No one outside of the BHX team would know that. But BHX have publically named a few airlines recently including Finnair, Cathay, Ethiopian and a US carrier. But they have mentioned others such as Play which never happened.
Route Development is very complex, all airlines / routes would be in scope but building up a business case can take years, look at Finnair as an example 25 years plus of talking and nothing.
As I have said many times, Qatar must be more than happy simply filling a daily 788 at what are not cheap fares. Remember when they launched all those years ago they were 8 weekly from day one and reduced to 7 weekly. Any BHX overspill is just absorbed from London / Manchester
What makes you say BHX is a low cost airport ?
If we was a true low cost airport like Luton, EMA etc we would not have EK,QR,SV,LH,AF,LX,SK,SN,AI,TK etc etc.
18m by 2030 are the airports own predictions, they know where the pax are coming from as they are talking to current and new airlines all the time.
To put this into context an additional based aircraft adds between 275,000 to 300,000 seats per annum.
An extra daily Emirates 777 would add 310,000...

And then aims to add a minimum 1m pax per year for the next 5 years, so if all goes to plan 18m should be exceeded by 31.03.30
