OAN 35/2019 –MAN-TP PP16 AGL MIGRATION.
OAN REF:- 35/2019 DATE OF ISSUE:- 02/04/19 EFFECTIVE DATE:- 23/04/19 expiry date:- 21/06/19
1.0 SUMMARY
1.1 A seven-week programme of work to migrate the Aeronautical Ground Lighting (AGL) and taxiway signage from the existing Substation B1d to the new Substation D, at the head of Stand 61. All work will be carried out during daylight hours and in good weather conditions. All taxiway lighting and signage will be fully serviceable outside of the daily working times.
2.0 PROGRAMME
2.1 Works will commence on Tuesday 23rd April 2019 and finish on Friday 7th June 2019. Two contingency weeks have been added to the end of the programme (8th–21st June).
2.2 Overall: Monday to Friday, with daily working times of 07:30-18:00hrs local. There may be a requirement for some weekend shifts; the ADM will be advised in advance.
3.0 LOCATION & SCOPE OF WORKS
3.1 Work will be carried out in the new DP16 pit situated abeam Delta 4 (D4), in Substation B1d and in the new Substation D. Circuits affected are across the north side taxiway system, from Bravo 2 (B2) in the west to abeam Stand 47 in the east and as far north as Stand 64. See attached drawing for exact circuits.
3.2 The scope of work will include; • Identification and isolation of each circuit. • Breaking the circuit, rejointing and connecting to the new Substation D. • Commissioning of individual circuits. • Control changeover. • Update of ATC mimics. • Commissioning of control system. 4.0 OPERATIONAL IMPLICATIONS
4.1 At times throughout the programme some taxiway signage, sections of taxiway centreline, taxiway edge and, Intermediate Holding Point (IHP) AGLs will be affected. The UKPNS Site Supervisor will confirm to the ADM the exact circuits affected each day.
4.2 Whilst work is in progress the AGLs/signage controlled by the circuits being migrated to the new substation will not be available. Works will only be carried out during daylight hours when there is no forecast risk of Low Visibility Procedures (LVP).
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the works will be cancelled. 5.2 In the event of unforeseen low visibility prevailing, the circuits affected will be recovered and the work party will vacate the airfield. This process may take up to three hours to complete. An Airfield Operations ‘Follow-me’ will be provided for any aircraft needing to transit any unlit areas until the circuits are recovered.

OAN 26a/2019 – PIER 1 POST OPERATIONS CONCESSION LIST COMPLETION

1.0 SUMMARY
1.1 The new Pier 1 at Terminal 2 will be opening in phases from on Monday 1st April 2019 (OAN 26/2019 refers). This document outlines the constraints during the initial period of operations.
2.0 AIRCRAFT STAND LAYOUT
2.1. On the western side of the pier, Stand 105 and 109 will be available initially.
2.2. On the eastern side of the pier Stands 104, 106R and 110L will be available initially.
3.0 AIRCRAFT STAND CAPACITIES
3.1 The maximum size aircraft type permitted on each stand is listed within the following table.

4.0 USE OF PIER 1 NODES FOR PASSENGER BUSSING TO REMOTE STANDS
4.1. Any of the gate ‘nodes’ at Pier 1 may be used (when the associated stand(s) is vacant) for the purpose of bussing passengers to aircraft parked at remote stands. This is most likely to happen at those stands which are out of service.
4.2. The bus will pull up outside the ground level node door and passengers will board the bus in the same manner as for a ‘walk-out’ flight departure.
5.0 HEAD OF STAND SAFETY EQUIPMENT
5.1 Fuel hydrant emergency shut off. FOD bin, Fire Extinguisher, Safedock emergency aircraft stop. Emergency telephone.
6.0 TAXIWAY CENTRELINE LIGHTING
6.1 The taxiway Aeronautical Ground Lights (AGLs) on Taxiways Zulu and November-Alpha will not be available. An Airfield Operations ‘Follow-me’ vehicle will be provided during hours of darkness and any low visibility operations.
7.0 AIRCRAFT DOCKING
7.1 While the Safedock is awaiting full commissioning, aircraft will park under the guidance of a MAG Marshaller.
8.0 AIRCRAFT PUSHBACKS
8.1. The published Pushback Procedures, version ‘Y’, will apply, with special attention at Stand 103
8.2. Due to works in progress there is a temporary PUSH LIMIT marked on the centreline of Taxiway Zulu. This is to be observed when pushing back from Stand 103.
9.0 AIRCRAFT FUELLING
9.1. In the event that the fuel hydrant line is not available, JET A1 bowsers are on site.
NORTH AIR 1 x 40000lt, 1 x 30000lt
ASIG 1 x 40000lt, 1 x 37000lt.
9.2. Bowsers fuelling is available for Code C aircraft only, larger aircraft will be operated from live hydrant stands elsewhere on the airport, or towed from such stands to board and depart from Pier 1.
10.0 APRON ROAD SYSTEM
10.1 Single-lane restriction at Pier link
10.1.1 Where the Front of Terminal Rad passes beneath the Pier 1 link (beside Stands 101 and 104), one lane is closed by ongoing works and traffic light signals will control movement along the single lane on a 30- second alternating phase. Drivers should expect a short delay at this point and take care when transiting the single-lane section.
10.2 Clearance at rear of stands
10.2.1 There will be a minimum of 4.5m available at the rear of parked aircraft to enable aircraft turnaround vehicles to pass behind the aircraft without encroaching on the taxiway strip, demarked by double white lines.
10.2.2 Wheels of vehicles must not cross the double-white line when passing around the tail of a parked aircraft.
10.2.3 Care should be taken to avoid extended parts of vehicles, such as de-icing cradles and mobile belts, from crossing over the double-white line although this may occur as a transient incursion.
11.0 FIXED ELECTRICAL GROUND POWER 11.1 Until FEGP units are commissioned a mobile GPU must be used at all stands.
12.0 AIRBRIDGES & PASSENGER BOARDING
12.1 If an air bridge is not available passengers may be boarded via steps to front and rear of the aircraft. N.B. Steps should be held in the GSE holding area until arriving aircraft has parked and shut down engines.
12.2. Air bridge operators should note the following characteristics of the controls which are set as default:
• Auto Park - enabled.
• Driving Mode – Classical
13.0 GROUND SERVICE EQUIPMENT PARKING
13.1 There is a temporary GSE parking area on Stand 101. The stand is out of service due to work. OAN 33/2019 refers.

1.0 SUMMARY

4.0 AIRCRAFT DOCKING

5.0 AIRCRAFT PUSHBACKS
5.1 All aircraft pushback procedures for the new Pier 1 stands are included within the published EGCC Aircraft Pushback Procedures document, Revision Yankee. Special attention to Stand 103, see paragraph 5.2.
5.2 Due to works in progress (WIP), there is a temporary PUSH LIMIT marked on the centreline of Taxiway Zulu. This is to be observed when pushing back from Stand 103. See attached drawing.
6.0 TAXILANES
6.1 A new taxi-lane named Taxi-lane Zulu will serve the western side of the new pier.
6.2 Taxi-lane Zulu will be available for aircraft up to a maximum 36m wingspan (ICAO Code C) only and will have a total strip width of 45m.
6.3 The relocated Taxi-lane November-Alpha will serve the eastern side of the pier.
6.4 Taxi-lane November-Alpha is available for aircraft up to a maximum 65m wingspan (ICAO Code E) and has a total strip width of 89m. 6.5 Both taxi-lanes are equipped with green centreline lighting, however they will initially be unlit. In conditions of darkness or low visibility, aircraft guidance will be provided by an Airfield Operations Follow Me vehicle under ATC instructions.
7.0 APRON ROAD SYSTEM
7.1 Single-lane restriction at Pier link
7.1.1 Where the Front of Terminal Road passes beneath the Pier 1 link (beside Stands 101 and 104), one lane is closed by ongoing works. Traffic light signals will control movement along the single lane on a 30- second alternating phase. Drivers should expect a short delay at this point and take care when transiting the single-lane section.
7.1.2 At times, the head of stand road will be reduced to a single lane with traffic management in place locally to facilitate on going airside works listed in paragraph 13.
8.0 FIXED ELECTRICAL GROUND POWER
8.1 All new Pier 1 stands are equipped with apron mounted Fixed Electrical Ground Power (FEGP) with outputs suitable for the aircraft mix to be served on each stand.
9.0 AIRBRIDGES
9.1 If an air bridge is not available passengers may be boarded via steps to front and rear of the aircraft. N.B. Steps should be held in the GSE holding area until arriving aircraft has parked and shut down engines.
9.2. Air bridge operators should note the following characteristics of the controls which are set as default:

11.1 All airside staff should be aware of ongoing works around the Pier 1 apron and building. These are, in summary:

❖ Soffit installation and bird netting beneath Pier.
❖ Apron joint sealing.
❖ Commissioning of AVDGS and Stand Number Indicator Boards (SNIBS).
❖ Installation of handrails and crash barriers.
❖ Cable pulling and terminating (IS communications).
❖ Air bridge testing and commissioning.
❖ Back-filling and surfacing of trenches across head of stand road at each end of the pier.
❖ Finishing detail works to fixed link bridge at Stand 112.
❖ Repair to fixed link bridge at Stand 110.
❖ Installation of ‘Brise Soleil’ (sun strips) at Stands 108 and 110.
❖ Various stand markings to be completed.
❖ Completion of high mast lighting works- heads and protection barriers.

OAN 36/2019 – AIRFIELD PAVEMENT SURVEYS. OAN REF:‐ 36/2019

1.0 SUMMARY
A programme of up to 30 working shifts to carry out both intrusive and non‐intrusive pavement strength/ condition surveys across the entire airfield. Work will be carried out over a mixture of day and night shifts and will be programmed to minimise operational disruption.
2.0 PROGRAMME
2.1 The overall programme of work will commence on Monday 29th April.
2.2 The work is scheduled to be completed by Saturday 8th June.
2.3 Both daytime and night time work will be carried out Monday to Friday.
3.0 SCOPE OF WORKS
3.1 The scope of work will be the following types of pavement surveys;
 Ground Penetrating Radar (GPR).
 Heavyweight Deflectometer Tests (HWD).
 Core sampling.
4.0 LOCATION OF WORK
4.1 GPR and HWD survey work will be carried out across the entire airfield.
4.2 Pavement core sampling will be undertaken at 51 locations across the airfield.
5.0 OPERATIONAL IMPLICATIONS
5.1 Whilst the various types of pavement surveys are ongoing there will be a requirement for short‐term stand closures or localised taxiway closures.
5.2 Work on stands will be carried out during daytime hours, with work on the manoeuvring area being carried out at night.
5.3 Any survey work specific to the two runways will be carried out at night during nightly runway closure hours (Runway 05R‐23L) or during planned monthly maintenance closures (Runway 05L‐23R).
5.4 As far as possible, the work will be organised to minimise any operational disruption.
6.0 LOW VISIBILITY PROCEDURES (LVP)
6.1 Overall, the work has no impact on the airport’s ability to operate during periods of low visibility.
6.2 In the event of forecast low visibility, any work scheduled to take place on the manoeuvring area will be cancelled.
 
OAN 37-2019- INTERNATIONAL WORKERS MEMORIAL DAY MINUTE SILENCE

1.0. SUMMARY Manchester Airport is to observe a one-minute silence on Monday 29 th April 2019 to mark International Workers’ Memorial Day - a worldwide event dedicated to remembering those who have been killed or injured at work. MAG has an enviable safety record, and to mark our continued commitment to health and safety, colleagues are invited to attend an International Workers’ Memorial Day Service.
1.0 PROCEDURE Monday 29 th April 2019- 1030-1031 (local) During the times specified no aircraft shall land or take-off, start or test engines. Aircraft will however be permitted to taxi. The 1-minute restriction will not apply to aircraft that have declared an emergency.
 
OAN 38/2019 – INSTALLATION OF ADVANCED SURFACE MOVEMENT GUIDANCE CONTROL SYSTEM (ASMGCS) HARDWARE.

1.0 SUMMARY The ongoing programme of work to install ASMGCS hardware at multiple locations across the airfield has been extended by two weeks. This document replaces the previously issued OAN 21/2019. The ASMGCS hardware will comprise new masts and antennas. The work will also involve installing electrical and comms connections. Additionally, at some locations, minor civil works will be required to create new duct routes.
2.0 PROGRAMME
2.1 The ongoing programme of work has been extended until Friday 10th May 2019.
2.2 The majority of the work will take place during daylight hours, however, due to their location, some elements of work will be undertaken at night during concurrent, scheduled runway closures.
3.0 SCOPE OF WORKS
3.1 The scope of work will be as follows;
 Minor civil works to create concrete plinths for the new antenna masts.
 Minor civil works to create new duct routes at some antenna locations.
 Installation of new masts and antennas.
 Installation of electrical and comms connections to serve the new hardware.

