TAXIWAY ECHO CONSTRUCTION

1.0 SUMMARY
1.1 Work continues on the final phase of concrete pavement bay construction and pits and ducts installation for the new Taxiway Echo. Whilst work is in progress there will be nightly closures of a portion of Taxiways Papa and Delta.
2.0 PROGRAMME
2.1 The overall programme of work commenced on the night of Sunday 27th October 2019 at 20:00hrs local. It is scheduled to be completed by 05:00hrs local on Friday 28th August 2020.
2.2 The work is divided into two areas. The working times for each area will be:
• Area 1 – H24
• Area 2 – Sunday to Thursday, 22:00-05:00L.
3.0 LOCATION & SCOPE OF WORKS
3.1 The main area of work will be in a demarked and/or fenced compound between Taxiways Delta and Lima.
3.2 Some joint sealing may be required. This will be within the night-time closed area on Taxiway Delta.
3.3 The overall scope of works will encompass the following:
• Joint sealing,
• Landscaping,
• Setting of chamber lids,
• Works within chambers,
• Drainage work,
• Paint mark refreshing/additions and removal of redundant markings,
• Demobilisation of site,
• Fence relocation.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 Taxiways Delta and Papa will be closed at Intermediate Holding Points (IHP) D2, D3 and P4, Sunday to Thursday nights when work is carried out in Area 2.
4.1.2 Lit mobile barriers will be placed at IHPs D2 and P4 and at the junction of Taxiways Delta, Echo and Lima. Furthermore, all taxiway centreline lighting leading to/through the work area will be extinguished.
4.1.3 Taxiway Delta will be available for use outside of the nightly working times.
4.2 Aircraft Access to Western Maintenance Area
4.2.1 Whilst night-time work is in progress in the Taxiway Delta strip, Sunday to Thursday, access to the Western Maintenance Area will be by prior arrangement through Airfield Control and will be carried out under the guidance of an Airfield Operations Follow-Me vehicle.
4.3 Stand restrictions
4.3.1 Whilst work is in progress on Taxiway Delta, night-stopping aircraft are to be parked on Stands 61 (all centre lines) and 62L.
4.3.2 Stand 61L will be available for aircraft washing booked through Airfield Control.
4.3.3 Stand 62C is available for ICAO Code E aircraft throughout the works utilising ASTL Lima.
4.3.4 Stands 61 and 62 are available for ICAO Code F aircraft outside of working hours only, due to ASTL Lima being maximum ICAO Code E and TWY Delta night closures.
4.4 Aircraft Pushbacks
4.4.1 A non-standard aircraft pushback manoeuvre will be required from Stands 21, 23 and 25 during the nighttime closures of IHP D3.
5.0 WORKS AREA DEMARCATION
5.1 All work in Area 1 will take place within a fenced compound lit with red obstacle lights and encompasses the redundant Stands 100 and 101 and the decommissioned B1d Substation.
5.2 All work in Area 2 will be delineated by red and white melba logs and stretches around the edge of the H24 area at 22m from Taxiways Delta, Lima and Papa centrelines. See attached drawing for exact locations.
6.0 FURTHER INFORMATION
6.1 A NOTAM(s) promulgating significant operational detail will be issued prior to the start of works.

2.2 Nominal working hours will be Monday to Friday 08:00-18:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1 All works will be within a compound on Stands 73 and 74.
3.2 The remaining scope of works will encompass the following:
• Saw cutting and joint sealing,
• Removal of rear of stand markings and old stand designators,
• Painting in new rear of stand markings and new designators,
• Removal of redundant double white paint markings at rear of stands,
• Painting in of new double white markings at rear of stands
• Painting in of new apron road,
• Commissioning of AVDGS.
4.0 OPERATIONAL IMPLICATIONS
4.1 Stand Restrictions
4.1.1 Stands 73 and 74 are closed and will open, after they have been reconfigured and renumbered, as Stands
925, 927 and 929.
4.2 Taxiway Restrictions
4.2.1 ASTL Zulu behind Stands 73/74 will be closed at times to facilitate the removal of old paint markings and
the painting in of new stand designators. This is to be coordinated through the ADM to take advantage
of low traffic movements in this area.
4.3 Road Restrictions
4.3.1 The head of stand road has been diverted to accommodate the works. The route to Pier 1 remains
available. See attached drawing.
4.4 Ground Service Equipment (GSE) Areas
4.4.1 Where the GSE area cannot be maintained, provision will be made to temporarily relocate it on an
alternative stand. Location is to be agreed with the Project Manager and the ADM.
5.0 LOW VISIBILITY PROCEDURES (LVP)

