OK guys (and any other gals, although I feel like the only one of the latter!). Here is a review of today's Consultative Committee Meeting. It was interesting, but disappointing - yet I came out of it feeling quite upbeat based on what I heard. In the order items were discussed then......................(and if you are disappointed, please bear in mind that I do not control what is going on so don't have a go at me! To be fair to myself I put forward a lot of questions today and managed to obtain more information than would probably have been forthcoming otherwise).

1. The airport now has installed superfast WiFi in the terminal for passengers to use. It is described as extremely fast and one of the fastest WiFi speeds in any UK airport and further afield. This together with the airports new website really enhances the customer experience

2. The Flybe shuttle service was stated to have been withdrawn, so the link to Jersey has gone as well as Aberdeen. LBA are disappointed at the airline's decision after only one season. However, they are 'quite hopeful' that the Newquay/Edinburgh links might well be approved. (I am not sure but I could see this as a Newquay/LBA/Edinburgh service, as they previously operated on Exeter/LBA/Aberdeen). They confirmed also the plans of Aurigny to serve Guernsey next summer using an ATR72.

3. The new remote holding lounge at the end of the walkway will be operating from mid May. It will provide added flexibility and reduce boarding delays.

4. As reported on here, the apron stands have been re-configured to improve stand utilisation. This will enable larger aircraft types to be on stands nearer the terminal, again reducing boarding time and there will be more flexibility.

5. The central security screening area is to be re-configured again, with longer rollers up to the scanners and larger trays, enabling customers to get their belongings in one tray, rather than several of them. It is all aimed to speed up the process further. Customers will be invited to press 'smiley' or 'frowning' face buttons in various parts of the terminal to indicate their satisfaction

6. The final pax figure for the year ended 31st March is just under a 1% increase on 2013/14. This is viewed as a positive consolidation of the previous few years' growth, but the intention is to kick on now and aim to secure further growth in the coming years. The recent increases in pax (+1.66% Nov; +6.26% Dec; +8,32% Jan; + 14.16% Feb) are mainly due to an increase in domestic and Irish routes. The loss of the Flybe shuttle is certain to have a negative impact on this, but BA, and Aer Lingus are both doing well.

7. PARKING CHARGES/SMOKING CHARGES

Confirmed that the £3 charge is in force but that all new signage is now in place directing pax to the free drop off zone. I saw these today when entering the airport and they are very clear. Perhaps they are working too as the drop off area was very quiet all afternoon. Confirmed that virtually all UK airports will shortly have drop off fees _ including one fairly close to home! The free zone is closer to the terminal than any other UK airport - some require a bus transfer. The smoking area cost LBA over £60K to build. It is costly to clean and maintain, and there has been a lot of vandalism to the turnstile into it. There has been recent publicity about a £1 charge - but the original charge was £2 and this has actually been halved! There was no obligation to provide this facility and the charge is to recover the outlay, cleaning and maintenance costs.

8. MASTERPLAN; There was a brief presentation but no firm detail - although some clues as below. The following are the key points made;

LBA is contributing £336m GVA to the regional economy. There is a real drive by all parties (ie LBA and the Local Authority, and such as the transport authorities) to develop LBA to the benefit of the region. The Masterplan has been named 'The Route to 2030 (Draft Strategic Development Plan). This is a reference to the forecast 7.1m pax at LBA by 2030 - more than airports such as Newcastle. The document will include the LBA Surface Access Strategy.

As I mentioned previously, this Masterplan is effectively a joint document which both LBA and Leeds City Council will be signed up to. This will avoid any potential conflict of interest or obstacles being put in the way such as planning conditions or objections by the LA Planners. It means that the process underway is taking longer, but it will be time well spent and will enable change much easier once implemented. The Masterplan is not yet available for consultation because of changes occurring within the LA which are delaying progress. These were not explained but it was stated that the LBA Masterplan will go out to consultation alongside the surface access strategy - and this is still being worked up. All we were told is that completion will be within this year, but nothing specific was given. ( I had the distinct impression that the LBA plan is pretty much complete but cannot be put out for consultation until the LA are ready, otherwise it will not be a joint effort.

