The clause reads as follows

No later than 12 months of the annual passenger throughput at the airport exceeding 4.5m, LBA shall submit a planning application together with full supporting information including a transport assessment, draft travel plan and heads of terms for a planning obligation for such further development at the airport requiring express planning permission as would be necessary to facilitate an annual passenger throughout in excess of 5m.

I’m not a lawyer but my interpretation is that the legal obligation is to submit a new planning application within a year of passenge numbers hitting 4.5m. I think claiming that it limits the airport to a maximum throughput of 5m is a bit of a stretch. A legally enforceable cap on passenger numbers, if that was the intention, would need to be much more explicit - as I believe is the case at Stansted and Bristol which do have caps on passenger numbers. I’m not surprised GALBA have tried to spin it the way they have - it’s entirely in line with their approach. It doesn’t make it true though.
 
GALBA's website says that the approved 7 mppa figure is a myth, in that the current approval is only to 5 mppa and that to go beyond that is subject to a section 106 agreement and a further planning application. I am confused so who is correct??
There are absolutely no passenger limits, not with the current terminal plans and I don't believe there are in the proposed new terminal plans. This was mentioned by one of the civil servants during one of the Leeds City Council planning meetings. It was stated that the only constraint for the airport was the actual physical capacity of the building not a specific passenger cap. If the revised terminal plan is rejected and the airport purses with its previous plans, the airport will gain a new arrivals hall containing full sized baggage carousels and a sizable departure lounge extension. Some imaginative scheduling and the airport could achieve considerably more passengers through the doors than what is actually publicised. This is because the figures used will be largely based on existing schedules.

Then it's up to the supporters to influence him. I am thinking mainly the business leaders, Tory Ministers and Councillors, and hopefully a Tory (or at least supportive Mayor). Many if us have already written to him and we twice asked all 1652 people who signed our petition to write to him and support the airport. Of course we have no way if knowing how many did. Basically we have done what we can and those in a position to quietly influence the outcome need to step up.

So Tracy Brabin got in then. She is an advocate of bringing West Yorkshire buses back under direct control (resurrected METRO??), so I wonder what that could mean for local buses.
 
But that is nothing to do with her though. That is in the hands of Robert Jenrick. Local buses does now come under her remit.

Nothing new there then. If they ruled this country airports would be gone and transport would be non existent. Maybe more cycle lanes for Leeds!
 
Although Tracy Brabin has supported LBA in the past, now she’s got the votes no doubt we’ll find exactly where she stands. Although the decision is out of her hands she has a remit to fight West Yorkshire’s corner and will be a useful ally if she puts her full weight behind the terminal.

Well do the right thing, support the new terminal, get the airport parkway pushed through planning and push for the integrated tram/transport system we all desperately deserve.

Been looking on an article on wharfedale observer. I’m not sure if anyone has an account but if someone does you should respond to this person called “Barry whitepeas” he’s written an essay about the airport. Talking complete crap. And the article as a whole is talking about all environmental groups to come together to stop all airport “expeansion”. (Couldn’t be bothered reading it all either but like to look at comments as there’s usually people there that stick up for the airport and put those against in their place)

Jeez all this fuss just so our local airport can have a better future and better for the environment, I really do wonder about some people( who are against) but there you have it…

Well it looks like I'm off to Australia and New Zealand next year! Booked with BA from Manchester via Heathrow with a stop in Singapore and returning with Air New Zealand and BA via LAX to Heathrow. Will circumnavigate the globe and be my first trans-Pacific flight. First long haul flight with BA as well and of course Air NZ.
15 years at the same company was reached the weekend before last. Not sure how they will mark the occasion apart from the compulsory payirse to minimum wage (1st rise for 2 years; i was 15% above it back then!)
