1.1 As part of the MAN-TP Terminal 2 (T2) extension, a three-day programme of works will be carried out to complete the installation of high voltage (HV) cables along the T2 apron front from North Road to Stand 211. This will involve some stand closures or restrictions.
2.0 PROGRAMME
2.1 Overall; from Tuesday 12th March to Thursday 14th March 2019, with a contingency day, 15th March, for any delays incurred.

Times may be reviewed by the ADM and Airfield Control after first wave. Stands may be reopened whilst the work is ongoing, and pits have been barriered, following an Airfield Operations inspection.
2.4 The works will originate landside in R&M’s work site and exit the airfield on Stand 211.
3.0 SCOPE & LOCATION OF WORKS
3.1 Overall the work comprises of the following:
• Barrier pit.
• The removal and replacement of existing cable chamber lids.
• Excavation in the soft next to Stand 101.
• Removal of beams for cable access from joint pits.
• Drain pit with a gully sucker where necessary.
• Connection of draw ropes and pull through HV cable using a winch.
• Cable jointing in pits.
4.0 OPERATIONAL IMPLICATIONS
4.1 As listed in paragraphs 2.2 and 2.3
4.2 Some GSE may need to be moved to facilitate access to pits. The affected companies will be notified by the project manager on the day.
4.3 It may be necessary to divert the road system next to Stand 201 GSE area while the excavation into the soft is carried out. This will be delineated by big foot type cones.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1. The work will have no effect on the airport’s ability to operate during periods of low visibility.
 
OAN 20/2019 – SCHEDULED RUNWAY 05L-23R NIGHT-TIME MAINTENANCE.
OAN REF:‐ 20/2019 DATE OF ISSUE:‐ 26/02/19 EFFECTIVE DATE:‐ 05/03/19 EXPIRY DATE:‐ 08/03/19
1.0 SUMMARY
1.1 Runway 05L‐23R will be closed for three consecutive nights in early March to allow for essential maintenance works on the runway and within its associated strip. All flight operations will take place on Runway 05R‐23L whilst work is in progress.
2.0 PROGRAMME
2.1 Work will take place on the nights of Tuesday 5th to Thursday 7th March 2019, inclusive.
2.2 The nightly working hours will be 22:30 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1  Routine maintenance tasks including maintenance of painted runway markings, runway surface friction assessments and aeronautical ground lighting (AGL) repairs/ replacements and bolt inspections.
 Asphalt pavement repairs on Taxiway Alpha between Intermediate Holding Point (IHP) A2 its junction with Taxiway Bravo.
 Repair of collapsed drain on Taxiway Juliet, in the vicinity of IHP J2.
 Installation of Advanced Surface Movement Guidance Control System (ASGGCS) hardware to the south of Runway 05L‐23R, entailing the installation of a new electrical duct route within the Runway 23R Glidepath Critical Area.
4.0 OPERATIONAL IMPLICATIONS
4.1 Runway Operations
4.1.1 During the Runway 05L‐23R closure periods (22:30‐06:00L) all flight operations will take place on Runway 05R‐23L.
4.2 Taxiway Restrictions
4.2.1 Taxiway Alpha, between IHP A2 and its junction with Taxiway Bravo will be closed each night that work takes place.
4.2.2 Additionally, on the night of Tuesday 5th March, Taxiway Juliet will be closed between IHPs J2 and J3.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the night works will be cancelled and Runway 05L‐23R will remain open.
5.2 In the event of un‐forecast reduced visibility conditions (minima of IRVR 800m or Cloud Ceiling 300ft) during the Runway 05L‐23R closure period when work has begun, the aerodrome will close to flight operations whilst the runway is recovered. An ‘AD Closed’ NOTAM will be issued in such circumstances.
 