I asked direct questions about the diversion rate and the runway operation - particularly the possible relocation of the touch down point on runway 32. They responded by saying that they are currently in discussion with the likes of Boeing and Airbus, to understand the performance capabilities of such as the 787 and A350. They also intend discussions with airlines equipped with this aircraft and those who might in the future, to understand what will be needed to operate such types at LBA. The intention is to build a business case for any development required, but this will NOT just be done in the hope it will attract operators. The cost (as previously stated) is very high - and there are ILS issues - and various other issues to overcome. It is not part of the Masterplan but LBA stated that they are aware of the option and it will be considered in the future if it is confirmed as a necessity to attract business . (I got the distinct impression that they remain of the view that the cost of doing this outweighs the benefits at this time - and clearly that situation would have to change for anything to happen).

The presentation did indicate future development and enhancement of taxiways, parking stands, additional gates, terminal improvement/developments, Improvements to passenger experience (queues, security, stairs etc) and better bus/rail connections. No detail given re what, or when.

LBA are targeting more business routes for the future and are working hard behind the scenes to make it happen, but for obvious reasons are unable to say what they are working on.

I also raised the issue of certain aircraft types (notably the Jet2 738 and currently, the KLM E190) being unable to take cat 3 landings. Not much said about the 738 except to confirm that Jet2 738's are not necessarily the same specification at Ryanair 738's . Also that even where the aircraft is equipped, the crew have to be qualified to do cat 3. The issues with the E190 are known to both KLM and LBA and they are working together on a fix which will restore Cat 3 for the E190.

The overall aim of the joint documents (when launched) is to progress LBA towards growth, with targeted increases in business routes, transport infrastructure, road links and ways to develop the airport to attract business to the location (non aviation) - such as business parks.

The link road to the airport from the A65 and through to the A658/Otley Old Road junction, will be built by 2021 and funding has been committed. In two weeks the route planning process gets underway (although the basic route appears unchanged according to planning documents). The cost is quoted as £34m.

Possibly as part of the Masterplan - LBA are now considering the situation re night time quotas. Currently LBA night flights are between 2300 and 0700. All other regional airports have 0600 as the end of night flying. LBA is now getting close to its limits so they are looking at seeking planning consent to amend the night hours as the vast majority of the night flights are actually early morning departures which elsewhere would be classified as a day flight. We have been pushing for this for some considerable time (years) so this was good news and about time.

The previously mentioned Airspace review is up and running again and likely to be implemented by 2017, but there are various stages to go through first, not least consultation.

The committee were given an assurance that there is a huge amount of work going on behind the scenes all aimed at realising LBA potential and building the necessary business cases for future developments - which is standard business practice.

8, HARROGATE LINE ELECTRIFICATION - presentation by Harrogate Chamber of Commerce representative.

This is now on the priority list for lines in this area. The business case is completed and the proposals are now progressing towards design. If the improvement gets the final go ahead, it will be for completion during the period 2019 - 2024, providing more trains (15 minutes) and new rolling stock which will be faster. As recently announced, Virgin trains will also introduce 7 return journeys a day from Harrogate to London Kings Cross, which will stop at Horsforth. It was pointed out that:

A new parkway station could become the stopping place for the London trains - making LBA parkway an East Coast mainline option.

A new parkway station can be delivered much quicker and at a much lower cost than a rail spur to the airport.

That the new link road to the airport will pass reasonably close to a parkway station.


That's all folks. Sorry I can't provide you with more detail. I will not be providing an update on the June meeting as I am unable to attend and my deputy passed away last year, but when the minutes come out I will summarise anything of interest.
 
Yes, much appreciated White Heather. Let's hope something comes of all this. The beauty of making a parkway station IMHO is that it can also be passed off as a park-and-ride station to ease the congested roads in this area. Given the apparent success of the Elland Road scheme, this make may an LBA parkway seem more attractive still. Also would give York and Harrogate direct services.

Some positive news in your response from the committee but it remains extremely frustrating when Bridgepoint remain a reactive company when we really need them to be more proactive and develop the airport to take it to the next level.

It is even more frustrating when I read press reports about other airports nearby which are pro-actively developing their airport potentially taking passengers from well within our traditional catchment area.

You will be all too aware of my stance on this particular subject but I can appreciate the airports willingness to create a balance between spending and it's commercial responsibilities.

So with regards to operations during low visibility from LBA, the airport makes reference to upgrading the runway and equipment only if it becomes a "necessity to attract business". It is a niggly concern when the airport make no commitment to protecting the business it currently has by improving the airports operational flexibility during Low Visibility Procedures.

I can only imagine the bosses of Jet2 in particular will not be best pleased with that statement which is effectively saying if a new operator demands runway upgrades the airport will consider it, but if you're already operating from LBA, it's basically tough luck?

