Flights may be down 6% year-on-year, but there were 8% more flights in May 2013 than in May 2012. That's a big jump. Even better, the passenger numbers were up nearly 20% in May (vs last May) so, even with a large increase in available seats, the load factors were strong.
The comparisons to Ryanair sheds are a bit pointless. These are small regional or secondary airports. LBA is the main airport for the fourth largest conurbation in the uk, and one of the largest geographical areas. It should be better than Ciampino.

The tram/train link could perhaps be better justified in terms of public spending as it would (presumably) also fulfil a public transport role between Headingley and the city centre, easing the motor traffic on Otley Rd.

The only timescale given so far has been a comment on the airport's Facebook page that it will all be completed in time for the summer peak next year.
I'm confused as to why the airport would be announcing anything before the work is done. Announce that the airport will be a building site for the next few months and you'll just put people off, surely?
