Assuming that these routes are more focused on the business market rather than leisure then cutting frequency is not very attractive to the traveller. Poor times and low frequencies often becomes the driver to use other airports such as Manchester or London. Its not always about price
Looking at the TUI site - they are offering holidays in Algarve but using other carriers, assume Ryanair and Easyjet flights. Looks wider than BHX as MAN isnt available either with same other carriers showing. Maybe TUI had fall out with Faro airport?
FR24 reporting about 1 hour delays on most of the flights that were due to leave from about 3.15pm onwards although quite a few are showing their original departure time but not yet airborne
While 4% growth may look low or disappointing, that is in line with other UK airports average of 4% and above the all UK airports which were flat with no change. London airports dropped by 3%.

At last ! The winter schedule has now been published and is available to book on their web site. EDI and GLA take a break and start again on 24 November with frequency increases into February, Aberdeen restarts 9 February
New destinations added are Newquay and Southampton but NOT from BHX