If it wasn't for Jet2 and their huge commitment to LBA, Leeds Bradford Airport would be in a very different situation now. I just wish the airport response to upgrading the runway and ILS wasn't so blatantly naive to think Jet2 or other major operators couldn't simply up sticks and move their operation to another airport. It is a very real possibility that "could" happen in the future.
 
Hi, sorry I don't have any updates on this at the moment as I was on holiday for the last consultative meeting in June. The minutes of that meeting don't even mention the Masterplan, although the airport website still says that it is due this year. It is clear that LBA management are reluctant to discuss the plan until it is finalised as whatever is in it has to go for public consultation first, although it is a reasonable assumption also that what is in it will already have the support of Leeds Council - which will be a help. As soon as I get to know anything it will be posted on here - but I imagine that by that time it will be on the point of going public anyway.

I attended today's Consultative Meeting and here is a summary of the key points:

ROUTE DEVELOPMENT

Ongoing negotiation with airlines but not interested in long haul at this time and only in routes that will be profitable. Not interested in routes that will be loss making and where airlines are not prepared to pay the going rate to use the airport. This pretty much means that they are still trying to boost availability on the busy holiday routes. They are also keen to boost the domestic network. Nothing said about Vueling, so I asked and it was then confirmed. Not sure why they didn't share the news but probably due to no official announcement yet. No discussions yet with Aurigny (Guernsey) although they are aware the license has been granted. The same with Flybe re Newquay and nothing known at all about the Extrajet rumours. Monarch confirmed as operating an additional 7 weekly departures in summer 2016 over summer 2015.

PASSENGER NUMBERS

Up just over 5% but winter will reduce this in all probability. Expecting an overall small increase.

JET2

Confirmed order for 27 new 737 800NG's and that the overall fleet size will increase from 59 to 70 - so 16 of the current fleet will either be retired, sold or returned to the leasing company.

SECURITY SCREENING AREA

This has recently had a complete re-organisation with new lighting, layout and decorations. Waiting times have reduced dramatically whilst compliance has increased further. A recent Happy or Not survey showed 87% of customers that responded (around half) were happy or very happy. Average peak time waiting time is now around 10 minutes only.

OTHER WORKS

All toilets/rest rooms to be refurbished over the winter and will be to a high standard. New restaurant product also being looked at which might mean other changes within the airside. New Cargo shop has opened c(replacing WH Smith) and this is owned by the airport. Fast track security changes also likely to improve experience. Relocation of executive lounge within terminal. Cleaning is to be reviewed as LBA are not happy with standards. Significant improvements will be the outcome. Car park organisation is also to be reviewed (that is where car parks are for such as hire car meet and greet, not charges!)

ORGANISATIONAL STRUCTURE OF AIRPORT

This is under review. Interesting to note that the airport have appointed a new Head of Passenger Services to work entirely on improving the passenger experience, and will shortly appoint a Head of Engineering and Asset Development - and this job includes Asset Development, Capital Project Delivery and liaison with LA planning - all indicators of things to come??

MASTERPLAN

Confirmed that the Masterplan is now a joint document between LBA and Leeds City Council. The document is due to be released in October for consultation. It is likely to be finalised early in 2016. Meanwhile Leeds City Council has approved land release schemes but this remains under consultation until November this year. The key issue is that land will be released directly behind the Avro factory for airport related industry and commerce. It was stated that this will include options to enhance LBA's ability to handle cargo - not heavy cargo, mainly express delivery type cargo. They see this as an opportunity to pick up more of that business in the future.

I specifically asked - will the masterplan provide details and timescales for airside development, specifically airfield. They confirmed it will do and they obviously knew what I was getting at as without any prompting they did say it would include proposals relating to stand development etc. I did mention that with Jet2 expanding their fleet, there are many of us who would like our share of that expansion, and not watch all the additional airframes be deployed to other bases, leaving LBA with the same capacity.

Other than that they were careful not to give away any specifics at this time, but it seems that the wait to see what they are planning will soon be over.

Confirmed the Masterplan also includes surface access strategy. Funding approved for the A65 to A658 link road which will also provide airport access and access to the new parcel of land behind Avro. The route is currently being considered - various options being looked at, but all complex due to need to secure the land. West Yorkshire Combined Authority also now signed up to a detailed study towards the provision of a rail link to the airport.