They seem to be renewing that notam every 2 weeks. Why not have done with it and extend it for a longer period if they've no intention of dropping it for the foreseeable future? I know space is limited on stands and because of airfield work but it might help when more stands are available on Pier1.
 
I'd rather they didn't extend it. Keep open their options to be flexible as soon as circumstances permit.

Still no exemptions specified for executive traffic which shouldn't affect the main apron though. Unfortunate oversight.
 
I still think that the restrictions are still in force due to the shortage of stands caused by there still being about 6 on Pier 1 that not in service (including remotes).
 
OAN 39/2019 – ATC TOW PRIORITIES

1.0 SUMMARY
1.1 There have been occasions where aircraft have departed late due to a delay in being able to tow the aircraft from a remote stand onto a contact stand.
1.2 Handling agents are able to prioritise tugs by using the suffix ‘X’ in the tug callsign but to avoid confusion it has been decided that Airfield Control will inform the ATC of a priority tug movement.
1.3 Airfield Control will only prioritise tug movements if they are within ‘minimum towing time’. Minimum towing time is a timescale used by Airfield Control to allow an aircraft to be repositioned and made ready for flight before the aircraft’s scheduled departure time.
2.0 PROCEDURE
2.1 When a tug movement is required and it is within the minimum towing time :-
STD- 75 minutes - Small Code C (E95 Size)
STD – 90 minutes - Code C (B739 Size)
STD -105 minutes - B757 and above
2.2 The handling agent can request that Airfield Control liaise with ATC to expedite the tow via Ext 2364.
2.3 Airfield Control will inform the ATC via the Tow Line of the higher priority for the particular movement by adding Alpha after the Tug Call Sign EG ‘Tug 67A’.
2.4 When aware of a high priority tug movement, ATC are to afford the highest priority to the tug movement. This may involve delaying an outbound aircraft’s push. Priority to these tow movements will only be given where workload, CTOTs and overall airfield congestion permits.
 
OAN 40/2019 – SCHEDULED RUNWAY 05L-23R NIGHT-TIME MAINTENANCE & NORTHSIDE TAXIWAY REPAIRS.

1.0 SUMMARY
1.1 Runway 05L‐23R will be closed for three consecutive nights in early May to allow for essential maintenance works on the runway, within its associated strip and on associated northside taxiways. All flight operations will take place on Runway 05R‐23L whilst work is in progress. 2.0 PROGRAMME
2.1 Work will take place on the nights of Tuesday 7th to Thursday 10th May 2019, inclusive.
2.2 The nightly working hours will be 23:59 – 06:00L.
3.0 SCOPE & LOCATION OF WORKS
3.1  Routine maintenance tasks including maintenance of painted runway markings, runway surface friction assessments and aeronautical ground lighting (AGL) repairs/ replacements and bolt inspections.
 Runway surface rubber removal.
 Asphalt pavement repairs on Taxiway Alpha between Intermediate Holding Point (IHP) A2 its junction with Taxiway Bravo.
 10 x asphalt and over‐banding repairs along the full length of the Runway 05L‐23R pavement.
 Installation of Advanced Surface Movement Guidance Control System (ASGGCS) hardware to the north of Taxiway Alpha abeam RHP A1.
 PCN surveys of the Runway 05L‐23R pavement and runway entrance/ exit links.
 Saw cutting and joint sealing of new concrete pavement bays that will form part of the new Taxiway Echo, involving overnight, sequential closures of Taxiways Charlie (C1), Kilo (K5) and Bravo (B2‐B3).
 Re‐instatement of 1 x AGL fitting in the vicinity of RHP A1.
 Multiple maxicrete pavement repairs in the vicinity of Intermediate Holding Point (IHP) J3 and Link Hotel.
4.0 OPERATIONAL IMPLICATIONS
4.1 Runway Operations
4.1.1 During the Runway 05L‐23R closure periods (23:59‐06:00L) all flight operations will take place on Runway 05R‐23L.
4.2 Taxiway Restrictions
4.2.1 Taxiway Alpha, between IHP A2 and its junction with Taxiway Bravo will be closed each night that work takes place.
4.2.2 To facilitate the saw cutting and joint sealing described above, sections of Taxiways Charlie, Bravo or Kilo will be closed on a nightly basis, as agreed with the Airfield Duty Manager. N.B: The aforementioned taxiways will not be closed simultaneously.
4.2.3 Taxiway Juliet, between IHP J3 and Link Hotel will be closed each night that work takes place.
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the night works will be cancelled and Runway 05L‐23R will remain open.
5.2 In the event of un‐forecast reduced visibility conditions (minima of IRVR 800m or Cloud Ceiling 300ft) during the Runway 05L‐23R closure period when work has begun, the aerodrome will close to flight operations whilst the runway is recovered. An ‘AD Closed’ NOTAM will be issued in such circumstances.

