I think the clue to this idea is in Steve Gill's comment...;
""We are always talking to airlines but what they want to see is the enrichment of the catchment."
In that sense, and with the catchment area being relatively sparse (in airport terms) as Aviador has said, the other way is to bring other cities closer.
I can see the theory behind it, but the reality is that they've got the much vaunted link road, the final section is soon to be constructed. Is this now a suggestion that it isn't enough?
It's the old argument again of 'alleviating capacity in the south east', there is a reason that the South East airports are at capacity whilst the majority of regionals are way below capacity.. Demand.