That is about all unless you want me to bore the pants off you about claims that aircraft are flying off track over Menston village. Radar shows shows over 97% compliance but is apparently considered to be untrue by the good residents of Menston village. Oddly, the good residents of Burley in Wharfedale are also convinced flights are off track and over them. Since they are at the Norther edge of the noise routing and Menston at the South, the aircraft cannot be in two places at once. Radar confirms they are actually in the middle of the two, where they should be. Perception can be a funny thing.

A while ago you mentioned the airport authority was in discussions with Boeing and Airbus with respects to the airports handling capabilities of the newer types of large aircraft with a view to potential future services.

In a more recent post you mention the airport has decided to no longer pursue long haul flights.

Can you confirm if the decision relating to Boeing and Airbus large aircraft capabilities exit LBA are related to the airports decision to no longer pursue any long haul operations?

It is understandable the airport isn't pursuing long haul operations at this time as the airport needs to be in a position to "walk before it can run" but I would be grateful if you can clear this question up once and for all so we know where we are with it.
 
Sorry Aviador, I cant answer that question as I don't know the answer. If I knew I would tell you. However, my impression is that it is nothing to do with anything Boeing and Airbus have said. Those talks were relating to the future operations at LBA and to assist LBA in deciding what they need to do on the airfield to protect the airports competitiveness. I believe that at the moment, LBA management simply don't think that there is any serious prospect of them getting any long haul flights. Perhaps they are just being realistic. They know their best bet for more flights is for short and medium haul so have perhaps taken the decision to concentrate their efforts on talking to airlines that they feel they might have a chance of doing business with, rather than those that they know they have little chance with. Just my opinion, but that is the impression I gained.
 
I have to agree with your thoughts White Heather. Going long haul I want choice and a regular service, the odd couple of planes doing a long haul destination each week will be no good especially to business travellors where we have a timetable to meet.
For me LBA is never going to meet this market, it does now as a hub airport give me the flexibility I seek, saving me a journey over the pennines.
I have hopes that the purchase by IAG of Aer Lingus will open up through Dublin a bigger gateway to the states.

LBA has and will only ever have a limited long haul capability to a limited number of destinations. I don't know what your idea of an LBA with long haul flights is but I get the impression you've got the wrong end of the stick.

Even when long haul was mentioned in the past, the airport was never looking at establishing multiple daily scheduled services to destinations worldwide. The idea was only ever to serve niche markets such as to India and Pakistan, perhaps with daily flights to New York as the number of passengers leaking to other airports from our region would easily sustain direct daily services to the New York area.

If we can get confirmation of whether LBA can take say Dreamliner flights to say the Caribbean, or Mexico, do you not agree that weekly charter (holiday) flights to these kind of destinations would be advantageous to have rather than relying entirely on other airports?
 
I was really trying to address those folk who seem to think LBA can even in the future match Manchester, Birmingham etc in the long haul field.
Yes I accept some very limited charter long haul flights may be possible and tried to make the point from my business hat on, find LBA has a wide attraction of hubs, heathrow, Amsterdam, Paris etc to link in to.
I find usually that on 75% of my business flights I have to change my return flights, knowing I can identify a number of european airports to return to LBA makes life so much easier.
On a day like today, finding where to land in either europe or the u.k. can be a challenge, thankfully smartphones allow us to search the information we need, allowing you to escape the airport you are at or going to, that may be closed. Something not available to me 30 years ago, but a huge advance today.

It looks like the Airports Masterplan has finally been produced (Titled "Route to 2030") and is been shown to local MP's, MEP'S, Councillors, Local business people, Sponsors and I guess others before going out to public consultation.

That would be a no lbaspotter. I assume they might tell us something on 10th December at the next meeting. I suspect one of our members on here has seen that presentation as he made a comment recently, which to be honest wasn't so encouraging. If it was this Masterplan presentation that he saw, he was 'disappointed'.
 
Today was the latest Consultative Committee meeting at LBA. As I previously reported, I was recently contacted by LBA to ask what people were thinking and saying about LBA Infrastructure, so I told them - good, bad, and ugly. I also recently wrote to them regarding route development. The result was that Tony Hallwood attended today's meeting to provide a very good presentation on aviation development. I was also invited for a one to one meeting with John Parkin, LBA MD, in his office. I am grateful to John for giving me an hour of his time, and I came away feeling very positive. However, much of what John told me was In Confidence, so below represents what I can tell you. My lap top is playing up and this is my 2nd attempt at typing this, so I am keeping it brief in case it disappears again!

