OAN 58/2019 – OVERNIGHT NORTHSIDE PAVEMENT REPAIRS OAN

1.0 SUMMARY A three week programme of work to complete essential airfield pavement repairs on several northside taxiways. The work will require localised, overnight taxiway closures, and in some instances, there will be a requirement for night‐stopping aircraft to be parked on stands before pavement repair work takes place. Additionally, there will be occasions when night‐time aircraft access onto the Western Maintenance Area is restricted.
2.0 PROGRAMME
2.1 The overall programme of work will commence on the night of Sunday 7th July 2019.
2.2 The work is scheduled to be completed by the morning of Friday 2nd August 2019.
2.3 Overall, the work will take place Sunday to Thursday nights (inclusive), with nightly working hours of 22:30 – 06:00L. NB: The above programme dates include 6 x shifts set aside for contingency.
3.0 SCOPE & LOCATION OF WORKS
3.1 The required working locations will be as follows;
03/07/19 – 04/07/19 ‐ Taxiway Delta between Intermediate Holding Point (IHP) D5 and junction with Western Maintenance Area and IHP D4.
04/07/19 – Taxiway Delta (rear of Stand 31).
07/07/19 – 11/07/19 – Taxiway Delta at junction with Taxiway Romeo.
14/07/19 – 16/07/19 – Taxiway Delta abeam Stands 239 and 241.
17/07/19 ‐ 18/07/19 – Taxiway November‐Alpha abeam Stand 116L.
21/07/19 – 22/07/19 – Taxiways Lima, Bravo/Foxtrot and Juliet‐Echo (minor, short duration works)
23/07/19 – 24/07/19 – Stand 206.
3.2 The scope of work will involve a variety of repair and maintenance tasks including;
Maxicrete repairs.
PQX pavement bay replacements.
Sealing of pavement cracks.
Pavement joint sealing.
4.0 OPERATIONAL IMPLICATIONS
4.1 Taxiway Closures
4.1.1 The following schedule of nightly (Sunday – Thursday 22:30‐06:00L) taxiway closures will be required to facilitate the work;
Taxiway Delta between IHPs D4 and D5 Closed Wednesday 3rd and Thursday 4th July.
Taxiway Delta (rear of Stand 31) Closed Thursday 4th July.
Taxiway Delta at junction with Taxiway Romeo. Closed Sunday 7th ‐ Thursday 11th July.
Taxiway Delta (abeam Stands 239 & 241) Closed Sunday 14th – Tuesday 16th July.
Taxiway November‐Alpha (abeam Stand 116L) Closed Wednesday 17th and Thursday 18th July.
4.1.2 On the nights of Sunday 21st and Monday 22nd July there will various minor repairs taking place on Taxiways Lima, Bravo/Foxtrot and Juliet‐Echo. These closures will be managed tactically to avoid any operational disruption.
4.1.3 The aforementioned taxiways will be fully operational outside of the nightly working times.
4.2 Stand Restrictions Taxiway Delta between IHPs D4 and D5 (03/07/19 – 04/07/19).
4.2.1 Whilst work is in progress on Taxiway Delta, night‐stopping aircraft are to be parked on Stand 61.
4.2.1.2 A non‐standard aircraft pushback manoeuvre will be required from Stand 25, as follows;
Push back towards Stand 27, then pull forward with aircraft nose wheel stopped abeam Stand 25 centreline, facing Pier B.
4.2.1.3 Aircraft pushbacks will not be possible from Stand 61 whilst work is in progress.
4.2.1.4 On one of the working nights, there will also be a requirement for a night‐stopping aircraft to be parked on either Stand 62L or 62C, whilst 3 x minor pavement repairs are carried out to the north of IHP D5. Taxiway Delta at IHP D6/ rear of Stand 31 (04/07/19).
4.2.2 Prior to works starting on Taxiway Delta in the vicinity of IHP D6, a night‐stopping aircraft is to be parked on Stand 31.
