Terminal 2 (T2) Pier 1. Whilst work is in progress, aircraft hydrant fuelling will not be available to some stands in accordance with the schedule detailed below.
2.0 PROGRAMME
2.1 Overall, the programme of works will commence on the night of Tuesday 29th January at 18:00hrs and will be completed by the morning of Friday 1 st February 2019 at 05:00hrs local.
2.2 The nominal working hours will be 21:00hrs to 05:00hrs local each night. 2.3 On 29th January work will commence in VC8 on Stand 72L at 18:00hrs local.
3.0 SCOPE & LOCATION OF WORKS
3.1 The work will involve the following tasks; • Putting isolations in place to allow tie in work to Pier 1
3.2 All works will be located on Stand 72L (VC8), within GallifordTrys compound on the closed Taxiway November-Alpha (TWY NA) (VC6 & VC7), on the road system
4.1.1 All T2 remote stands (80-84 & 231-243) and West Apron stands (66 to 74) will be without fuel on the dates and times listed at paragraphs 2.1 to 2.2.
4.1.2 In addition, stands 72 to 74 will be without fuel from 18:00 to 05:00hrs local on 29th January.
4.2 Aircraft arriving after 21:00hrs on 29th - 31st January.
4.2.1 Aircraft arriving off schedule or unplanned, after the fuel shut down, and requiring fuel will be parked on T2 Pier served stands (201-211) or remote Stands 61-65 where hydrant fuelling is available.
4.3 Stand Closures
4.3.1 Tuesday 29th January Stand 72L will be closed from 18:00 to 05:00hrs local to allow access to VC8. Stand 72R will remain open. 4.4 Taxiway Closures
4.4.1 Tuesday 29th to Thursday 31st January, access is required to VC3 to shut the valve. This will take place around 21:00hrs when the ADM and ATC can facilitate the closure of Taxiway Delta behind Stand 32 and will take approximately 30 minutes.
4.4.2 The above procedure will be reversed at the end of the shift to reopen the valve.
4.5 Road Closures
4.5.1 Tuesday 29th to Thursday 31st January, access is required to VC2 to shut the valve, which is in the road system abeam Stand 80R. This will take approximately 30 minutes and will take place around 21:30hrs. Traffic management will be in place while the chamber is accessed.
4.5.2 The above procedure will be reversed at the end of the shift to reopen the valve.
5.0 LOW VISIBILITY OPERATIONS (LVO) 5.1 Overall, the work will have no effect on the airport’s ability to operate during periods of low visibility.
 
OAN 03/2019 – NORTHSIDE PAVEMENT REPAIRS – TAXIWAYS LIMA, NOVEMBER, DELTA, ROMEO & STAND 31.
OAN REF:‐ 03/2019 DATE OF ISSUE:‐ 18/01/19 EFFECTIVE DATE:‐ 27/01/19 EXPIRY DATE:‐ 15/02/19
1.0 SUMMARY A total of ten working night shifts to complete multiple airfield pavement repairs on Taxiways Lima, November, Delta and Romeo, plus a single day shift to complete work on Stand 31. The work will require a series of localised, overnight taxiway closures, and in some instances, there will be a requirement for night‐stopping aircraft to be parked on stands before pavement repair work takes place. The daytime work on Stand 31 will require a temporary stand closure.
2.0 PROGRAMME
2.1 The overall programme of work will commence on the night of Sunday 27th January 2019.
2.2 The work is scheduled to be completed by the morning of Friday 15th February 2019.
2.3 Overall, the majority of work will take place Sunday to Thursday nights (inclusive) each week, with nightly working hours of 22:30 – 06:00L. Work will take place on Stand 31 during daylight hours.
3.0 SCOPE & LOCATION OF WORKS
3.1 The required working locations will be as follows;

4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 A schedule of nightly taxiway closures will be required, the dates of which are listed at paragraph 3.1
4.1.2 All the affected taxiways will be fully operational outside of the nightly working times.
4.2 Stand Restrictions Taxiway Lima Pavement Repairs – 27/01/19 & 28/01/19.
4.2.1 Whilst work is in progress on Taxiway Lima, aircraft may dock on Stands 23 and 25 (taxi in via Taxiway Lima, through IHP L1), however any subsequent aircraft pushback will not be possible until the following morning, once the overnight pavement repair works have been completed.
4.2.1.1 Stands 21 and 27 will be unaffected by the pavement repair works; aircraft may dock and push back as normal during the working period.
4.2.1.2 Aircraft may dock on Stand 2 (taxi in via Taxiway Lima, through IHP L1) whilst work is in progress on Taxiway Lima, however, should there be a requirement to push an aircraft back from Stand 2, the following non‐standard procedure will apply for jet aircraft;
 Taxiway Lima. Aircraft nose wheel abeam Stand 4 centreline.
4.2.1.3 A drawing is included within the document depicting the aircraft stand limitations whilst the work is in progress. Stand 31 Pavement Repair – 30/01/19.
4.2.2.1 A daytime closure of Stand 31 will be required whilst pavement repair work takes place. Taxiway November Pavement Repairs – 07/02/19.
4.2.3.1 Due to the widespread nature of multiple minor pavement repairs along the length of Taxiway November, the work will be tactically managed by the Airfield Duty Manager to suit operational requirements on the night. Taxiway Delta (IHP D6) Pavement Repairs – 10/02/19.
4.2.4.1 Prior to works starting on Taxiway Delta at IHP D6, a night‐stopping aircraft is to be parked on Stand 31.
4.2.4.2 Aircraft may dock on Stand 32 and other stands within the Taxiway Delta/ Romeo cul‐de‐sac whilst work is in progress (taxi in via Taxiway Papa).
4.2.4.3 Whilst work is in progress, should there be a requirement to push an aircraft back from Stands 22, 32, 202, 204 or 206, the following non‐standard procedure will apply to jet aircraft;
 Taxiway Delta. Aircraft nose wheel abeam Stand 208 centreline.
4.2.4.4 Taxiway Delta (north of IHP D6) and Taxiway Romeo Repairs – 11/02/19 – 14/02/19.
4.2.5.1 Prior to works starting on Taxiways Delta and Romeo, night‐stopping aircraft are to be parked on the following stands;
 Stands 22, 24, 26, 28, 32, 201/202 and 203/204.
4.2.5.2 Whilst work is in progress, should there be a requirement to push an aircraft back from Stand 206, the following non‐standard procedure will apply to jet aircraft;
 Taxiway Delta. Aircraft nose wheel abeam Stand 208 centreline.
4.2.5.3 As work progresses, it may be possible to relax some of the above requirements for night‐stopping aircraft. This will be managed tactically by the ADM, balancing the requirements for the work to progress and nightly operational requirements.
4.2.5.4 A drawing is included within this document depicting the aircraft stand limitations whilst the work is in progress.
5.0 LOW VISIBILITY PROCEDURES (LVP) 5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.

