Please accept my apologies if my tone sounded harsh. As an idea if money was no object then the plan would be sound. Obviously there could be rent etc from any retail outlets who open up at such a venue, but (and this is the big but), they will not open unless they are going to make money. BHX does not have the variety of visitors which means footfall would not be massive. Unless each visitor spent big money then the venture would lose money hand over fist. I see from my office how many people go to the top floor of the car park when something unusual is coming in and only rarely does that number exceed 10 people. I would love to see a dedicated viewing area purpose built with facilities attached, however I do not see anything happening in this manner in the foreseeable future.
Please remember that Sheldon Country Park on a nice day with aircraft using 15 is one of the best
viewing areas you will find at any airport. OK the terminal is hidden but with aircraft landing and departing as close as you would get anywhere. 95% of people would rather spend an hour or two there with their families a picnic and a football than sitting in a viewing gallery.
Also i don't know if anyone has already thought about this but IF there is another runway and terminal built over the other side of the M42 for long haul then depending on how they decide to use the runways won't most of the action be over that side? If so then then the viewing area will be even further away.

Whilst we do not have any definite proposals for the building, we are at present in discussions with a couple of external parties who have expressed interest in developing the Elmdon Building. This is likely to be a long process and I cannot divulge the nature of either of the interests at this time, but if you would like to periodically enquire, I will tell you what I can when time permits.

Whilst there have been several parties express interest in taking on the Elmdon Building, there is no progress at the present time.

Thanks for trying Matt. It is such a shame to see that building gradually deteriorate. It would make a great venue for conferences, business centre, training centre with a spotting location to boot....I feel a business plan coming on... The airport needs to innovate.I emailed Matt Ingram (head of property) about the Elmdon Building and repurposing it in early 2023.
This was his reply in December 2023:
