Both Sky and the BBC are claiming that to their understanding it's been scrapped but the official line is still "no decision has been made" though I wouldn't be surprised if it has indeed been scrapped and they just don't want to admit to it just yet...

I am still working on the issues regarding the ability to delete attachments from the attachment manager for uploads that are made to posts and conversations and to see what permission this is exactly linked to.

I will do some further tests; it might be editing allows the removal of attachments from posts, and therefore can be removed via the attachment manager, of which edited posts are always tracked. Members can already remove media items at any time from the attachment manager.
All cleared for you. I'm really going to have to investigate the attachment issues because some don't seem to be able to delete old items and my test account certainly can't delete anything...
This is how it is currently:
Members are entitled to upload 10 images/attachments across the whole site, which includes the media gallery, and a maximum of 200MB also applies to uploads into the media gallery. The delete permission is currently being tested but any uploads can be managed from...
It's already accessible to all members via https://forums4airports.com/account/th-attachment-manager/ but I believe it errors out if members try and use it because of the way the permissions work in regard to posts, so if posts can't be edited, you can't delete any attachments in them :-/
