I think you're right, Ryanair can't operate if the RVR drops below 200m. although this is quite a rare occurrence, even at Bristol. The 700m CAT 1 minima is quite high at Bristol due to the interesting topography!
The steep drop off at the 09 end has meant that previously CAT 3 approaches wouldn't be permitted, but with improvements in technology this might change in the near future.
Bristol is quite unusual in having a Cat 3 ILS at one end (27) and a Cat 1 on 09. When runway 27 is in use all EZY, TOM, TCX, WZZ etc flights can land in pretty much zero visibility, providing all equipment on the Aircraft & on the ground is serviceable & the crew are qualified to make the Cat...
I did hear rumours of flybe making a return to Bristol a year or two ago, but that was before the Cardiff base opened. I think any major expansion of routes would be to European destinations, both business & leisure & maybe Wizz would be tempted to try a couple of new Eastern European routes...
I would love Loganair to start flights from BRS, but I think they would struggle to compete against Easyjet on the Scottish routes. As for the new airline I guess we'll find out shortly.
I think there may be some expansion with Ryanair, maybe not this summer, but possibly next winter. I don't think we'll see Norwegian this year at least, but I think the new airline maybe a UK based airline.
A few more diversions into BRS this morning, Skywork SB20 shortly arriving from Basel, a LCY div & a Eastern SB20 from Leeds, a SOU div. Also a re-routed Aurigny E190 scheduled to operate in over lunchtime, i'm guessing it's the LGW service. 2 Biz jets also in earlier, EXT & BOH divs.

Absolutely. I worked for a regional airline in the 90's & on a summer Saturday we would operate charter flights from Dundee, Prestwick, Stansted, Southampton & Sheffield city amongst others. The ramp at Jersey would usually be packed throughout the day & often well into the night.
The Jet2 B738 had come from GLA & waited on the ground for an hour or so for weather improvement at CWL. It then positioned across to CWL empty before departing for VCE. I believe it was a cruise related charter.
Enquiries were made yesterday morning if BRS could accept possible diversions from the London Airports, but in the end nothing came. The worst of the weather in the Bristol area passed through between 3-5am & by the time flights started at 6 there were no problems with the daily operations...
British Airways B789 G-ZBKI about to touch down at Cardiff from Abu Dhabi. A Heathrow diversion due to High winds. There's plenty more holding, so possibly the first of a few for Cardiff.