Summer 2015 was a record summer - 2.6m pax, the highest ever and 5% up on 2014. Majority of airlines had their strongest ever load factors.

BA to LHR - the revised evening flight times should ensure those flights start to carry more pax and they connect now to flights to Dubai, Hong Kong, China, Tel Aviv, South America and Africa.

Already picked up by LBASpotter - KLM going back to 4 times per day all with E190s from next Summer schedule.

Aer Lingus to Cork 3 times a week - we know about

Now waiting for a decision by Flybe re the Newquay route

Jet2 slight increase in capacity for 2016, mainly due to replacing 733s with 738s and/or 757s on most popular routes and flights commence and end earlier/later. No new route for first time, but LBA are pushing for Gerona.

Ryanair have dropped Dinard, which only operated July/August last year, but increased frequency on 3 routes. LBA looking for expansion on Polish routes.

Monarch - new route to Malaga, but Antalya dropped - impact of Middle Eastern issues. More Faro flights, and a reduction on Barcelona - but Vueling on that route with hub connectivity, enabling onward flights

Thomson - new routes to Mahon and Paphos in 2016. Both operated 2 years ago, then dropped and now back. Palma capacity increase (Air Europe flight), Heraklion and Tunisia dropped (the latter due to the impact of the terrorist attacks). Also a reduction in Dalaman for the same reasons - Turkey bookings down.

Balkan - direct to Bourgas next Summer

Continuing to talk to airlines to try and secure a return of the Pakistan service

Continuing to talk to airlines re North America and Canada. Confident of a Toronto route in next 2 to 3 years. Airlines know the demand is there - a question of timing for them.

Confident Berlin will be back within 18 months.

Speaking to large numbers of airlines

New airline and new route announcement due tomorrow (Friday). No details at all given, but my bet would be Aurigny to Guernsey.

When challenged on Infrastructure, Tony stated that plans to grow the Infrastructure were in place to allow on-going development of LBA into the future. Some of the plans were discussed but are not yet at the point where I can share them. All toilets to be refurbished commencing next week. External and Internal Re-decorations, and new floor coverings and lighting planned. Externally, work is underway now to install the foundations of the planned terminal extension, (and before anyone asks, that does not mean it is to be built imminently - I do not know when it will be built but as work has started, the planning approval is now secure).

LBA recently confirmed as the top UK airport for on time departures in Quarter 1. This follows a lot of hard work by the airport and airlines to make this happen. Jet2 on time performance at LBA exceeded their internal targets.

Security - the contract with Omniserve will be run down and end in Feb 2016. LBA are to take security in house, so Omniserve staff likely to be TUPE'd to LBA who will be their new employer .

Night time hours - currently 2300-0700. All flights between 0600 and 0700 currently count against the annual night time quota. Virtually every other airport has 0600 as the end of night time hours. LBA has commenced the process of seeking to bring LBA in line with other airports, but this is likely to take 18 -24 months to complete. It will not mean any increase in night flights - just the re-designation of early morning flights that currently count as night flights - whilst half of Leeds are up and getting ready for work!

LBA have appointed a new Head of Development - Sophie Murrs, who will start in January. She has recently over-seen the development of Manchester Piccadilly Station. I see her appointment as an encouraging sign. She has to have something to develop!!

And finally - the Masterplan. This has been drafted and revised on several occasions but is now in its final draft form - which means completed. It is now with Bridgepoint's Board for approval and is to go for public consultation in January 2016. Just to re-iterate - LBA have come in for a lot of criticism for the delay in publishing this document. However - the Masterplan has been designed to fit in with the plans of Leeds City Council. It was vital that the Masterplan did not conflict with Leeds Council plans and that the two documents complimented each other. This led to delays whilst Leeds Council completed various planning activities. The plan is delayed but less likely now to encounter planning opposition from the Council as the Masterplan is based around the known Council plans for the area

Well it looks like I'm off to Australia and New Zealand next year! Booked with BA from Manchester via Heathrow with a stop in Singapore and returning with Air New Zealand and BA via LAX to Heathrow. Will circumnavigate the globe and be my first trans-Pacific flight. First long haul flight with BA as well and of course Air NZ.
15 years at the same company was reached the weekend before last. Not sure how they will mark the occasion apart from the compulsory payirse to minimum wage (1st rise for 2 years; i was 15% above it back then!)