OAN 22 / 2019 – MAN-TP PP03 – RECONFIGURATION OF TAXIWAY NOVEMBER CUL-DE-SAC TO CODE C ASTL AND PIER 1 COMPLETION WORKS

1.0 SUMMARY
1.1 As part of MAN-TP, work continues with the installation of Aeronautical Ground Lights (AGLs) and painting of the taxiway centreline within Taxiway November (TWY N) cul-de-sac and the final stages of work to complete the new Pier 1 which became an airside construction site on 22nd January 2019.
2.0 PROGRAMME
2.1 Overall, Friday 1st March until Friday 1st April 2019. The ADM will be advised of any weekend working.
2.2 Nominally the nightly working hours will be 20:00-06:00L
3.0 SCOPE & LOCATION OF WORKS
3.1 All works are located on Taxiway November behind Stands 71 to 74.
3.2 The scope of works for Taxiway November is as follows:
• Core out and install AGLs on TWY N.
• Remove Stand 73C designators and centre lines.
• Paint in new style stand designators on TWY N.
• Paint in TWY N centreline in its new location.
• Paint in new double white taxiway edge markings for Pier 1.
3.3 Miscellaneous airfield works to complete the Pier 1 stands, not limited to:
• Installation of Head of Stand equipment.
• Installation of SNIB and AVDGS brackets.
• Civils works (concreting) associated with pit and ducts and drainage.
• Line marking and joint sealing.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures & Restrictions
4.1.1 Taxiway November downgraded to ICAO Code C Taxiway abeam Stands 73 and 74.
4.1.2 Taxiway November cul-de-sac closed from 22:30L to 06:00L each night Sunday to Thursday.
4.2 Stand Closures & Restrictions
4.2.1 Stands 73C, 74C, 74R, 901 & 903 closed and permanently removed from service.
4.2.2 Stand 74L is reinstated to full ICAO Code C.
4.2.3 Night stopping aircraft are to be parked on Stands 72 (L & R OR C), 73L,73R and 74L before 22:30 Sunday to Thursday nights.
4.2.4 Due to works across Taxiway November (OAN 09-2019 refers) all arriving aircraft on to Stand 72 (L, R & C) are to be under tow.
4.2.5 Stand 72C will no longer be available for Code E aircraft when the new Pier 1 double whites delineating the edge of the taxiway are painted in until TWY November reopens abeam Stand 71, as this will reduce the taxiway width behind Stands 73 & 74 to Maximum Code C aircraft.
4.3 Aircraft Pushback Procedures
4.3.1 Pushback from stands 72L, 72R, 73L, 73R & 74L are to push back to face the runways and pull forward to the junction of ASTL N/A and TWY Delta before being given permission to start engines.
4.3.2 Pushbacks from Stand 72C are to push back to TRP 72C, facing the runways, and pull forward to the junction of ASTL N/A and TWY Delta before being given permission to start engines.
4.3.3 All tows/pushbacks in this area are to be under the control of an Airfield Safety & Compliance Officer.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 The work will have no effect on the airport’s ability to operate during periods of low visibility.
5.2 In the event of forecast low visibility, the planned night works will be cancelled.

OAN 23/2019 – MAN-TP T2 PIER 1 FUEL HYDRANT COMMISSIONING WORKS
This OAN replaces OAN 12/2019 commencing Friday 1st March 2019.
OAN REF:- 23/2019 DATE OF ISSUE:- 27/02/19 EFFECTIVE DATE:- 01/03/19 EXPIRY DATE:- 31/03/19
1.0 SUMMARY
1.1 A one-month programme of works to carry out the commissioning of the new fuel hydrant system for Terminal 2 (T2) Pier 1. Whilst work is in progress, aircraft hydrant fuelling will not be available to some stands for three nights in accordance with the schedule detailed below.
2.0 PROGRAMME
2.1 Overall, the works will commence on the Friday 1st March and will be completed by Sunday 31st March 2019.
2.2 The fuel hydrant shutdowns will take place on the nights of 5th, 6th and 7th March 2019.
2.3 The fuel hydrant shutdown on 5th March will take place between 19:15-05:00hrs local. The fuel hydrant shutdowns on 6th and 7th March will take place between 21:00-05:00hrs local.
2.4 Nominal daily working hours from Friday 1st March until Sunday 31st March will be 08:00-18:00hrs local. The MASHCo Engineer will advise the ADM if additional weekend/night working is required.
3.0 SCOPE & LOCATION OF WORKS
3.1 The work will involve the following tasks; • Access to hydrant features, fuel pots, low point drains, vents and valve chambers. • Installation of welded joint in VC7. • Radiography of welded joint in VC7 on 5 th March.
3.2 All works on 5th March will be located on Stand 84, in Murphy’s CDM area within GallifordTry's compound (VC6 & VC7), on the road system abeam Stand 80 (VC2), Stand 80R, within Taxiway Delta strip abeam Stand 32 (VC3) and on the road between Stands 204/205 (VC4). Access to Stand 72L (VC8) will be required between the hours of 18:00-03:00hrs local.
3.3 All works on 6th and 7th March will be located on Stand 72L (VC8), in Murphy’s CDM area within GallifordTry's compound (VC6 & VC7), Taxilane (ASTL) November-Alpha and each fuelling feature around Pier 1.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stands affected by T2 fuel hydrant shutdowns
4.1.1 All T2 pier served stands (201-211) and remote stands 66-74, 80-84 & 231-243 will be without fuel on the dates and times listed at paragraph 2.3.
4.1.2 Aircraft for T2, arriving after the fuel shut down and requiring fuel, will be parked on a remote stand, where hydrant fuelling will be available.
4.2 Taxiway & Stand Restrictions
4.2.15th March
• Stand 72L closed 18:00-03:00L to allow access to VC8.
• Wide bodied night stopping aircraft to park on Stand 72C prior to 18:00L.
• Stand 84 (L&R) will be available for aircraft parking after 23:00L.
• Vehicle access required to Stand 80R 03:00-05:00L. Stand 80C available for max B757.
• 10min on foot access required to all fuel features 80R-84L 03:00L.
• 30min access required to VC2 on road abeam Stand 80L at 20:00L.
• 30 min access required to VC3 within Taxiway Delta strip at 23:00L.
• 30min access required to VC4 in road between Stands 204/5 at 23:30L and 03:00L. See annexe, paragraph 3 for exceptions
4.2.26th & 7th March
• Access required to Stand 72L (VC8) at 21:00L and 04:00L.
• Access required to all fuel features across Taxilane (ASTL) November-Alpha 02:00-03:00L.

