Rather than getting the details lost in the NOTAM/OAN thread I have opened a separate thread to cover the seasonal operating hours. This thread will be updated as an when new information becomes available,

OAN 112-2019 – RUNWAY 2 WINTER OPERATING HOURS 2019/20
OAN REF:- 112/2019 DATE OF ISSUE:- 25/10/19 EFFECTIVE DATE:- 01/11/19
EXPIRY DATE:- 31/03/2020
1.0 SUMMARY
1.1 During the winter period, dual-runway operating hours will operate based on seasonal demand.
2.0 PROGRAMME
2.1 Standard dual-runway operating hours will be altered in line with demand for the 2019/20 winter season. All times quoted in this Operational Advice Notice are local.
3.0 STANDARD RUNWAY OPERATING HOURS (Monday to Friday Inclusive)
3.1 Runway 05L/23R and 05R/23L will be in operation between 06:30hrs - 10:30hrs and 16:00hrs – 20:00hrs. Runway 05L/23R will be in operation as a single runway at all other times unless traffic demands both runways to be operational.
3.2 SATURDAY STANDARD RUNWAY OPERATING HOURS
3.2.1 Runway 05L/23R and 05R/23L will be in operation between 06:30hrs - 10:30hrs. Runway 05L/23R will be in operation as a single runway at all other times unless traffic demands both runways to be operational.
3.3 SUNDAY STANDARD RUNWAY OPERATING HOURS
3.3.1 Runway 05L/23R and 05R/23L will be in operation between 16:00hrs – 20:00hrs.
Runway 05L/23R will be in operation as a single runway at all other times unless traffic demands both runways to be operational.

OAN 118-2019 – CHRISTMAS AND NEW YEAR RUNWAY OPERATING HOURS (WINTER 2019/20)
OAN REF:- 118/2019 DATE OF ISSUE:- 31/10/2019 EFFECTIVE DATE:- 24/12/2019 EXPIRY DATE:- 01/01/2020
1.0 SUMMARY
1.1 During the Christmas period, dual-runway operating hours will operate based on seasonal demand.
2.0 PROGRAMME
2.1 Standard dual-runway operating hours will be altered on Tuesday 24th December, Wednesday 25th December and Tuesday 31st December 2019 in line with demand for the Christmas and New Year season.
3.0 STANDARD RUNWAY OPERATING HOURS (Monday to Friday Inclusive)
3.1 Runway 05L/23R and 05R/23L will be in operation between 06:30hrs - 10:30hrs and 16:00hrs – 20:00hrs. Runway 05L/23R will be in operation as a single runway at all other times. All times quoted in this Operational Advice Notice are local.
3.2 Tuesday 24th December 2019
3.2.1 Standard dual-runway operating hours will be in adhered to, but if demand levels reduce, 05R/23L may be closed on the authority of the ATC Watch Manager and the Airfield Duty Manager, resulting in a single runway operation.
3.3 Wednesday 25th December 2019
3.3.1 Single runway operations will be in place on Christmas day due to the anticipated reduced demand levels.
3.4 Tuesday 31st December 2019
3.4.1 Standard dual-runway operating hours will be in adhered to, but if demand levels reduce, 05R/23L may be closed on the authority of the ATC Watch Manager and the Airfield Duty Manager, resulting in a single runway operation.
 
Whilst no OAN or NOTAM has been issued I have read reports that R2 (23L/05R) will be withdrawn from use in the near future due to the lack of movements.

As soon as any firm information is available I'll update this page.
 
Already started since a few days ago I believe...

OAN 032/2020 - Runway Operating Hours
OAN REF:- 032/2020 DATE OF ISSUE:- 23/03/2020 EFFECTIVE DATE:- 23/03/2020 EXPIRY DATE:- UFN
1.0 SUMMARY
1.1 Effective immediately, 05R/23L will be closed for all arriving and departing traffic. 05L/23R remains available for all arriving and departing traffic.
2.0 REQUESTS TO USE 05R/23L
2.1 Any ad-hoc requests to utilise 05R/23L during this period will be subject to available resource and demand are not guaranteed. Requests are to be made to ATC or the ADM at the earliest opportunity for review and approval. Failure to provide reasonable notice ahead of any request may result in a delay.
3.0 MONTHLY RUNWAY CLOSURES
3.1 Effective immediately, all future planned monthly runway closures are cancelled. This is subject to review.
4.0 ADDITIONAL INFORMATION
4.1 This OAN is subject to continual review.

Notification of Runway Closure
Below are detailed dates during which Runway 2 will be used at night whilst Runway 1 is
being maintained, these are ‘worst case scenario’ and may not all be required. Adverse
weather may also affect the planned dates and there is contingency built in to allow for this.
Details have been updated on the Community section of the Airport web site and adverts
will be appearing soon in the Stockport Express and Knutsford Guardian in line with S106
requirements.

From what I hear these times are put forward by MAG however there are question as to if NATS have enough staff to operate in the requested times. We will find out in the coming weeks...

Must admit that thought occurred to me, but I don't know how many were put on furlough, how many retired or left, and how many have returned.
There used to be 5 watches each with about 10 Controllers with flexibility to provide additional cover during the day and reduced staffing at nights, but I've no idea what the situation is now.

1.0 SUMMARY Following the removal of travel restrictions, we are seeing increased demand, both in terms of total passenger numbers and flight load factors. Therefore, From Tuesday 5th April 2022, Runway 05R/23L will be returned to service and daily dual runway operations will recommence.
2.0 PROGRAMME
2.1 Dual runway operating hours will commence on Tuesday 5th April 2022 and will be extended from Wednesday 1st June 2022.
3.0 EXTENDED DUAL RUNWAY OPERATING HOURS
3.1 Tuesday 5th April from 06:30hrs until 20:00hrs on Tuesday 31st May 2022 3.1.1
Monday to Sunday (inclusive) Runway 05L/23R and 05R/23L will be in operation between 06:30hrs - 10:00hrs and 15:00hrs – 20:00hrs. Runway 05L/23R will be in operation as a single runway at all other times.
3.2 Wednesday 1st June 2022 from 06:30 onwards.
3.2.1 Monday to Sunday (inclusive) Runway 05L/23R and 05R/23L will be in operation between 06:30hrs – 20:00hrs. Runway 05L/23R will be in operation as a single runway at all other times. All times quoted in this Operational Advice Notice are local.
 
Our winter runway hours are now in force.

Dual runway operations at the following times:
Mon-Fri 0630-1030/1600-2000
Saturday 0630-1030
Sunday 1600-2000

All times are local and these times may vary due to operational needs.
 
A recent post on the "P" forum has drawn my attention to a change in dual runway operations with effect from 1st June.

The new hours are 0600-0800 UTC & 1000-1500 UTC


Gatwick only has a single runway and yet manages in the region of 900 movements per day. Manchester at present is handling less than 700 - on this basis Manchester has the ability to operate as a single runway airport. I'm not suggesting that this should be 24hrs a day. To its advantage I believe that Gatwick possibly has better, and longer, rapid exit taxiway which make for better runway utilisation.

You will possibility be aware that earlier this month Manchester had to impose a short-notice unscheduled night closure due to a shortage of Air Traffic Controllers. I am given to understand that ATC, worldwide, is suffering from a shortage of trained staff - partly as a result of cutback made during the early Covid days - and the industry is finding it hard to replace these experienced members.

By reducing dual runway operating hours NATS, and the airport, are providing greater flexibility of available controllers and, hopefully, as movements and the availability of controllers increase, the use of dual runways will return to a higher usage.

I hope that the information that I have gleaned will help to explain the reasons why, as I understand it, the decision has been made
