just my opinion here, but I would imagine it is the canopy as that is the roof line, so that would dictate the extent of the terminal. So the steel structure would be an infill.
Do we expect this to go the full length of the crescent, or just that section?

I am no planning and building regs experts but would tend to share your viewpoint @HX3 Not sure about how much infill but it would make sense to maximise it in the one go

My view is that they have removed the existing frontage in that area and have installed new steelwork , and that the new frontage will be where the previous one was. Maybe they discovered corrosion in the old steelwork or it needs strengthening. That wouldn't need planning approval.

I Imagine it will be just what @SierraHotel photographed, and used as an entrance so that what is the current entrance is freed up as circulation space. It would be good though if the same could be done with the rest of the crescent.
