Walsall used to. I can't remember how many summers it lasted, but they shipped in hundreds of tons of sand to create a 'beach'. I think the council marketed as it 'Walsall-by-the-sea'. I've looked online, but can't find any reference.I didn't know that Birmingham had any beaches.

Why can't the organisers utilise one of the big halls at NEC for the purpose? Why inflict the event in Weston super mare or offer it to Knutsford services? Birmingham has spaces for any event so why spread it around England? In fact, why did they bid for the games?