OAN 21/2019 – INSTALLATION OF ADVANCED SURFACE MOVEMENT GUIDANCE CONTROL SYSTEM (ASMGCS) HARDWARE.

1.0 SUMMARY
A programme of up to seven weeks work to install ASMGCS hardware at twelve locations across the airfield. The hardware will comprise new masts and antennas. The work will also involve installing electrical and comms connections. Additionally, at some locations, minor civil works will be required to create new duct routes.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Tuesday 5th March 2019.
2.2 The work is scheduled to be completed by Friday 26th April 2019.
2.3 The majority of the work will take place during daylight hours, however, due to their location, some elements of work will be undertaken at night during concurrent, scheduled runway closures.
3.0 SCOPE OF WORKS
3.1 The scope of work will be as follows;
 Minor civil works to create concrete plinths for the new antenna masts.
 Minor civil works to create new duct routes at some antenna locations.
 Installation of new masts and antennas.
 Installation of electrical and comms connections to serve the new hardware.

OAN 26/2019 – OPENING OF NEW PIER ON TERMINAL 2.

1.0 SUMMARY
The first new aircraft parking pier to be constructed on Terminal 2 as part of MAN‐TP will be opening in phases from on Monday 1st April 2019. The new pier (Pier 1) will feature some aircraft parking and apron road layouts that are different to the rest of the airport. This document provides a brief overview of the pier’s facilities.
2.0 INTRODUCTION OF PIER INTO SERVICE
2.1 The new pier and its associated aircraft parking stands, taxiways and apron roads will be introduced into live service in phases from Monday 1st April 2019.
2.2 Specific details of each phase of the pier opening will be advised by Operational Advice Notices (OAN).
3.0 AIRCRAFT STAND LAYOUT
3.1 The western side of the pier will feature 7 x single centreline stands, numbered 101, 103, 105, 107, 109 and 111, and 1 x Multi Aircraft Ramp System (MARS) stand, numbered 113L and 113R.
3.3 The eastern side of the pier will feature 1 x single centreline stand, numbered 104, and 2 x Multi‐Choice aircraft stand blocks, each with 5 x centrelines. The stand numbers in each block will be;  106, 106R, 108, 110, 110L.  112, 112R, 114, 116, 116L.
3.4 Aircraft may be allocated to centrelines within each Multi‐Choice block in a variety of combinations to make best use of the available apron space. Example drawings are provided at the end of this document.
4.0 AIRCRAFT STAND CAPACITIES
4.1 The maximum size aircraft type permitted on each stand is listed within the following table;