OAN 04-2019 MAN-TP PIER 1 - PASSENGER BOARDING BRIDGES INSTALLATIONS

1.0 SUMMARY
1.1 A six-week programme of works to install five Passenger Boarding Bridges (PBB’s) to the east side of Pier 1, Terminal 2.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Tuesday 5th February 2019.
2.2 The scheduled works completion date is Friday 15th March 2019.
2.3 Overall: Monday to Friday, with daily working times of 08:00 - 18:00L. There may be a requirement for some weekend shifts; the ADM will be advised in advance.
2.4 The PBB’s deliveries will take place on:
• Stand 104 (Node 11) 5th February 2019
• Stand 106 (Node 10) 6th February 2019
• Stand 108 (Node 9) 12th February 2019
• Stand 112 (Node 7) 14th February 2019
• Stand 110 (Node 8) 15th February 2019
3.0 SCOPE & LOCATION OF WORKS
3.1 The overall scope of work incorporates the delivery and installation of five PBB’s on to the eastside of the new Pier 1, Terminal 2.
3.2 All work will be located within the airside compound surrounding Pier 1.
3.3 All PBB deliveries will enter the airfield via the Rendezvous Point (RVP) West gate at Stand 66. From there, under Airfield Operations escort, they will travel via the road system and Taxilane NovemberAlpha to the allocated stand on the new pier.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxilane November-Alpha will be closed temporarily for the delivery of each PBB on the dates shown at paragraph 2.4. The closures will be coordinated via the ADM and the ATC Watch Manager.
4.2 RVP West will be utilised for the delivery of the PBB’s. If RVP West is activated for an emergency response, the PBB’s delivery will be suspended until the access gate is once again available.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 The work will have no effect on the airport’s ability to operate during periods of low visibility.

1 Introduction
1.1 Major work will take place between Spring 2017 and early 2024 to construct an extension to Terminal Two, with a large multi-storey car park, piers, associated aprons and taxilanes. There will be major works ongoing in landside areas, with tower and mobile cranes operating. There will also be multiple phases of airside works, involving stand and taxiway closures, taxiway diversions, reconfigurations and redesignations. From Summer 2019 onwards additional aprons and taxilanes will be introduced.
1.2 AIP Supplements will advise of works and operational impact phase by phase, and AD charts and textual data progressively updated. 2 Terminal works: 17/07/2017 - 31/07/2019
2.1 Operational Implications:
• Site boundary fence erected at the northwest end of Taxiways Delta and November.
• Stands 85, 86, 212, 213, 214, 215, 216, 217, 218, 219, 245, 247, 249 withdrawn from use.
• Taxiway Delta leading on to realigned TWY NA will be ICAO Code E.
• Lit cranes operating at a position of 532205.12N 0021651.56W (Manchester) 1645 M 346° MAG from ARP. Max height 492 FT AMSL, 275 FT AGL.
• Taxilane November-Alpha closed HN.
• Taxilane November-Alpha will be relocated 82 M north of its existing position.
• Taxilanes November north of Stand 71, Delta north of Stand 243 and November-Alpha will be unlit H24. An Airfield Operations Follow-me vehicle will be available during HN and Low Visibility Operations.

3 Airfield Works: 03/06/2018 - 01/03/2019
3.1 Construction of new Taxiway Echo (completes 2020).
• Large WIP area centred on Taxiway Bravo/Charlie.
• Taxiway Bravo (B2-B3), Taxiway Kilo (K4-K5) and Taxiway Charlie (C1) closed H24 due WIP.
• Taxiway Charlie closed at times HN at C2.
• Compass Swing Base withdrawn from use.
• Taxiway Bravo between B4 and B5 downgraded to code E Taxilane at times due WIP.
• A380 permitted to taxi along Taxiway Alpha via Intermediate Holding Position A4 under the guidance of an Airfield Operations Follow-me vehicle.
• During easterly runway operations there may be a requirement for A380 and some aircraft departing Terminal 3 (larger than B757-300) to backtrack Runway 05L/23R, as directed by ATC.
• Work continues into early 2019 on the construction of TWY Echo.

