OAN 24 / 2017 – TAXIWAY JULIET PAVEMENT MAINTENANCE REQUIRING RUNWAY 05L-23R NIGHT CLOSURES

1.0 SUMMARY An eighteen week programme of night-time works involving the full depth reconstruction of Taxiway Juliet between Runway Holding Position (RHP) J1 and the junction with Runway 05L-23R northern shoulder. The works will require the concurrent overnight closure of Runway 05L-23R with flight operations continuing from Runway 05R-23L. An attached drawing depicts the below location of works and overall operational implications.
2.0 PROGRAMME
2.1 Overall, 22:30hrs, Sunday, 2nd April to 06:00hrs, Friday, 4th August 2017. During this period work will take place Sunday to Thursday nights inclusive and during the following local times:  April: 22:30 – 06:00hrs  May & June: 23:00 – 06:00hrs  July & August: 23:59 – 06:00hrs
2.2 Due to forthcoming UK public bank holidays and other operational needs, no work will take place during the following periods:  Work ends at 06:00hrs, Wednesday, 12th and resumes at 22:30hrs, Tuesday, 18th April  Work ends at 06:00hrs, Friday, 28th April and resumes at 23:00hrs, Tuesday, 2nd May  Work ends at 06:00hrs, Friday, 26th and resumes at 23:00hrs, Tuesday, 30th May
3.0 SCOPE & LOCATION OF WORKS
3.1 In summary, the scope of works entails the full depth reconstruction of Taxiway Juliet between RHP J1 and Juliet’s junction with the northern shoulder of Runway 05L-23R. The new pavement will be of a Pavement Quality Concrete (PQC) type replacing existing areas of concrete and a composite asphalt wearing course.
4.0 OPERATIONAL IMPLICATIONS
4.1 Runway 05L-23R Night Closures
4.1.1 The Taxiway Juliet night works will necessitate the concurrent closure of Runway 05L-23R; paragraphs 2.1 and 2.2 refer to the required runway closure times.
4.1.2 During the nightly Runway 05L-23R closure periods all flight operations will take place from Runway 05R-23L. 4.2 Runway 05L-23R Operations
4.2.1 During those times that 05L-23R is operational, aircraft unable to vacate 05L or depart 23R via Taxiway Mike (M1) will be required to backtrack the runway as directed by ATC.
4.2.2 Published Runway 23R declared distances from Taxiway Mike (M1) are as follows:  TORA 2567m  TODA 2867m  ASDA 2567m
4.2.3 Aircraft requiring a full-length departure of Runway 23R are to advise ATC on first contact.
 
EXTENDED DUAL RUNWAY OPERATING HOURS All times quoted in this Operational Advice Notice are local.
Monday to Friday (inclusive) Runway 05L/23R and 05R/23L will be in operation between 06:30hrs - 10:30hrs and 13:00hrs – 20:00hrs. Runway 05L/23R will be in operation as a single runway at all other times.
Saturday Runway 05L/23R and 05R/23L will be in operation between 06:30hrs - 10:30hrs and 13:00hrs – 16:00hrs. Runway 05L/23R will be in operation as a single runway at all other times.
Sunday Runway 05L/23R and 05R/23L will be in operation between 16:00hrs - 20:00hrs only. Runway 05L/23R will be in operation as a single runway at all other times.
Hi do you know if this has changed? On Saturday RWY05R/23L didn't open at 1300?
 
Sorry no idea. There was no Notam that I'm aware of. I'll try to investigate tomorrow but I'm under the weather at the moment, so no great enthusiasm - note to myself, get your backside in gear!!
 
Why is the second runway currently not in use? According to the above times, it should be at this time

I've double checked the OAN on the Magworld site and they still show opening on a Saturday at 1300. I can only assume that their was either an ATC shortage or possible the fire cover was not available for some reason or another - remember they have to have both the north and south fire stations fully covered for dual-runway operations.
 
I assume the first part of this is to extend the airfield taxiways, stands to the north west over the old car park.

This will lead to additional remote parking/busing for a period but by this time in 2 years the new terminal and contact stands should just about be in use!
 
I would agree with your thoughts Dobbo although I need to look at the previous airport press releases and the "fly-through" to refresh my mind.
 
In my world:
  • Fly over = birds eye view of the overall scheme which I think is a good scheme.
  • Fly through = internals of the expanded T2 which I am less keen on.
 
I've just been looking at various airport presentations/flyovers and it certainly looks as if the initial work is for the construction of Pier 1 and associated perimeter remote stands - if the files are still current.

I'll try and get some photos next month, as that's when the first big stage of works should be more clear with the new corndend off site around the apron and such.

Work is well progressed on 'enterprise way', the main link road for airport city. I did see an aerial shot somewhere, will have to see if I can find it again.

I just hope to god all of this had proper means testing for disruption, as from the middle of this year, MAN is effectively going to be one huge building site!
 
I hope the first phase of airfield work will extend the apron over the old staff west towards the motorway. It would require increased bussing, but should fee up capacity to build out the finger piers one by one.

So mush still to be released, and hopefully some more renders to come.

survived a redundancy scenario where I work for the 3rd time. Now it looks likely I will get to cover work for 2 other teams.. Pretty please for a payrise? That would be a no and so stay on the min wage.

Well it looks like I'm off to Australia and New Zealand next year! Booked with BA from Manchester via Heathrow with a stop in Singapore and returning with Air New Zealand and BA via LAX to Heathrow. Will circumnavigate the globe and be my first trans-Pacific flight. First long haul flight with BA as well and of course Air NZ.
15 years at the same company was reached the weekend before last. Not sure how they will mark the occasion apart from the compulsory payirse to minimum wage (1st rise for 2 years; i was 15% above it back then!)