SUMMARY
The new dual taxi-lane system on Taxiway Zulu and the associated remote stands are due to open on 14th September 2020, (OAN 075-2020 lists the new airfield infrastructure that will be brought into operation), following a period of Operational Readiness & Acceptance Testing (ORAT). However, there will be some minor works still outstanding. This document outlines the works to be completed.
2.0
PROGRAMME
2.1
Works are ongoing and are scheduled to be completed by Friday 2nd October 2020.
2.2
Nominal working hours will be Monday to Friday 07:00-17:00L.
3.0
OUTSTANDING WORKS
3.1
All airside staff should be aware of ongoing works around the Zulu remote stands and taxiway. These are, in summary:
• Closed Circuit Television (CCTV) survey of the drainage system from Stand 901 to 919.
• Joint sealing around the Customer Transport Airfield Centre (CTAC).
• Jet wash and sweep all stands to ensure captive blasting pellets are removed.
• Complete road markings including speed limit signs.
• Complete roundabout markings for vehicles at Stand 919.
• Realign Zulu-Blue paint marking with the Aerodrome Ground Lights (AGLs).
• Realign the Zulu-Blue and Zulu-Orange paint markings at their junction with Zulu-Yellow.
• Remove orange ‘PUSH BACK LIMIT MARKER’ from behind Stand 101.
• Remove yellow ‘T’ nose wheel stop marks from Taxiway Echo abeam Stands 70R/71L.
• Minor snags in new chambers, including modifications to pit furniture.
3.2
Note: Additional Operational Advice Notices and/or Addendums for the above works may be required to provide a greater level of detail. The Project Manager is to coordinate this with Airfield Planning.

REPORTING ANY UNSERVICEABILITIES
4.1

2.2 The work will take place Monday to Friday, with daily working hours of 07:30 – 18:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1 The work will be located at the rear of Stand 809, with a large fenced work area being required across
the rear of Stands 807R, 809 and 811.
The overall scope of work will entail the following tasks:
 Saw‐cut, core and break‐out of pavement concrete surrounding fuel hydrant pot V2211.
 Removal of 5m of fuel main pipeline.
 Installation of new fuel hydrant pot and pipeline.
 Reinstatement of pavement concrete.

4.0 OPERATIONAL IMPLICATIONS
4.1 There will be no impact on the aircraft fuel hydrant system as a result of this work.
4.2 Any vehicles/ ground service equipment currently parked outside of the demarked equipment bays on
Stands 807R – 811 is to be returned to designated bays prior to the start of work.

2.0 PROGRAMME
2.1 Work will take place on the nights of Sunday 4th to Thursday 8th October, inclusive.
2.2 The nightly working hours will be 22:30 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1 Overall, the five nights of work will include the following tasks;

 Multiple asphalt pavement repairs and over‐banding along the length of Runway 05L‐23R.
 A single asphalt pavement repair on Taxiway Alpha between Intermediate Holding Points (IHP)
A2 and A3.

4.0 OPERATIONAL IMPLICATIONS
4.1 Runway Operations
4.1.1 During the Runway 05L‐23R closure periods (22:30‐06:00L) all flight operations will take place on Runway
05R‐23L.
4.2 Taxiway Restrictions
4.2.1 Taxiway Alpha, between IHP A1 and its junction with Taxiway Bravo will be closed on the night of
Thursday 8th October.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the night works will be cancelled and Runway 05L‐23R will remain
open.
5.2 In the event of un‐forecast reduced visibility conditions (meeting the criteria for LVP Alert) during the
Runway 05L‐23R closure period when work has begun, the aerodrome will close to flight operations
whilst the runway is recovered. An ‘AD Closed’ NOTAM will be issued in such circumstances.

2.2 The nominal working hours will be 07:30 to 18:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1 The scope of works will involve:
• Flushing the hydrant system.
• Conduct cleanliness sign off.
• Taking samples from each hydrant pot.

3.2 Work will commence on Stand 919 and will include all the fuel features up to Stand 901. On the second
week the same processes will be carried out starting on Stand 929 and finishing on Stand 925.
4.0 OPERATIONAL IMPLICATIONS
4.1 As the Zulu remotes are not available to live aircraft operations and the Terminal 2 fuel hydrant system
is off, it is not anticipated that there will be any operational implications.