5.0 HEAD OF STAND EMERGENCY AND SAFETY EQUIPMENT
5.1 Each stand will be equipped with and Head of Stand Safety Equipment position. At this position there will be;
 Aircraft Emergency Stop Button.
 Aircraft fuel hydrant shut‐off (break glass).
 Emergency telephone.
 SNIB Override (Airfield Operations use only).
 FOD bin.
 Oil can bin.
 Winter de‐icing granules hopper and shovel.
6.0 AIRCRAFT DOCKING
6.1 Aircraft docking on all Pier 1 stands will be via Safedock Advanced Visual Docking Guidance System (AVDGS).
7.0 AIRCRAFT PUSHBACKS
7.1 All aircraft pushback procedures for the new Pier 1 stands are included within the published EGCC Aircraft Pushback Procedures document, Revision Yankee.
8.0 TAXILANES
8.1 A new taxi‐lane named Taxi‐lane Zulu will serve the western side of the new pier.
8.2 Taxi‐lane Zulu will be available for aircraft up to a maximum 36m wingspan (ICAO Code C) only and will have a total strip width of 45m.
8.3 The relocated Taxi‐lane November‐Alpha will serve the eastern side of the pier.
8.4 Taxi‐lane November‐Alpha is available for aircraft up to a maximum 65m wingspan (ICAO Code E) and has a total strip width of 89m. 8.5 Both taxi‐lanes will be equipped with green centreline lighting, however short sections at the junction of Taxi‐lanes November‐Alpha and Zulu and Taxiway November will initially be unlit. In conditions of darkness or low visibility, aircraft guidance will be provided by an Airfield Operations Follow Me vehicle under ATC instructions.
8.6 New Intermediate Holding Points (IHP) will be introduced, and designated as NA, N2 and Z1. See attached drawing.
9.0 APRON ROAD SYSTEM
9.1 The new pier will be configured with a 10m wide two‐way apron road system, located at the Head of Stand.
9.2 Headroom on the road will be 4.4m.
9.3 Other than when directly engaged in aircraft turnaround activities, there should be no requirement for vehicles to transit across the rear of aircraft parking stands.
9.4 There will be a minimum of 4.5m available at the rear of parked aircraft to enable aircraft turnaround vehicles to pass behind the aircraft without encroaching on the taxiway strip, demarked by double white lines. NB: Vehicle drivers are not to use the rear of stand to travel from stand to stand.
9.5 There will be an under‐pier link road running between the between the east and west sides of the pier abeam Stands 110 and 107. This road will act as a short‐cut between the two sides of the pier.
9.6 The under‐pier link road is for use by the following types of vehicle only;
 Baggage trucks and trailers/ dollies.
 Cars and light vans.
9.7 The headroom on the under‐pier link road is less than 4m.
10.0 FIXED ELECTRICAL GROUND POWER
10.1 All new Pier 1 stands will be equipped with apron mounted Fixed Electrical Ground Power (FEGP) with outputs suitable for the aircraft mix to be served on each stand.
11.0 AIRBRIDGES
11.1 All new Pier 1 stands will be served by an airbridge, with the exception of Stands 113L, 113R, 114, 116L and 116, which will be served via buses.
12.0 GROUND SERVICE EQUIPMENT PARKING
12.1 The pier has been designed such that the space on aircraft stands is largely dedicated to the servicing and turnaround of aircraft, and to be free of general vehicle and equipment parking.
12.2 Large equipment parking corrals will be provided at each end of the pier, and will be assigned to particular pieces of equipment, which will be published within the Airfield Equipment Parking Plan. These corrals are the areas where assigned equipment must be parked when not in use.
12.3 There will be parking provision for retail deliveries within the equipment parking corral adjacent to Stand 101.
12.4 A limited amount of assigned equipment parking space will be provided on certain stands. Equipment bay assignments will be published in the Airfield Equipment Parking Plan.
13.0 PEDESTRIAN ACCESS
13.1 There will be a central staff walkway running underneath the centre of the new pier, with spur walkways leading towards each stand, with a zebra crossing over the Head of Stand road.
14.0 SURVEILLANCE AND DATA CAPTURE
14.1 In line with the rest of the airfield, all activity on the new pier stands will be monitored and recorded H24 by CCTV operated by MAG. Recordings may be used in the investigation of incidents and for audit purposes.
14.2 Aircraft ‘in‐blocks’ and ‘off‐blocks’ times (AIBT and AOBT) are recorded by the AVDGS equipment and this data is inputted automatically automatically into the Airport Operational Database (AODB).
15.0 UK AERONAUTICAL INFORMATION PACKAGE (AIP)
15.1 The new pier and its associated taxi‐lanes and stands will appear on updated AIP charts from AIRAC 04/2019, likewise, relevant AIP textual data will be updated simultaneously.
16.0 EGCC AERODROME MANUAL
16.1 Parts C, D and E of the EGCC Aerodrome Manual will be updated to reflect the introduction of the new pier into operation. Updates will be published via a Supplementary Instruction.
17.0 LOCALLY ISSUED AIRFIELD MAPS
17.1 Updated Airfield Manoeuvring Area and Apron Road Maps will be published by MA Airfield Planning prior to 1st April. Updated maps will be available for download at:

OAN 27/2019 – ESSENTIAL ENGINE TEST BAY STRUCTURAL REPAIRS.

1.0 SUMMARY
A programme of up to 10 working days to carry out essential structural repairs to the Engine Test Bay. Whilst repair work is in progress, the Engine Test Bay will be closed H24 for aircraft engine testing.

