Well if the frequency of trains is half hourly then some people will wait 30 minutes if they just miss the shuttle. Others will wait 0 minutes if they catch it just as it is setting off.
On average that would be 15 minutes wait.

Surely the airport would gift some of its long term car park space over to P&R in return for a direct rail link... Afterall it could always deck some of its existing expansive surface parking.
