Couple of quires come to mind.

Is the Airfield open today? As Notam states we are only open Tue & wed (08:00-1600 BST)
Is LBA ATC going to be manned & will the ILS be switched on for this movement. Or will this be operating visual approaches under London Mil control?

ATIS is reporting the Airfield closed with no ATC services available and the article states it will only be '' operating in the vicinity'' which could mean something completely different to doing approaches on the ILS.

I wondered that too. Or is it a repatriation flight? I can't see that a repatriation flight being necessary to Bucharest though so agrigultural workers is probably the most likely.

It is bringing Eastern Europeans to Stansted then positioning back here empty
Titan A.320 G-POWK is doing a similar trip from Stanted t/f Warsaw

The tower has just closed at 12.00 local so presumably a new duty will start late ofternoon for return of the Jet2 737.
Or maybe the aircraft is staying in Stansted. We will see