2.1 The overall programme of work will commence on Monday 18th March 2019.
2.2 The work is scheduled to be completed by Friday 29th March 2019.
2.3 All work will be undertaken Monday – Friday during daylight hours.
3.0 SCOPE OF WORKS
3.1 The scope of work will be as follows:
 Repair and/or replacement of jet blast deflection panels.
 Repairs to test bay foundations.
 Checking and tightening of framework and blast panel bolts.
4.0 LOCATION OF WORK
4.1 All work will be located within the confines of the Engine Test Bay.
5.0 OPERATIONAL IMPLICATIONS
5.1 The Engine Test Bay will be unavailable for engine testing H24 for the duration of the works programme.
5.2 Depending on the prevailing runway operating mode and overall airfield capacity, open‐field aircraft engine testing may be permitted on a tactical basis by the Airfield Duty Manager. N.B Due to the overall high level of ongoing airfield work in progress combined with local authority agreements and Government planning conditions, open field engine tests are subject to extensive restrictions, therefore significant delays to the commencement of aircraft engine tests on the open airfield may occur whilst the Engine Test Bay is out of service.
6.0 LOW VISIBILITY PROCEDURES (LVP)
6.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
6.2 In the event of forecast low visibility, any work scheduled to take place within the Engine Test Bay will be cancelled.

Can't say I'm surprised although I don't really like this blanket imposition of 'no diversions', and this one is for nearly 4 weeks (and presumably could be extended).

Do we know if the decisive factor is lack of parking space or is it fuel hydrants not being available on parts of the apron?
If it's primarily shortage of stands, I fully accept this is a major issue in the early morning and late evening as flights return, but at times during the day I'd have thought there were periods where the odd diversion or two could be handled depending on whether there was a reasonable expectation their stay would be short, crew hours also permitting. For example, strong cross winds can cause diversions but usually are not over a long period of time. This morning, a Jet 2 diverted from LBA to NCL but was returning a couple of hours later. Obviously fog and snow could be more of a problem.

I suppose the notam is the easier answer rather than deal with situations on an individual basis as air crews know that MAN can't be considered as an alternate except in an emergency. But if I'm honest, it still rankles a bit.
 
Might be an instruction from on high that T2 pier opening isn't to be affected by anything staff can control? Removing the unpredictable diversion element may be seen as common management sense (oxymoron?)
 
The blanket 'NoDivs' NOTAM is extremely lazy and not fully thought through. It excludes EVERYTHING. But the apron constraints don't affect EVERYTHING.

What about executive jets and light twins which could go to Signature at their discretion? This kind of NOTAM just discourages aircraft which could be accommodated from asking.

They should be specific about precisely which aircraft the airport really can't accommodate. And permit others to enquire in the normal way when circumstances require.
 
OPERATIONAL ADVICE NOTICE (OAN) OAN 28/2019
OAN REF:- 28/2019 DATE OF ISSUE:- 15/03/19 EFFECTIVE DATE:- 30/03/19 EXPIRY DATE:- 31/03/19
1.0 SUMMARY Overall, a 1 day programme of works to upgrade the Aeronautical Ground Lighting (AGL) control system serving the new Terminal 2 Pier 1. The work will only take place during Westerly Single runway operations (Runway 23R) and outside of Low Visibility Procedures (LVP).
2.0 PROGRAMME
2.1 Works are programmed to take place on Saturday 30th March 2019, with Sunday 31st March being held as a contingency day.
2.2 On 30th March, the working hours are 10:30 – 17:00 (local). It should be noted that the option to extend the working hours to 18:00 exists at the discretion of the ADM and ATC should the weather conditions be favourable.
3.0 SCOPE OF WORKS
3.1 Upgrading, commissioning and testing of AGL control software serving Terminal 2 new Pier 1.
3.2 The purpose of this work is;
 To activate the lighting on the currently unlit taxiways November-Alpha and Zulu.
 To upgrade the picture on the AGL mimic panels in the VCR to include the new taxiways.
4.0 LOCATION OF WORK
4.1 The work will take place at various AGL substations around the airfield, in Building 30 (Asset Engineering) and in the ATC Tower.
5.0 OPERATIONAL IMPLICATIONS (10:30 – 17:00hrs, local)
5.1 Runway Operations
5.1.1 For the duration of the works, runway operations will continue as normal, with the airport reverting to single runway operations (SRO) at the published time of 10:30 hrs local.
5.1.2 The work will only proceed during Westerly runway operations (23R), paragraph 6.2 refers further.
5.1.3 All required runway Approach and Runway AGL services will be displayed throughout.
5.2 STOPBARS
5.2.1 RTHP stopbars and their associated Runway Guard Lights (Wig-Wags) will remain lit and fully serviceable during the works period 5.2.2 Northside taxiway intermediate hold point (ITHP) stopbars will remain unlit during the works period
5.3 Taxiway AGL
5.3.1 Northside taxiway centreline AGL will remain unlit during the works period
5.3.2 Outside of the daily working times, all taxiway AGL will be fully serviceable and controllable by ATC.
6.0 WEATHER MINIMA & OTHER OPERATIONAL CONSTRAINTS
6.1 Work will be postponed in the event that the weather is forecast to deteriorate below the following minima: Visibility 200m and/or 400ft cloud ceiling
6.2 The work can only proceed during Westerly (23R) runway operations. As such, work will be postponed if an Easterly (05L) operation is forecast.
 
