Just as it's possible on long haul to fly into one airport and return from another - LAX/SFO is an obvious example for escorted tours and fly-drives - so this can apply in Europe. Instead of a few days city-break, passengers might fancy a two-city longer break. In this instance, Florence might work well with Rome with a nice train journey to link them, although I'm not sure those very early flight times from Rome are particularly attractive.
Years ago, booking return tickets to Europe was the 'norm' - single tickets could be prohibitively expensive, but the advent of LCCs and new fare structures has changed all that.
Edit: If Florence were introduced with later flight times, then of course it would make sense to do Rome first.
As regards the all-too-familiar Spanish routes, I read somewhere that capacity was up 21% this summer but growth only 10%, but I can't recall whether that was a specific reference to MON or the overall picture.
