Two Leeds Bradford Airport parking planning inquiries

A council planning inspector was told to refuse permission for two car parks near Leeds Bradford Airport as an over-supply of spaces would ‘harm’ sustainability plans, the Telegraph & Argus reports. On the first day of two planning inquiries heard at the same time in Leeds, Scott Lyness, a barrister representing the airport, said allowing appeals for permission for off airport car parks would cause fewer people to use public transport.

The airport is the main objector to two companies appealing against separate decisions by Leeds City Council against their car parking schemes. Austin Hayes, who runs the Sentinel car park, which has been operating up to 2200 spaces near the airport without planning permission for more than a decade, is appealing against a non-determination by the Council for full planning permission. Learmonth Property is also appealing a Council decision to refuse a separate application for an off-site car park on the former Avro site at the Leeds Bradford Airport Industrial Estate.

Both car park operators say one of the reasons the Council refused their applications is because they do not fall in line with a Surface Access Strategy drawn up by the authority and the airport to increase passengers’ use of public transport. But Stephen Sauvain QC, for Austin Hayes, said no official weight should be given to the strategy and the fact the Sentinel car park has been operating so successfully for so long suggests it should be given permission. He added that the car park was better for the environment than passengers being dropped off, a process known as ‘kiss and fly’, as only one round trip would be needed instead of two.

Andrew Williamson, for Learmonth Property, told planning inspector Philip Asquith the airport’s claim it would lose ‘control’ of parking in the area does not amount to much and that competition is good. Ian Ponter, for the Council, which is also objecting the applications, said an over-supply of parking spaces outside the airport would increase the proportion of journeys to the site by car.

The inquiries are expected to last three weeks.

Is it correct that LBA is scrapping it's free pick-up and drop off soon? I flew into LBA this morning and I overheard a member of staff talking about new parking charges.
 
I would be surprised if they did. Parking charges have been a regular issue at Consultative Meetings and there are some members who are very irate that you only get 10 minutes before being hit with charges that increase at a frightening rate, with a credit card supplement on top. There has always been a refusal to remove the charges or increase the time allowed, but never any indications that they were going to consider scrapping the 10 minute free period. Having said that, I would imagine that they just might consider scrapping the free period, charging a nominal amount, but allowing longer before charges increase. That way everybody pays a little, gets longer to do their pick up, and the airport maintain their overall income. It would also go some way to stopping the ongoing problem of drivers, particularly taxi drivers, parking all over the place in the vicinity of the airport, to avoid the charges. This is causing some real problems. There is another Consultative Meeting this month, so if anything is going to happen it will certainly be discussed then, and I will provide the information as usual on the appropriate threads.

I heard somebody mention a £2.00 charge for 40 minutes with no free pick up or drop off. I cannot confirm this though. If it is correct I think it will lead to more people parking illegally. Good luck to the car park staff if it is true!
 
I think they have got that wrong again - for me they should have charged something like £1 for 20 minutes, then increasing thereafter.
 
The airport launches it's new pick-up and drop-off charges this morning. It will most definitely NOT go unnoticed and I will be surprised if the press don't pay any attention to it at some stage over the next few weeks.
 
To be honest, I would rather pay £2 for 40 minutes (If that is what it is) than have the present rates which escalate too quickly. It is the fact that people try to time their venture into the drop off/pick up zone just as their friends/relatives might be leaving the terminal, that leads to people parking up all over Yeadon. At least with this, they would know it was £2 and they would have 40 minutes before that amount increased - and the majority, it they time it right, would be in and out within that period. The only problem now is that I can see the drop off zone becoming clogged up with cars waiting at busy arrival periods.
 
It does say on the LBIA website that Long Stay Car Parks 1 & 2 can be used to pick up and drop off using the free bus service to the terminal and vehicles can stop for up to one hour free of charge.
 
Pick up and drop off is now £2 minimum charge for up to 30 minutes. £5 for an hour at the moment at the airport.
 
I was working closely with the car park team today for the launch of the new drop and I can say there was less complaints with the new system then there was with the old one. You now get 1 hour free in the long stay for picking up and dropping off, but if you go over your hour, you get charged normal long stay fees. So it would be £35 if you went over

Following helpful feedback from our customers, we have introduced a one hour free parking period in long stay 1 and 2 car parks and restructured the current offer for the Terminal Front pickup and drop off car park as we continue to make improvements to the airport’s facilities.

So it not all that bad if you wanna park cheaply for a just £1 for 1 hour in the Airports long stay 1 & 2 car parks..
 
That seems like a good compromise. This matter has been 'done to death' at the consultative meetings, and it is nice to see that what has been introduced reflects suggestions made at those meetings. The availability of the long stay car parks gives taxis somewhere to go without clogging up roads all over and should then help relieve pressure on the neighbouring streets. It will also mean airport police and security have more time to look after the terminal, rather than spending half their time chasing away illegally parked drivers. As for the £2 charge, I would be happy to pay that if I am picking a passenger up and 30 minutes waiting time is normally quite sufficient if you arrive at the airport shortly after the flight has arrived at the stand.
 
I would have thought in theses days of mobile phones that the arriving passenger can call for their transport when they have collected their bags. I think that the problem is made worse because arriving passengers ring staright after they have landed, because they don't want to wait when they get outside.
 
Although Seasider, when you arrive and get into Baggage Reclaim, I often find that it is very difficult to get a mobile signal. It is only when you get out of arrivals and into the bottom area of Check-In Hall B that I can ever get a signal - which means I have no option but to wait outside.
 
I suspect most passengers do just that Seasider (except my sister who still doesn't even own a mobile!). The problem is that their friends, relatives or taxis, hang around all around the airport area waiting for that call. The airport need to encourage them to come into the pick up area to wait - and if it costs £2 whether you are in there for 1 minute or 29 minutes, that may help encourage people to do that. Alternatively, they can go in the long stay car park now.
 
I am beginning to think that it is an advantage living so far from the Airport. No one is prepared to drop me off/pick me up, so I use the car park.

The joys of travel. Train from Edinburgh to Leeds is cancelled so having another night in Edinburgh and heading back in the morning!
Tbf Edinburgh isn't a bad city to be stuck in.
A week off work done which resulted in 6 day trips , 50 miles walked and only 2500 photos, Going to work is more of a holiday as I tended to be out of my flat an hour earlies in my week off and back for after 8pm