3.2 Construction of new Taxiway Delta. • There will be a rolling closure of Stands from 62 to 71. Two adjacent stands closed at a time for approximately 6 weeks each time from 11 December 2018 until mid-June 2019.

1.0 SUMMARY
1.1 On Monday 28th or Tuesday 29th January 2019 (depending on flying conditions), a series of short
duration drone survey flights will take place at multi‐storey car park A1.
2.0 PROGRAMME
2.1 As part of the opening and certification process for the new A1 multi‐storey car park, a routine drone
survey will take place on Monday 28th January 2019 with a contingency day of Tuesday 29th January 2019.
2.2 The attached chart shows the flight location (multi‐storey car park A1, next to the Crown Plaza hotel).

2.3 This operation will take place outside of the airport boundary but will be inside the 1km ‘no drone zone’.

2.4 The operation will be carried out in full coordination with Air Traffic Control.
3.0 OPERATIONAL IMPLICATIONS
3.1 There will be no impact on flight operations.

3.2 All drone flights will be fully coordinated with Air Traffic Control and supervised by Airfield Operations.

3.3 To ensure that this authorised drone activity is not incorrectly misidentified as a ‘non‐cooperative’ or
rogue drone, GMP, Airfield Security and the Airfield Duty Manager will be notified prior to and at the end
of all drone flying operations.

4.0 LOW VISIBILITY OPERATIONS (LVO)

4.1 In the event of Low Visibility, the project is to be postponed.
 
OAN 07/2019 MAN‐TP – PIER 1 CRITICAL PART CHANGE

1.0 SUMMARY
1.1 On Monday 28th January 2019, the Critical Part (CP) security boundary will move to bring the new Pier 1 airside.
2.0 PROGRAMME
2.1 The exact time that the CP boundary change will come into effect is dependent upon time that the security search is completed, and the area is deemed ‘clean’.
2.2 The attached drawing shows the new CP boundary, the old CP boundary and FOD fence locations.
3.0 OPERATIONAL IMPLICATIONS
3.1 This change will affect all stands and taxiways around the pier and the Pier 1 building itself.
3.2 Due to ongoing works, access to Pier 1 and the surrounding stands is on a strictly permission only basis (for example, if you are escorted as part of an ORAT trial).
3.3 A FOD fence will remain around the new pier whilst construction activities are ongoing.
3.4 Contractor access is via the Runger Lane security gate unless otherwise agreed with Airfield Security.
3.5 The attached drawing (Fig. 1) shows the emergency vehicle access routes.
3.6 During February and March, ORAT trials will gather pace, and aircraft will be towed on to stands for this purpose. No live aircraft movement will take place until nearer the opening date.
4.0 LOW VISIBILITY OPERATIONS (LVO)
4.1 Low visibility has no effect on this security boundary change.

OAN 08/2019 – SCHEDULED RUNWAY 05L-23R NIGHT-TIME MAINTENANCE.

1.0 SUMMARY
1.1 Runway 05L‐23R will be closed for three consecutive nights in early February to allow for essential maintenance works on the runway and within its associated strip. All flight operations will take place on Runway 05R‐23L whilst work is in progress.
2.0 PROGRAMME
2.1 Work will take place on the nights of Tuesday 5th to Thursday 7th February 2019, inclusive.
2.2 The nightly working hours will be 22:30 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1  Routine maintenance tasks including maintenance of painted runway markings, runway surface friction assessments and aeronautical ground lighting (AGL) repairs/ replacements and bolt inspections.
 Asphalt pavement repairs on Taxiway Alpha between Intermediate Holding Point (IHP) A2 its junction with Taxiway Bravo.
 Operation of a lit crane within the MAN‐TP Taxiway Echo construction site, located on Taxiways Bravo and Kilo (Tall Equipment Permit TE‐00281 refers).
 Non‐intrusive survey work along Taxiway Alpha and areas of grassland to the north of the taxiway, between IHPs A4 and A5.
 Replacement of runway edge lights.
 Several maxicrete and asphalt pavement repairs on Taxiway Juliet between IHPs J3 and J4.
 Non‐intrusive pavement condition surveys of runway entrance/ exit links.
4.0 OPERATIONAL IMPLICATIONS
4.1 Runway Operations
4.1.1 During the Runway 05L‐23R closure periods (22:30‐06:00L) all flight operations will take place on Runway 05R‐23L.
4.2 Taxiway Restrictions
4.2.1 Taxiway Alpha, between IHP A2 and its junction with Taxiway Bravo will be closed each night that work takes place.
4.2.2 Additionally, on the nights of Tuesday 5th and Wednesday 6th February, Taxiway Juliet will be closed between IHPs J3 and J4. 5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the night works will be cancelled and Runway 05L‐23R will remain open.
5.2 In the event of un‐forecast reduced visibility conditions (minima of IRVR 800m or Cloud Ceiling 300ft) during the Runway 05L‐23R closure period when work has begun, the aerodrome will close to flight operations whilst the runway is recovered. An ‘AD Closed’ NOTAM will be issued in such circumstances.
 