OPERATIONAL ADVICE NOTICE (OAN) OAN 29/2019
OAN REF:- 29/2019 DATE OF ISSUE:- 20/03/19 EFFECTIVE DATE:- 22/03/19
1.0 SUMMARY The grounding of the B737 Max family of aircraft has resulted in 5 of these aircraft being present at Manchester Airport. Whilst at currently, they are parked on the Construction Site (new taxiway Zulu) Pier 1 West Taxiway, there is a requirement to find a longer-term solution with Pier 1 being officially opened on the 1st April. Due to current level of Airfield development works at Manchester Airport, the only suitable area for parking these 5 aircraft is in the former Taxiway Juliet Passing-Bay in between Taxiway Mike and RHP J1.
2.0 PROGRAMME
2.1 Overall, the intention is to tow the aircraft from the Pier 1 construction site to Taxiway Juliet on Friday 22nd March.
3.0 SCOPE & LOCATION OF WORKS
3.1 In summary, the scope of works is a standard towing manoeuvre from the construction site at Pier 1 to the Taxiway Juliet.
4.0 OPERATIONAL IMPLICATIONS
4.1 Runway 05L-23R Operations
4.1.1 During those times that 05L-23R is operational, aircraft unable to vacate 05L or depart 23R via Taxiway Mike (M1) will be required to backtrack the runway as directed by ATC.
4.1.2 Published Runway 23R declared distances from Taxiway Mike (M1) are as follows: TORA 2567m TODA 2867m ASDA 2567m
4.1.3 Aircraft requiring a full-length departure of Runway 23R are to advise ATC on first contact.
4.2 Runway 05L-23R Turning Circle (Aircraft Ground Movement Guidance)
4.2.1 The Runway 05L-23R turning circle has an unlit yellow painted centreline. The extents of its manoeuvring area are further de-marked by inset omni-directional blue edge lighting along its northwestern and northern boundary. Further demarcation will be provided across the mouth of the Juliet/Runway intersection by way of Taxiway Blue-Edge Glims.
4.2.2 The Runway 05L-23R turning circle is available for use by all aircraft types up to and including A380, the turning circle has been designed to be used in a ‘clockwise’ direction. Aircraft wishing to manoeuvre in an ‘anti-clockwise’ direction are to able do so only at the pilot’s discretion.
4.2.3 An unlit yellow painted centreline curve will provide ground movement guidance to / from Taxiway Mike (M1), the runway centreline and the turning circle. Large aircraft, especially long wheelbase types, should apply judicious oversteer when transiting the above centreline radius in both directions.
4.3 Taxiway Closures
4.3.1 Taxiway Juliet between RHP J1 and Taxiway Mike will remain closed H24 for the full duration of the parking operation. The closed section of Taxiway Juliet will be de-marked by lit barriers and a removed / unlit taxiway centreline.
4.3.2 Aircraft and Operational vehicles are to enter 23R and vacate 05L at Taxiway Mike (M1)
5.0 LOW VISIBILITY PROCEDURES (LVP)
5.1 Overall, the work has no impact on the airports’ ability to operate in LVP.

OAN 30/2019 – SCHEDULED RUNWAY 05L-23R NIGHT-TIME MAINTENANCE.
OAN REF:‐ 30/2019 DATE OF ISSUE:‐ 21/03/19 EFFECTIVE DATE:‐ 07/04/19 EXPIRY DATE:‐ 12/04/19
1.0 SUMMARY
1.1 Runway 05L‐23R will be closed for five consecutive nights in early April to allow for essential maintenance works on the runway and within its associated strip. All flight operations will take place on Runway 05R‐23L whilst work is in progress.
2.0 PROGRAMME
2.1 Work will take place on the nights of Sunday 7th to Thursday 11th April 2019, inclusive.
2.2 The nightly working hours will be 22:30 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1
 Routine maintenance tasks including maintenance of painted runway markings, runway surface friction assessments and aeronautical ground lighting (AGL) repairs/ replacements and bolt inspections.
 Runway surface rubber removal.
 Asphalt pavement repairs on Taxiway Alpha between Intermediate Holding Point (IHP) A2 its junction with Taxiway Bravo and on Taxiway Juliet at Runway Holding Point (RHP) J1.
 Numerous asphalt and over‐banding repairs along the full length of the Runway 05L‐23R pavement.
 Installation of Advanced Surface Movement Guidance Control System (ASGGCS) hardware in two locations to the north of Taxiway Alpha abeam RHP A1 and abeam the Watchman Radar Tower.
 PCN surveys of the Runway 05L‐23R pavement and runway entrance/ exit links.
4.0 OPERATIONAL IMPLICATIONS
4.1 Runway Operations
4.1.1 During the Runway 05L‐23R closure periods (22:30‐06:00L) all flight operations will take place on Runway 05R‐23L.
4.2 Taxiway Restrictions
4.2.1 Taxiway Alpha, between IHP A2 and its junction with Taxiway Bravo will be closed each night that work takes place.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the night works will be cancelled and Runway 05L‐23R will remain open.
5.2 In the event of un‐forecast reduced visibility conditions (minima of IRVR 800m or Cloud Ceiling 300ft) during the Runway 05L‐23R closure period when work has begun, the aerodrome will close to flight operations whilst the runway is recovered. An ‘AD Closed’ NOTAM will be issued in such circumstances.
 