TERMINAL 1, PIER B FUEL HYDRANT SHUTDOWN

1.0 SUMMARY
A one-night programme of work to flush out the fuel hydrant system serving Terminal 1 (T1), Pier B,
following the installation of a new section of pipework at VC B1d. Whilst work is in progress, aircraft
hydrant fuelling will not be available to Pier B.
2.0 PROGRAMME
2.1 Overall, the work will commence on the night of Thursday 24th September 2020 and will be completed
by Friday 25th September. In the event of the works being delayed for any reason, Thursday 1st October
will be reserved as a contingency shift.
2.2 Working hours will be 19:00 to 06:00L.
2.3 The fuel hydrant system shutdown for Pier B will take place between the hours of 20:00 and 05:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1 The work will involve the following tasks:

• Access to hydrant features, fuel pots, low point drains, vents and valve chambers.
• Flushing of a new section of the hydrant system installed at Valve Chamber B1d (VC B1d)
3.2 The work will be located on Stand 61L, Stand 10, the GSE area at the end of Pier B, and Stand 44R.
4.0 OPERATIONAL IMPLICATIONS
4.1 Aircraft Fuel Hydrant System
4.1.1 Terminal 1, Pier B will be without fuel on the date and times listed at paragraphs 2.1 and 2.3.
4.1.2 The fuel hydrant shutdown start time can be delayed for a short time in the event of a late departure
from Pier B.
4.2 Stand Restrictions
4.2.1 Access will be required to fuel hydrant valve chambers located on Stands 10, 44R and 61L. Any night-
stopping aircraft for these stands must be in position prior to work commencing.
4.2.2 The aircraft on Stand 44R will be stopped short to provide sufficient access to the valve chamber.
4.3 Ground Service Equipment Parking
4.3.1 It will be necessary to temporarily displace any ground service equipment/ vehicles parked in Equipment
Bay 10A.
4.3.2 Any displaced equipment may be temporarily parked on Stand 10.
4.3.3 Airfield Operations will notify the affected user in advance.

1.1 A programme of circa sixteen weeks’ work to deconstruct the former Air Livery aircraft hangar (Hangar
2) located on the Western Maintenance Area, prior to subsequent erection of a new building utilising the
existing building floor slab. All work will be contained within the Western Maintenance area and will not
have any impact on aircraft operations.
2.0 PROGRAMME
2.1 Building deconstruction work will commence on Monday 19th October 2020 and is scheduled to be
completed by Friday 5th February 2021.
2.2 The majority of work will take place Monday to Friday (07:30 – 18:00L), with provision for working on
Saturdays, if required.
3.0 SCOPE & LOCATION OF WORKS
3.1 The scope of work will be the deconstruction of the former Air Livery hangar (Hangar 2) located on the
Western Maintenance Area. The existing concrete floor slab will remain in‐situ and will be used for
subsequent construction of a new building.
3.2 All work will be located within the demise of the existing hangar, with a portion of the work area
protruding onto the Western Maintenance Area in front of the hangar.
See attached drawings depicting the hangar location and work area arrangements.
4.0 OPERATIONAL IMPLICATIONS
4.1 No specific operational implications affecting active parts of the airfield are expected.
Western Maintenance Area – Aircraft Manoeuvring
4.2 For the vast majority of the working programme, the positioning of the portion of work area demarcation
protruding onto the Western Maintenance Apron will provide an Aircraft Stand Taxi Lane (ASTL) strip
width of 35.5m.
4.2.1 During the final week of the working programme, the demarked work area will be extended and the ASTL
strip will reduce to 28m.
4.2.2 At all times, the available ASTL strip will be sufficient to allow aircraft up to maximum span 41m (B757‐
200 (W)) to pass.
4.2.3 For the duration of the work, a short portion of the painted yellow centreline on the Western
Maintenance Area will be diverted to allow the aforementioned ASTL strip widths to be provided.
4.2.4 The manoeuvring of aircraft with a wingspan greater than 41m will be possible on the Western
Maintenance Area whilst work is in progress, however any such manoeuvre will require prior notification
to the Airfield Duty Manager (ADM).
Western Maintenance Area – Aircraft Engine Testing
4.3 Aircraft engine testing (at idle speed only) will continue to be permitted on the Western Maintenance
Area for the duration of the works programme.
4.4 Throughout the project, MAG Projects & Infrastructure will liaise with Western Maintenance Area
tenants occupying adjacent hangars and buildings, as required.

Western Maintenance Area – Aircraft Engine Testing
4.3 Aircraft engine testing (at idle speed only) will continue to be permitted on the Western Maintenance
Area for the duration of the works programme.
4.4 Throughout the project, MAG Projects & Infrastructure will liaise with Western Maintenance Area
tenants occupying adjacent hangars and buildings, as required.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 The work will have no impact on the airport’s ability to operate during periods of low visibility.

What is being constructed on the old Air Livery/BA hangar?
 
There was an announcement back in April that The Hut Group were setting up their own freight airline and the rumour was that they were taking over the hangar. The airline was supposedly meant to be operating by the end of this month but, not surprisingly nothing has been heard since.
 
I thought that The Hut Group were taking over the old TCX hangar and that was the reason that Dublin aerospace had pulled out of creating Manchester aerospace Limited?
