I'd say Liverpool is the exception not the rule and tbf Liverpool as a city destination is very different to Leeds.
Bristol? Madrid is fairly covered in the U.K. with the exception of NCL/LBA so one of those airports will end up succeeding in obtaining said route.
Leeds is, outside of London, one of the largest financial centres of the U.K.
Sadly the region is lacking from politicians / mayor who wants it to succeed. It could be as powerful and big as Manchester.
