The significance of Great Whernside is that it is likely to be the highest point within that quadrant from LBA, and hence defines the lowest level (broadly, 1000’ above terrain) that ATC can assign to an IFR aircraft in that quadrant. You can see these levels in the link below. Note that the minimum altitude to the North-West is 3300’:
