I suspect there isn't a flaw in the system, and neither is it likely a case of the staff not being proactive enough. It is more likely the secondary screening has been mandated by the Department for Transport as it is the type of procedure they sanction.Too many bags being pulled for secondary screening everyday. Either a flaw in system or staff not properly trained. Staff just not proactive enough dealing with bag scanning. More staff definitely needed or deployed quickly to deal with backlog of bags