OAN 09/2019 MAN-TP PP03 PIT & DUCT INSTALLATION TAXIWAY NOVEMBER

1.0 SUMMARY
1.1 As part of the MAN-TP transformation, a six-week programme of works will take place to install four pits with connecting ducts across Taxiway November.
2.0 PROGRAMME
2.1 The overall programme of work will be from Sunday 17th February until Friday 29th March 2019.
2.2 Working hours
2.2.1 Due to the operational impact of these works, nominal working hours within Area 1 will be Monday to Friday 08:00-18:00 and Sunday to Thursday 20:00-06:00hrs local.
2.2.2 Nominal working hours within Area 2 will be Sunday to Thursday 22:00-06:00hrs local.
2.2.3 See attached drawing for exact locations of day and night time working.
3.0 LOCATION & SCOPE OF WORKS
3.1 All work will be located across Taxiway November abeam Stands
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Closures and Restrictions
4.1.1 Stands 71R, 71C and 73C closed H24 for the duration of the works programme.
4.1.2 All aircraft on to Stands 72C, L & R will be towed movements only and under the safety oversight of an Airfield Operations Safety & Compliance Officer (ASCO).
4.1.3 Stands 84L and 84R nose out parking aircraft must only leave the stand under tow to prevent jet blast to the WIP site.
4.2 Taxiway Closures
4.2.1 Taxiway November will be closed at Stand 71R from 22:00hrs on Sunday 17th February. Aircraft access to Stands 72, 73 and 74 will be via Taxiways Delta and November-Alpha only.
4.3 Overnight Storage of Aircraft on Taxiway November
4.3.1 When aircraft are parked on Stands 71L and 84R it may be necessary to park up to 2 x aircraft overnight on Taxiway November, north of Stand 83R.
4.3.2 The maximum permitted aircraft size for overnight parking on the taxiway will be B737-900.
4.3.3 Aircraft parking on Taxiway November will be for towed aircraft movements only, under direction from Airfield Operations, and at the discretion of the Airfield Duty Manager.
4.3.4 Any aircraft parked on Taxiway November are to be removed before aircraft can push back towards the WIP area.
4.3.5 The attached overall works area drawing shows indicative aircraft parking positions on Taxiway November.
4.4 Pushback Procedures
4.4.1 Aircraft on Stands 72L & R, 73L & R and 74L push back into Twy November and taxi out via Taxilane (ASTL) November-Alpha.
4.4.2 Aircraft on 73C push towards TWY N cul-de-sac and tow into NA. No engine start until A/C reaches junction of NA/D.
4.4.3 All pushbacks from 72C must be under the safety oversight of an Airfield Operations Safety & Compliance Officer (ASCO) and left with aircraft nosewheel on TRP 72C.
4.4.4 Aircraft pushed back off Stands 69, 70, 71, 82, 83 and 84 are to be pushed no further north than to abeam Stand 69 facing the runways, to prevent jet blast affecting the works area. NB. Any aircraft parked on Taxiway November must be removed before any aircraft is pushed off the above stands.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.

OAN 10/2019 – OVERNIGHT PAVEMENT REPAIRS – TAXIWAYS JULIET-ECHO, JULIET-FOXTROT & NOVEMBER.

1.0 SUMMARY A programme of up to six working night shifts to complete multiple airfield pavement repairs on Taxiways Juliet‐Echo, Juliet‐Foxtrot, and November. The work will require a series of localised, overnight taxiway closures, and in some instances, there will be a requirement for night‐stopping aircraft to be parked on stands before pavement repair work takes place.
2.0 PROGRAMME
2.1 The overall programme of work will commence on the night of Sunday 17th February 2019.
2.2 The work is scheduled to be completed by the morning of Monday 25th February 2019.
2.3 Overall, the work will take place Sunday to Thursday nights (inclusive), with nightly working hours of 22:30 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1 The required working locations will be as follows;
 Sunday 17th and Monday 18th February – Taxiway Juliet‐Echo.
 Tuesday 19th February – Taxiway Juliet‐Foxtrot.
 Wednesday 20th February – Taxiway November.
3.2 The nights of Thursday 21st and Sunday 24th February will be held as contingency in the event of poor weather preventing works taking place.
3.3 The scope of work will involve a variety of repair methods including;
 PQX pavement bay replacement.
 Maxicrete repairs.
 Fastpatch and sub‐surface grout injection.
 Asphalt inlay repairs
 Sealing of pavement cracks.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 The following schedule of nightly (22:30‐06:00L) taxiway closures will be required to facilitate the work; Taxiway Juliet‐Echo Closed Sunday 17th and Monday 18th February Taxiway Juliet‐Foxtrot Closed Tuesday 19th February. Taxiway November Closed Wednesday 20th February.
4.1.2 All the aforementioned taxiways will be fully operational outside of the nightly working times.
4.2 Stand Restrictions
4.2.1 Prior to works starting on Taxiway Juliet‐Echo, night‐stopping aircraft are to be parked on Stands 1, 5, 7, 9, 11, 15 and 16.
4.2.1.1 As part of the night‐time works on Taxiway Juliet‐Echo, the replacement of 1 x failed pavement bay at the rear of Stand 16 will be carried out. As such, Stand 16 will be closed overnight on Tuesday 19th February.
4.2.2 Prior to works starting on Taxiway Juliet‐Foxtrot, night‐stopping aircraft are to be parked on Stands 42, 43 and 44.
4.2.3 Due to the widespread nature of multiple minor pavement repairs along the length of Taxiway November, the work will be tactically managed by the Airfield Duty Manager to suit operational requirements on the night.
4.3 Aircraft Pushback Manoeuvres
4.3.1 Whilst night‐time work is in progress on Taxiway Juliet‐Echo, aircraft pushbacks from Stands 1, 5, 7, 9, 11, 15, 16, 17, 18 and 41 will not be possible.
4.3.2 Whilst night‐time work is in progress on Taxiway Juliet‐Foxtrot, aircraft pushbacks from Stands 17, 18, 41, 42, 43 and 44 will not be possible.
4.3.3 Dependant on overall progress during each phase of work, it may be possible for some night‐time aircraft pushback limitations to be lifted. This will be determined tactically on a nightly basis by the Airfield Duty Manager.
4.4 Apron Road System
4.4.1 As part of the scope of works for Taxiway Juliet‐Echo, there will be 2 x asphalt patch repairs carried out within the apron road system at the rear of Stands 7 and 9. Local traffic management will be in place to guide vehicles around the areas of pavement repair. 5.0 LOW VISIBILITY PROCEDURES (LVP)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
5.2 In the event of forecast low visibility, the planned night works will be cancelled.
 
