The load factors on these flights will surely be at least on a par with Flybe's load factors across its network. Flybe, unlike say easyJet and Ryanair, operates on much lower load factors than these two large lo-cos, and with smaller aircraft into the bargain they are potentially ideal for many smaller airports on routes that otherwise might not be viable.
For the past ten years Flybe has seen annual load factors as low as 61.7% in 2011 to as high as 75.2% in 2015, with 2017 seeing 69.6%. Generally CWL loads are in line with this with some routes performing better than others which is the case with any airline at any airport.
As a comparison easyJet saw a load factor across its network of 92.6% in 2017 and Ryanair 94%. In the opposite direction bmi regional's load factor in 2016 (the last year for available figures) was 54.1%. Going right back to 1997 in previous ownerships they never got above 62% in any one year. So different airlines have different load models. easyJet/Ryanair are broadly pile 'em high and sell 'em cheap like a big supermarket whilst bmi regional's wares are far more expensive but they sell fewer of them. Fybe is somewhere in between. I emphasise this is a broad brush description and not every flight on every route conforms to this pattern.
Load factors never tell us the yield or how successful a route or airline presence at an airport is. We can only assume that an airline's typical annual load factor is what sustains it and can get some rough idea (which might sometimes be way off beam because of circumstances not obvious and not made public), but certainly not a definitive view, of its network at an airport by how close that network is in load factors to the airline's overall performance across all its airports.