4.2.2.1 Aircraft may dock on Stand 32 and other stands within the Taxiway Delta/ Romeo cul‐de‐sac whilst work is in progress on Taxiway Delta at IHP D6/ rear of Stand 31.
4.2.2.2 Whilst work is in progress at IHP D6, should there be a requirement to push an aircraft back from Stands 22, 32, 202, 204 or 206, the following non‐standard procedure will apply to jet aircraft;
Taxiway Delta. Aircraft nose wheel abeam Stand 208 centreline. Taxiway Delta at junction with Taxiway Romeo (07/07/19 – 11/07/19). 4.2.3.1 Prior to works starting at the Taxiway Delta/Romeo junction, night‐stopping aircraft are to be parked on the following stands;
Stands 22, 24, 26, 28, 32, 201/202 and 203/204.
4.2.3.2 Whilst work is in progress at the Taxiway Delta/Romeo junction, should there be a requirement to push an aircraft back from Stand 206, the following non‐standard procedure will apply to jet aircraft;
Taxiway Delta. Aircraft nose wheel abeam Stand 208 centreline.
4.2.3.3 As work progresses, it may be possible to relax some of the above requirements for night‐stopping aircraft. This will be managed tactically by the ADM, balancing the requirements for the work to progress and nightly operational requirements. NB: In the event of a requirement for an aircraft pushback from the stands listed at paragraphs 4.2.2.2 and 4.2.3.2 whilst the above work is in progress, Taxiway Papa will be required as an aircraft egress route. Taxiway Delta abeam Stands 239 and 241 (14/07/19 – 16/07/19). 4.2.4.1 Prior to work starting on Taxiway Delta abeam Stands 239 and 241, night‐stopping aircraft are to be parked on the following stands; Stands 104, 239 and 241.
4.2.4.2 Whilst work is in progress on Taxiway Delta abeam Stands 241 and 243, should there be a requirement to push aircraft back from Terminal 2, Pier 1 Stands 106, 108, 110, 112, 114, 116, the following non‐ standard procedure shall apply to jet aircraft; Taxiway November‐Alpha facing west (towards cargo sheds).
4.2.4.3 Aircraft may dock on Stands 210, 211, 235, 237 and 241 whilst work is in progress, however subsequent aircraft pushback from these stands will not be possible until the completion of works the following morning. Taxiway November‐Alpha (17/07/19 – 18/07/19).
4.2.5.1 Prior to works starting on Taxiway November‐Alpha a night‐stopping aircraft is to be parked on Stand 116/116L.
4.2.5.2 Aircraft may dock on Stands 72, 110 and 112 whilst work is in progress, however subsequent aircraft pushback from these stands will not be possible until the completion of works the following morning.
Stand 206 (23/07/19 ‐ 24/07/19).
4.2.6.1 Stands 206 and 206L will be closed during the nightly working hours.
4.3 Aircraft Access to Western Maintenance Area during Taxiway Delta Works between IHPs D4 & D5.
4.3.1 Whilst night‐time work is in progress on Taxiway Delta between IHPs D4 and D5, there will be times when aircraft access/ egress to/ from the Western Maintenance Area is restricted.
4.3.2 Where possible, nightly working times may be tactically adjusted to suit planned aircraft movements to/ from the Western Maintenance Area.
4.3.3 To reduce any operational impact, users of the Western Maintenance Area are requested to pre‐notify Airfield Control of any night‐time requirements for aircraft movements to/ from the apron, giving as much prior notice as possible.
4.3.4 Whilst night‐time work is in progress on Taxiway Delta between IHPs D4 and D5 any aircraft manoeuvring to/ from the Western Maintenance Area is to be carried out under guidance from an Airfield Operations Follow‐Me vehicle. All aircraft will be routed through IHP D4.
4.3.5 Whilst manoeuvring aircraft to/ from the Western Maintenance area, tow crews can expect to be guided through at least one short portion of taxiway where there is no painted taxiway centreline marking or centreline lighting due to the non‐standard routeing required. 5.0 LOW VISIBILITY PROCEDURES (LVP)
5.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