As the deadline for the opening of Pier one (1st April) approaches, so do the number of OANs that are issued.

OAN 12/2019 – MAN-TP T2 PIER 1 FUEL HYDRANT COMMISSIONING WORKS

1.0 SUMMARY
1.1 A one-month programme of works to carry out the commissioning of the new fuel hydrant system for Terminal 2 (T2) Pier 1. Whilst work is in progress, aircraft hydrant fuelling will not be available to some stands for four nights in accordance with the schedule detailed below.
2.0 PROGRAMME
2.1 Overall, the works will commence on the night of Monday 25th February at 20:00hrs and will be completed by Sunday 31st March at 18:00.
2.2 The fuel hydrant shutdowns will take place on the nights of 25th to 28th February 2019.
2.3 The fuel hydrant shutdowns on 25th and 26th February will take place between 20:00-05:00hrs local. The fuel hydrant shutdowns on 27th and 28th February will take place between 21:00-05:00hrs local.
2.4 Nominal daily working hours from Monday 4th March until Sunday 31st March will be 08:00-18:00hrs local. The MASHCo Engineer will advise the ADM if weekend working is required.
3.0 SCOPE & LOCATION OF WORKS
3.1 The work will involve the following tasks; • Access to hydrant features, fuel pots, low point drains, vents and valve chambers. • Installation of welded joint in VC7. • Radiography of welded joint in VC7 on 25 or 26th February
3.2 All works on 25th and 26th will be located on Stand 84, in Murphy’s CDM area within GallifordTrys compound (VC6 & VC7), on the road system abeam Stand 80 (VC2), Stand 80R, within Taxiway Delta strip abeam Stand 32 (VC3) and on the road between Stands 204/205 (VC4).
3.3 All works on 27 th and 28 th will be located on Stand 72L (VC8), in Murphy’s CDM area within GallifordTrys compound (VC6 & VC7), Taxilane (ASTL) November-Alpha and each fuelling feature around Pier 1.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stands affected by T2 fuel hydrant shutdowns
4.1.1 All T2 pier served stands (201-211) and remote stands 66-74, 80-84 & 231-243 will be without fuel on the dates and times listed at paragraph 2.3.
4.1.2 Aircraft for T2, arriving after the fuel shut down and requiring fuel, will be parked on a remote stand, where hydrant fuelling will be available.
4.2 Taxiway & Stand Restrictions
4.2.1 25th & 26th February • Stand 84 (L&R) will be available after 23:00hrs. • Vehicle access required to Stand 80R 03:00-05:00hrs. Stand 80C available for max B757. • 10min on foot access required to all fuel features 80R-84L 03:00hrs. • 30min access required to VC2 on road abeam Stand 80L at 20:00hrs. • 30 min access required to VC3 within Taxiway Delta strip at 23:00hrs. • 30min access required to VC4 in road between Stands 204/5 at 23:30hrs and 03:00hrs. 4.2.2 27th & 28th February • Access required to Stand 72L (VC8) at 21:00hrs and 04:00hrs. • Access required to all fuel features across Taxilane (ASTL) November-Alpha 02:00-03:00hrs.

1.0 SUMMARY A programme of up to seven weeks’ work to carry out essential upgrades and repairs to airbridges on Stands 44, 53 and 55. As part of the works programme, the airbridge serving Stand 48 will be permanently removed, and the stand converted into a walk in/ walk out operation. During the works programme there will be a series of temporary stand closures and a requirement to temporarily disable Safedock AVDGS units.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Monday 4th March 2019.
2.2 The work is scheduled to be completed by Wednesday 17th April 2019.
2.3 Overall, the work will take place Monday to Friday, during daylight hours, nominally 09:30‐17:30L. There may be some additional weekend working.
2.4 Work will take place on individual stands, as follows;
 Stand 48: 04/03/19 – 20/03/19.
 Stand 53: 18/03/19 – 29/03/19.
 Stand 44: 01/04/19 – 12/04/19.

4.0 OPERATIONAL IMPLICATIONS
4.1 Whilst work is in progress on each stand, the following operational implications will apply;
4.1.1 Stand 48 (04/03/19 – 20/03/19):
 Airbridge isolated and unavailable for use from Monday 4th March.
 FEGP unavailable for the duration of the work.
 Aircraft docking via Marshaller’s instructions for the duration of the work.
 Stand 48 closed on Friday 8th March to facilitate removal of the airbridge.
 Short‐term stand closures required to facilitate reconfiguration of painted ground markings and recalibration of the Safedock AVDGS unit (exact dates TBC).

