Idle luggage carts mean lost revenue for airports and cart renters
The growing popularity of wheeled luggage and the advent of fees to check baggage have led to lower demand for airport luggage cart rentals. As a result, some airports that once counted on the rentals for revenue, including LAX, now lose money on the carts.

Many airport in the UK have only just started to charge for luggage trolleys or carts as they are know as in the United States.
In the United States the additional charge for using the carts are to increase the airports revenue where as In the UK the trolleys are often operated by private companies who pay for the upkeep and maintenance of the trolley carts so the airport doesn't have to.
The evolution of luggage cases to include extended handles and wheels has lead to a massive reduction in the number of people using the trolley carts but there is still sufficient numbers of people using them to enable private company's to take on the responsibility of running and maintaining them.
