Spoke with a Monarch employee about 5 minutes ago, she has been told they are still in discussions with the CAA and that further announcements are to be expected. She was, thankfully, very upbeat about it.There was a poster on Airliners.net saying he had been reliably informed that the ATOL licence had already been paid for, however, Monarch don't seem to have issued any statement.

Just to add to this, if anyone is thinking of booking a flight using PayPal, check the airline's / tour op's T&C's. Monarch specifically exclude bookings via PayPal from their ATOL. They say that this because of PayPal's own consumer protection, but PayPal's protection excludes non-tangible items such as flight tickets and holidays.