OAN 15/2019 DHL TRANSITION

1.0 SUMMARY
1.1 DHL are taking over the handling of EasyJet aircraft. This OAN outlines the process for the transition,
including how the new DHL Ground Service Equipment (GSE) will enter the airfield and how it will be
allocated to aircraft during the transition period.
2.0 PROGRAMME
2.1 This operation will begin at 10:00hrs on Monday 18th February 2019 and will be complete by 02:00hrs on
Tuesday 19th February 2019.
2.2 There are 2 distinct phases to this operation:
2.2.1 Phase 1 (Monday 18th 10:00 – 18:00hrs):
• Between 10:00-13:00hrs the new DHL GSE that is currently stored at crash gate 18 will be
escorted, in convoys by Airfield Operations, along Taxiway Alpha to a closed section Taxiway
Quebec (TWY Q) in coordination with ATC.
• Once the equipment is on TWY Q, DHL will inspect and sign off each piece of equipment prior to
phase 2 commencing.
• There are 173 items of GSE to be relocated.
2.2.2 Phase 2 (Monday 18th February 2019 18:00 – Tuesday 19th 02:00):
• DHL GSE will be released from TWY Q to assigned equipment parking bays, on Stands 1 and 8,
and to arriving EasyJet aircraft.
• This release of equipment will be coordinated from the Airfield Operations Centre (AOC) by the
DHL coordinator in cooperation with the ADM and Airfield Control.
4.0 OPERATIONAL IMPLICATIONS
4.1 Command and Control
4.1.1 The Airfield Duty Manager (ADM) has overall responsibility for ensuring aerodrome safety aspects on a
day-to-day basis.
4.1.2 The AOC will be used as the Incident Management Centre (IMC) throughout this operation.
4.1.3 The Airfield Operations Coordinating Manager or the off-shift Airfield Duty Manager will be responsible for
coordinating the movement of GSE between CG18 and TWY Q.
4.1.4 The number of taxiway escorts are to be established by the DHL coordinator prior to the operation
commending and the ATC watch manager is to be advised of this number.
4.1.5 All GSE convoys on live taxiways will be ‘topped and tailed’ by Airfield Operations.
4.1.6 NB. If runway 05L is in operation this may increase the amount of time taken to conduct the convoy
escorts along taxiway alpha.
4.1.7 The DHL coordinator will be present throughout this operation at the Airfield Operations Centre on Stand
64 and will coordinate all GSE movements on a ‘just in time’ basis, sending out GSE to the appropriate
stand as aircraft are handed over by Menzies.
4.1.8 Briefings will be delivered by DHL at Airfield Operations Centre on Stand 64 prior to the operation
beginning at 10:00 on Monday 18th
, and subsequent update briefings will take place at 14:00, 18:00 (just
prior to phase 2), 22:00 and finally at 02:00.
4.1.9 There is a comprehensive aircraft handover process that must take place for every aircraft that is taken
over from Menzies by DHL. This includes removing all Menzies equipment from the aircraft, the aircraft
being inspected and a sign off completed. It is only after this process has taken place that DHL GSE can
be allocated to the aircraft and the DHL coordinator will control this process.
4.2 Stand Closures
4.2.1 A section of TWY Q will close at 10:00 on Monday 18th and will remain closed due to GSE parking until at
lease 02:00 on Tuesday 19th
.
4.3 Outbound Menzies GSE
4.3.1 As Menzies GSE is release from aircraft by DHL, it is to be taken out through Westgate to Motor Transport.
4.3.2 Any equipment that cannot be accommodated at Motor Transport is to be temporarily stored on the
closed section of TWY Q, before it is escorted to crash gate 18 to be stored.
 