OAN 31/2019 – T1/T3 FUEL HYDRANT SHUTDOWN
OAN REF:- 31/2019 DATE OF ISSUE:- 25/03/2019 EFFECTIVE DATE:- 26/03/2019 EXPIRY DATE:- 28/03/2019
1.0 SUMMARY
1.1 A ½ -hour shutdown of the Terminal 1 & 3 (T1 & T3) fuel hydrant system to fill the new section of hydrant on Stands 57 and 58. (OAN 127/2018 refers)
2.0 PROGRAMME
2.1 The works will take place on either the morning of Tuesday 26th or Wednesday 27th March 2019. Thursday 28th March may be required as a contingency shift.
2.2 Working hours will be 03:30 until 06:00 local.
2.3 The T1/T3 fuel hydrant shutdown will be from 04:00-04:30hrs local.
3.0 SCOPE & LOCATION OF WORKS
3.1 All work will be located within Valve Chamber G on the closed section of Stand 55R.
3.2 The basic scope of work will be as follows; • Open valve in VC G to fill fuel hydrant extension.
4.0 OPERATIONAL IMPLICATIONS
4.1 Fuelling of Aircraft
4.1.1 Hydrant fuelling for aircraft will not be available on Stands 61 to 65 and all Terminal 1 and Terminal 3 stands.
4.2 Contingency/Emergency Use
4.2.1 MASCHCO will be responsible for ensuring that the system is pressurised and available within 30 minutes to enable hydrant refuelling if it is required at short notice.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 The work will not have any effect on the airport’s ability to operate during periods of low visibility.
 
OAN 32/2019 – OVERNIGHT PAVEMENT REPAIRS – TAXIWAYS DELTA AND BRAVO. This OAN replaces OAN 16/2019 with immediate effect.
OAN REF:- 32/2019 DATE OF ISSUE:- 25/03/19 EFFECTIVE DATE:- 03/03/19 EXPIRY DATE:- 05/04/19
1.0 SUMMARY A programme of up to sixteen working night shifts to complete essential airfield pavement repairs on Taxiways Delta and Bravo. The work will require localised, overnight taxiway closures, and in some instances,there will be a requirement for night-stopping aircraft to be parked on stands before pavement repair work takes place. Additionally, there will be occasions when night-time aircraft access onto the Western Maintenance Area is restricted.
2.0 PROGRAMME
2.1 The overall programme of work will commence on the night of Sunday 3 rd March 2019.
2.2 The work is scheduled to be completed by the morning of Friday 29th March 2019.
2.3 Overall, the work will take place Sunday to Thursday nights (inclusive), with nightly working hours of 22:30 – 06:00L.
2.4 Sunday 31st March until Friday 5th April will be reserved as a contingency week.
3.0 SCOPE & LOCATION OF WORKS
3.1 The required working locations will be as follows;
• 03/03/19 – 27/03/19 - Taxiway Delta between Intermediate Holding Point (IHP) D5 and junction with Western Maintenance Area and D4.
• 28/03/19 – Taxiway Bravo between IHPs B5 and B6.
3.2 The scope of work will involve a variety of repair methods including;
• Maxicrete repairs.
• Asphalt inlay repairs.
• PQX pavement bay replacement
• Sealing of pavement cracks.
3.3 The attached drawings depict the areas of pavement repairs.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 The following schedule of nightly (Sunday – Thursday 22:30-06:00L) taxiway closures will be required to facilitate the work; Taxiway Delta between IHPs D4 and D5 Closed Sunday 3rd March until Thursday 28th March. Taxiway Bravo between IHPs B4 & B6 Closed Thursday 28th March.
4.1.2 The aforementioned taxiways will be fully operational outside of the nightly working times.
4.2 Stand Restrictions
4.2.1 Whilst work is in progress on Taxiway Delta, night-stopping aircraft are to be parked on Stand 61.
4.2.2 Whilst work is in progress on Taxiway Bravo, a night-stopping aircraft is to be parked on Stand 15.
4.3 Aircraft Pushback Manoeuvres
4.3.1 Night-time works on Taxiway Delta between IHPs D4 and D5.
• A non-standard aircraft pushback manoeuvre will be required from Stand 25, as follows; Pushback towards Stand 27, then pull forward with aircraft nose wheel stopped abeam Stand 25 centreline, facing Pier B.
• Aircraft pushbacks will not be possible from Stand 61.
4.3.2 Night-time work on Taxiway Bravo between IHPs B5 and B6.
• A non-standard aircraft pushback manoeuvre will be required for Stands 1, 5, 7, 9, 11 and 16, with all aircraft pushed back to face the terminal building. Aircraft to taxi out via Taxiway Juliet-Foxtrot.
• Aircraft pushbacks will not be possible from Stand 15.
4.4 Aircraft Access to Western Maintenance Area
4.4.1 Whilst night-time work is in progress on Taxiway Delta, there will be times when aircraft access/ egress to/ from the Western Maintenance Area is restricted.
4.4.2 Any pavement repair work affecting aircraft access/ egress to/ from the Western Maintenance Area will be carried out at the start of the works programme and is expected to take eight nights to complete; Sunday 3rd March – Thursday 7th March and Sunday 10th - Tuesday 12th March inclusive.
4.4.3 Where possible, nightly working times may be tactically adjusted to suit planned aircraft movements to/ from the Western Maintenance Area.
4.4.4 To reduce any operational impact, users of the Western Maintenance Area are requested to pre-notify Airfield Control of any night-time requirements for aircraft movements to/ from the apron, giving as much prior notice as possible.
4.4.5 Whilst night-time work is in progress on Taxiway Delta between IHPs D4 and D5 any aircraft manoeuvring to/ from the Western Maintenance Area is to be carried out under guidance from an Airfield Operations Follow-Me vehicle. All aircraft will be routed through IHP D4.
4.4.6 Whilst manoeuvring aircraft to/ from the Western Maintenance area, tow crews can expect to be guided through at least one short portion of taxiway where there is no painted taxiway centreline marking or centreline lighting due to the non-standard routeing required. 5.0 LOW VISIBILITY PROCEDURES (LVP)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
5.2 In the event of forecast low visibility, the planned night works will be cancelled.
 