I totally agree that this seems to be going on forever. However one has to take into account the amount of work being undertaken on the airfield and, I'm sure you would agree, it is better to refuse non-emergency diversions than to create any additional problems for our own flights.
 
This discussion has been flogged to death for many years and I fully appreciate the protection of core business. However, it seems so arbitrary that a blanket ban exists, including private jets seeking sanctuary at Signature.

Looking at the plans, I can see that this NOTAM will be in place until the new remote parking (stands 9xx) become available....

2.0 PROGRAMME
2.1 Work will commence on Monday 20th, and will be completed by Wednesday 29th May 2019.
2.2 Work will take place Monday to Friday.
3.0 SCOPE OF WORKS
3.1 The scope of work will be the replacement of cathodic protection cell assemblies within eight fuel hydrant valve chambers, entailing minor pavement coring and reinstatement works.
4.0 LOCATION OF WORK AND OPERATIONAL IMPACT
4.1 The working locations and associated operational impacts are described in the table below.

All work will be carried out during daylight hours and in good weather conditions. All taxiway lighting and signage will be fully serviceable outside of the daily working times.
2.0 PROGRAMME
2.1 Works will commence on Tuesday 21st May 2019 and finish on Friday 5th July 2019. Two contingency weeks have been added to the end of the programme (6th – 19th July). 2.2 Overall: Monday to Friday, with daily working times of 07:30-18:00hrs local. There may be a requirement for some weekend shifts; the ADM will be advised in advance.
3.0 LOCATION & SCOPE OF WORKS
3.1 Work will be carried out in the new DP16 pit situated abeam Delta 4 (D4), in Substation B1d and in the new Substation D. Circuits affected are across the north side taxiway system, from Bravo 2 (B2) in the west to abeam Stand 47 in the east and as far north as Stand 64. See attached drawing for exact circuits.
3.2 The scope of work will include; • Identification and isolation of each circuit. • Breaking the circuit, rejointing and connecting to the new Substation D.
• Commissioning of individual circuits.
• Control changeover.
• Update of ATC mimics.
• Commissioning of control system.
4.0 OPERATIONAL IMPLICATIONS
4.1 At times throughout the programme some taxiway signage, sections of taxiway centreline, taxiway edge and, Intermediate Holding Point (IHP) AGLs will be affected. The UKPNS Site Supervisor will confirm to the ADM the exact circuits affected each day.
4.2 Whilst work is in progress the AGLs/signage controlled by the circuits being migrated to the new substation will not be available. Works will only be carried out during daylight hours when there is no forecast risk of Low Visibility Procedures (LVP).
5.0 LOW VISIBILITY OPERATIONS (LVO)
5.1 In the event of forecast low visibility, the works will be cancelled.
5.2 In the event of unforeseen low visibility prevailing, the circuits affected will be recovered and the work party will vacate the airfield. This process may take up to three hours to complete. An Airfield Operations ‘Follow-me’ will be provided for any aircraft needing to transit any unlit areas until the circuits are recovered.

When is a No Diversions NOTAM not a No Diversions NOTAM- when is issued by Manchester Airport!!

Yesterday there were 2 diversions at least - a TUI 737 from Leeds (although that might be classified as a reroute as it was actually called in for a crew change) and a Jet2 came in with a tech issue.