OAN 16/2019 – OVERNIGHT PAVEMENT REPAIRS – TAXIWAYS DELTA AND BRAVO.
OAN REF:‐ 16/2019 DATE OF ISSUE:‐ 19/02/19 EFFECTIVE DATE:‐ 03/03/19 EXPIRY DATE:‐ 27/03/19
1.0 SUMMARY
A programme of up to sixteen working night shifts to complete essential airfield pavement repairs on Taxiways Delta and Bravo. The work will require localised, overnight taxiway closures, and in some instances, there will be a requirement for night‐stopping aircraft to be parked on stands before pavement repair work takes place. Additionally, there will be occasions when night‐time aircraft access onto the Western Maintenance Area is restricted.
2.0 PROGRAMME
2.1 The overall programme of work will commence on the night of Sunday 3rd March 2019.
2.2 The work is scheduled to be completed by the morning of Wednesday 27th March 2019.
2.3 Overall, the work will take place Sunday to Thursday nights (inclusive), with nightly working hours of 22:30 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1 The required working locations will be as follows;
 03/03/19 – 21/03/19 ‐ Taxiway Delta between Intermediate Holding Point (IHP) D5 and junction with Western Maintenance Area and D4.
 26/03/19 – Taxiway Bravo between IHPs B5 and B6.
3.2 The scope of work will involve a variety of repair methods including;
 Maxicrete repairs.
 Asphalt inlay repairs.
 PQX pavement bay replacement
 Sealing of pavement cracks.
3.3 The attached drawings depict the areas of pavement repairs.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 The following schedule of nightly (Sunday – Thursday 22:30‐06:00L) taxiway closures will be required to facilitate the work; Taxiway Delta between IHPs D4 and D5 Closed Sunday 3rd March until Thursday 21st March. Taxiway Bravo between IHPs B4 & B6 Closed Tuesday 26th March.
4.1.2 The aforementioned taxiways will be fully operational outside of the nightly working times.
4.2 Stand Restrictions
4.2.1 Whilst work is in progress on Taxiway Delta, night‐stopping aircraft are to be parked on Stand 61.
4.2.2 Whilst work is in progress on Taxiway Bravo, a night‐stopping aircraft is to be parked on Stand 15.
4.3 Aircraft Pushback Manoeuvres
4.3.1 Night‐time works on Taxiway Delta between IHPs D4 and D5.
 A non‐standard aircraft pushback manoeuvre will be required from Stand 25, as follows; Pushback towards Stand 27, then pull forward with aircraft nose wheel stopped abeam Stand 25 centreline, facing Pier B.
 Aircraft pushbacks will not be possible from Stand 61.
4.3.2 Night‐time work on Taxiway Bravo between IHPs B5 and B6.
 A non‐standard aircraft pushback manoeuvre will be required for Stands 1, 5, 7, 9, 11 and 16, with all aircraft pushed back to face the terminal building. Aircraft to taxi out via Taxiway Juliet‐ Foxtrot.
 Aircraft pushbacks will not be possible from Stand 15.
4.4 Aircraft Access to Western Maintenance Area
4.4.1 Whilst night‐time work is in progress on Taxiway Delta, there will be times when aircraft access/ egress to/ from the Western Maintenance Area is restricted.
4.4.2 Any pavement repair work affecting aircraft access/ egress to/ from the Western Maintenance Area will be carried out at the start of the works programme and is expected to take eight nights to complete; Sunday 3rd March – Thursday 7th March and Sunday 10th ‐ Tuesday 12th March inclusive.
4.4.3 Where possible, nightly working times may be tactically adjusted to suit planned aircraft movements to/ from the Western Maintenance Area.
4.4.4 To reduce any operational impact, users of the Western Maintenance Area are requested to pre‐notify Airfield Control of any night‐time requirements for aircraft movements to/ from the apron, giving as much prior notice as possible.
4.4.5 Whilst night‐time work is in progress on Taxiway Delta between IHPs D4 and D5 any aircraft manoeuvring to/ from the Western Maintenance Area is to be carried out under guidance from an Airfield Operations Follow‐Me vehicle. All aircraft will be routed through IHP D4.
4.4.6 Whilst manoeuvring aircraft to/ from the Western Maintenance area, tow crews can expect to be guided through at least one short portion of taxiway where there is no painted taxiway centreline marking or centreline lighting due to the non‐standard routeing required. 5.0 LOW VISIBILITY PROCEDURES (LVP)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
5.2 In the event of forecast low visibility, the planned night works will be cancelled.

OAN 17/2019 – MAN-TP PP04 CONSTRUCTION OF NEW TAXIWAY ECHO (Phase 3)
OAN REF:- 17/2019 DATE OF ISSUE:- 20/02/19 EFFECTIVE DATE:- 10/03/19 EXPIRY DATE:- 19/11/19
1.0 SUMMARY
1.1 A programme of up to 9 months work, in two phases, to construct the PP04 new Taxiway Echo. For the first phase one of the works, Taxiways Alpha and Charlie will be closed H24 at Intermediate Holding Points (IHPs) A4, A5, C1 and C2. For the second phase of the works Taxiway Charlie will be closed H24 at IHP C2.
2.0 PROGRAMME
2.1 The overall programme of work will commence at 20:00hrs local on Sunday 10th March 2019 until 06:00hrs local on Tuesday 19th November 2019.
2.1.1 Phase 1 will commence on Sunday 10th March until 06:00hrs on Thursday 18th April 2019.
2.1.2 Phase 2 will commence on Sunday 10th March until 06:00hrs on Tuesday 19th November 2019.
2.2 The nightly working hours will be 20:00hrs to 06:00hrs local.
2.3 Site set up will commence on Sunday 10th March 2019 with the welfare cabins being relocated from Taxiway Kilo between 8 th and 14th March.
3.0 SCOPE & LOCATION OF WORKS
3.1 Work will be located within an enclosed and demarked work area on Taxiways Alpha and Charlie between IHPs A4, A5, C1 &C2.
3.2 The overall scope of works will encompass the following:
• Site Clearance associated with the removal of existing airfield infrastructure.
• Excavation of existing grassed area and construction of proposed pavement.
• Installation of surface water drainage including attenuation.
• Installation of new Primary & Secondary AGL ducting.
• Reconfiguration of existing taxiways.
• Installation of various taxiway signage & surface markings.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures and Restrictions
4.1.1 Taxiways Alpha and Charlie, between IHPs A4, A5, C1 and C2 will be closed H24 from 20:00hrs on the night of Sunday 10th March 2019, for the duration of the first phase of works. Paragraph 2.1.1 refers.
4.1.2 Taxiway Charlie, at IHP C2, will remain closed H24 for the second phase of works until 06:00hrs on Tuesday 19th November 2019. Paragraph 2.1.2 refers.
4.1.3 The closed sections of taxiways will be demarked by lit barriers and unlit taxiway centrelines.
4.1.4 Taxiway Bravo between IHP B4 and IHP B5 remains downgraded to a Code E Taxilane for the duration of the works.
4.1.5 Taxiway Bravo between IHP B4 and IHP B5 will be restricted to a maximum of ICAO Code C aircraft types (B739/A32B) 19:00-06:00 Sunday to Thursday inclusive, but will reopen as a Code E Taxilane each day. The fixed melba logs at 26m from Taxiway Bravo centreline, delineating the muster point, and the portable blast screens will remain in situ throughout the works.
4.1.6 Taxiway Bravo will reopen as ICAO Code F capable between IHP B2 and IHP B3 from 06:00hrs local on Friday 8th March 2019.
4.1.7 Taxiway Kilo will reopen between IHP K4 and IHP K5 as ICAO Code F taxiway from 06:00hrs local on Friday 15th March 2019.
4.1.8 NB. Promulgated restrictions remain: No Code F aircraft between B2 and B3 if aircraft on Taxiway Kilo west of K4.
4.1.9 Drawings attached to this document show the overall area of taxiway closures whilst the work is in progress.
4.2 Compass Swing Base
4.2.1 The Compass Swing Base facility will be withdrawn from use for the duration of the works.
4.3 Engine Test Bay & Open-field Testing 4.3.1 For the duration of the works the use of the Engine Test Bay remains available during the published times. Access will be via IHP B2 onto Taxiway Alpha. It should be noted that there is no painted centreline from B2 north on to Taxiway Alpha towards IHP A4.
4.3.2 All movements to and from the ETB must be carried out under the safety oversight of an Airfield Operations Safety Officer (ASCO) who will move the mobile barrier at the Alpha/Bravo junction prior to any movement to and from the ETB.
4.3.3 Aircraft larger than ICAO Code C (A321/B739) should be towed towards A3 and pushed back tail first along TWY Alpha in to the ETB. When towed from the ETB, the aircraft may be towed towards the WIP at IHP A4, pushed tail back towards IHP A3 and then towed forwards along TWY Bravo to its allocated stand. It should be noted that this manoeuvre cannot be carried out if there is an aircraft parked on the taxiway between Signature and A4.
4.3.4 The facility to carry out open-field testing will remain available but will be coordinated tactically by the ADM on the day. Time restrictions will apply.
4.4 Signature Aviation Apron – Aircraft Access/ Egress
4.4.1 Whilst work takes place at IHP A4, access/egress to/from the Signature Aviation apron will be via Taxiways Bravo and Alpha, west of IHP A4.
4.4.2 A barrier will be placed at the junction of TWY’s Alpha and Bravo to prevent aircraft taking an incorrect routing into the closed area. Airfield Operations will remove the barrier for any aircraft movements to/from Signature Aviation.
5.0 LOW VISIBILITY PROCEDURES (LVP)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
5.2 Work may continue during periods of low visibility at the ADM’s discretion.
6.0 FURTHER INFORMATION
6.1 A NOTAM(s) promulgating significant operational detail will be issued prior to the start of works.
6.2 An Aeronautical Information Package (AIP) supplement will been issued to provide further information.