OAN 33/2019 – MAN-TP FUEL MAIN WORKS-PIER 1, STAND 101
OAN REF:- 33/2019 DATE OF ISSUE:- 26/03/19 EFFECTIVE DATE:- 01/04/19 EXPIRY DATE:- 10/05/19
1.0 SUMMARY
1.1 Pier 1 Stand 101 fuel main re-work continues. During the works the Pier 1 fuel hydrant system will not be affected.
2.0 PROGRAMME
2.1 The work is scheduled to be completed by Friday 10th May 2019.
2.2 The works will be carried out Monday to Sunday with nominal working hours of 06:00-18:00hrs local. The J Murphy & Sons Supervisor will advise the ADM when night working is required.
3.0 SCOPE & LOCATION OF WORKS
3.1 The work will involve the following tasks;
• Concrete excavation.
• Remedial works to existing pipeline.
• Radiography of welded joints.
• Commissioning of fuel system.
• Reinstatement of PQ concrete.
3.2 All works are located on Stand 101 and on Taxiway Zulu.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand 101 and a section of Taxiway Zulu behind Stand 101 will be closed for the duration of the works.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 The work will have no effect on the airport’s ability to operate during periods of low visibility.
 
OAN 34/2019 – MAN TP T2 FUEL HYDRANT SHUTDOWN
OAN REF:- 34/2019 DATE OF ISSUE:- 26/03/2019 EFFECTIVE DATE:- 27/03/2019 EXPIRY DATE:- 31/03/2019
1.0 SUMMARY
1.1 A two-hour shutdown of the Terminal 2 fuel hydrant system to carry out a camera survey of the pier 1 hydrant pipework for commissioning purposes.
2.0 PROGRAMME
2.1 The works will take place on Wednesday 27th March 2019.
2.2 Working hours will be 16:00 - 06:00 local.
2.3 The T2 fuel hydrant shutdown will be from 22:00-23:59 hrs local.
3.0 SCOPE & LOCATION OF WORKS
3.1 All work will be located around Pier 1, in VC8 on Stand 72 and VC7 within the MASHCo compound.
3.2 The basic scope of work will be as follows: Close valves in VC8 & VC7. Carry out camera inspection within the hydrant pipework. Re-fuel hydrant. Open valves in VC7 and VC8.
4.0 OPERATIONAL IMPLICATIONS
4.1 Hydrant fuelling for aircraft will not be available on Stands 66-74 and all T2 pier served and remote stands for 2 hours. The shutdown will only commence after all aircraft on T2, that require fuel, have been fuelled.
4.2 The fuel shutdown will not go ahead if the engineer finds any issues within the hydrant system.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 The work will not have any effect on the airport’s ability to operate during periods of low visibility.