OAN 18/2019 MAN-TP PP16 A1 SUBSTATION - HV & AGL INSTALLATION This OAN replaces OAN 114-2018 with immediate effect. OAN REF:- 18/2019 DATE OF ISSUE:- 22/02/2019 EFFECTIVE DATE:- 22/02/19 EXPIRY DATE:- 28/06/19
1.0 SUMMARY
1.1 As part of the MAN-TP transformation, work continues to install new pits and ducts for High Voltage (HV) and Aeronautical Ground Light (AGL) cables from the existing Substation B1D at Stand 101 to the new Substation A1 under construction at the head of Stand 61. This third phase of works is 18 weeks duration.
2.0 PROGRAMME
2.1 The overall programme of work runs from Friday 22nd February until Friday 28th June 2019. Day shifts will be Monday to Friday, working 07:00-18:00L; night shift will be Sunday to Thursday, working hours 22:00-06:00L. The ADM will be advised of any weekend working required.
3.0 LOCATION & SCOPE OF WORKS
3.1 All works will be located around Stand 100, in the UKPNS compounds on Stands 101 and 61, in the grass area in front of the Air Traffic Control (ATC) tower either side of the CP fence, in the ATC substation, and across the entrance leading into the Western Maintenance Area (WMA).
3.2 The overall scope of works will involve the following tasks:
• Excavation and installation of pits.
• Refurbish pit E-IC-29
• Excavation of trenches and installation of ducts.
• Excavation and connection to existing pits in TWY’s Lima & Delta strips.
• Install AGL and HV cabling.
• Migration of Constant Current Regulators (CCRs) from B1d to A1 Substation.
• Testing of services.
• HV connection into ATC substation
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Closures and Restrictions
4.1.1 Stand 101 will be closed for the duration of the works. Access to the B1d substation will be maintained for engineering staff.
4.1.2 Stand 100 will be closed at times for cable installation. Night stopping aircraft may be parked on the stand.
4.1.3 The access road from Stand 61 to 100 is closed until the refurbishment of Pit E-IC-29 can be carried out.
4.2 Taxiway closures and Restrictions
4.2.1 When the A380 is required to pushback through D4 to taxi through A5, for an 05L departure, (See Aircraft Pushback Procedures - Revision X), an ASCO is to contact and remove the contractors working between DP05 and DP04 before the aircraft pushes. They must remain clear of the area until the aircraft has taxied away.
4.2.2 TWY Delta will be closed at night from D5 to its junction with TWY Lima during the refurbishment of Pit E-IC-29. The Project Manager will advise the ADM when they are in a position to carry out these works so that it can be coordinated with ATC.
4.3 Testing of Services
4.3.1 It will be necessary to prove functionality of each new AGL circuit after migration of services from the B1d Substation to the new A1 Substation. This will be carried out in conjunction with Airfield Engineering and ATC and will involve switching AGL on and off throughout the day. No testing at night or during LVPs.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
